The City of Toronto is inviting residents to learn more and provide feedback on proposed road safety upgrades that would be installed along with road resurfacing planned in 2027-2028 on parts of Islington Avenue and Elmhurst Drive. Proposed improvements aim to enhance safety for all road users, including pedestrians and people who cycle, take transit or drive.   

As part of the road safety improvements, a new multi-use trail is proposed on Islington Avenue from Elmhurst Drive to Golfdown Drive in the boulevard next to the road. The trail would connect to The Elms Park trail and a future hydro corridor trail. Intersection safety improvements, such as protected intersections and raised sidewalks, are proposed along Islington Avenue, from Elmhurst Drive to Rexdale Boulevard. 

Urban shoulders (painted edge lines) and shared lanes (sharrows) are proposed on parts of Elmhurst Drive, Brookmere Road, Bergamot Avenue, Burrard Road, and Caulfield Road. Lane widths would be narrowed to meet current City guidelines, and no vehicle lanes or on-street parking spaces would be removed. 

The project area includes Islington Avenue (Elmhurst Drive to Rexdale Boulevard), and parts of Elmhurst Drive, Brookmere Road, Bergamot Avenue, Burrard Road and Caulfield Road.

The City is proposing changes to Islington Avenue from Elmhurst Drive to Rexdale Boulevard. Changes would include: 

  • Bi-directional multi-use trail in the boulevard on both sides of the roadway connecting to a future hydro corridor trail between Elmhurst Drive and Golfdown Drive. 
  • Bi-directional multi-use trail in the boulevard next to the roadway on the east side of Islington Avenue, between Golfdown Drive and The Elms Park Trial. 
  • Intersection safety improvements from Elmhurst Drive to Rexdale Boulevard, including curb radius reduction and curb extensions to lower motor vehicle speeds, truck aprons, improved traffic signal phasing, accessible pedestrian signals, raised crosswalks and left turn calming.
  • The existing southbound TTC bus stop would be moved to the north-west corner of Elmhurst Drive, and the existing northbound TTC bus stop would be moved to the south-east corner of Golfdown Drive. The new transit stops would have integrated bike-bus platforms to improve safety and accessibility. 
  • No changes to the number of vehicle lanes. Existing sidewalks would be maintained with some changes.

      The City is proposing changes to Elmhurst Drive, Brookmere Road, Bergamot Avenue, Burrard Road, and Caulfield Road. Changes would include: 

      • Urban shoulders (painted edge lines) and shared lanes (sharrows).
      • Narrowed vehicle lanes to meet City guideline widths.
      • Speed cushions on Elmhurst Drive, east of Islington Avenue, previously approved by Community Council.
      • Painted bicycle lanes installed 30.5 metres east and west of Islington Avenue on Elmhurst Drive to provide connections through a protected intersection design.
      • No changes to the number of vehicle lanes, on-street parking spaces or driveways. 

            Public Drop-In Event

            The comment period for this consultation has closed. ThePublic Consultation Report summarizes feedback received. 

            A Public Drop-In Event was held on April 15, 2026 at St. Stephen Catholic School, 55 Golfdown Drive. The event provided an opportunity to view the project information panels and speak with members of the project team one-on-one.
