As opportunities become available, the City of Toronto will issue requests for proposals (RFPs) or calls for applications to support its goal of achieving or exceeding the provincial housing target of 285,000 new Toronto homes and the City’s target of approving 65,000 new rent-controlled homes across the city by 2030, including 6,500 rent-geared-to-income (RGI) homes and 18,000 supportive homes.
The new Purpose-Built Rental Housing Incentives stream supports purpose-built rental housing projects that provide a minimum of 20% of homes as affordable rental homes. Best suited for private-sector housing organizations, this “Quick Start” Call for Application, aims to support up to 7,000 new rental homes including at least 1,400 affordable rental and 5,600 purpose-built rental homes.
The Call for Applications for Purpose-built Rental Housing Incentives closed on November 29, 2024 at 4:00 pm. More information about the results will be available in the coming weeks.
The Community Housing Pre-Development Fund (CHPF) assists Community Housing Providers (collectively referred to as Non-Profit Housing Organizations, Non-Profit housing Co-operatives (“Co-ops”), and Indigenous Housing Providers), Toronto Community Housing Corporation (TCHC), and Toronto Seniors Housing Corporation (TSHC) with the costs of pre-development work related to the development of new rent-geared-to-income (RGI), supportive, affordable rental, and rent-controlled homes through interest free repayable loan funding.
To advance the City’s commitments to truth, justice, and reconciliation, 20% of CHPF funding is dedicated to applications submitted by Indigenous Housing Providers.

A new Affordable Rental and Rent-Controlled Housing Incentives stream is available to support the creation of a range of new rent-geared-to-income, affordable rental, and rent-controlled homes.
This call for applications will remain open on a rolling basis and continue to accept applications until the City has exhausted all financial incentives available for affordable and rent-controlled rental homes, which are approved on an annual basis. Applications through this call will be reviewed for eligibility and approved for incentives on a first-come, first-served basis.
