 (iii)Bicycle Commuter Program Sub-Committee: Ms. Joanna Beyersbergen and Ms. Trisha Kaplan; and

 (iv)Education Safety and Security Sub-Committee - Mr. Phil Piltch and Ms. Marleen Van Laethem, Co-Chairs, submitting Minutes of the meeting of the Sub-Committee on July 14, 1998, wherein it is recommended that, in recognition of the benefits that couriers bring to the City and in recognition of the success of last year's proclamations by the Cities of Toronto and North York and Metropolitan Toronto, that the Toronto Cycling Committee request the Mayor to proclaim October 9, 1998 as "Messenger Appreciation Day in the City of Toronto."

 Advising that she is submitting her resignation from the Toronto Cycling Committee because of other commitments.

  3.TERMS OF REFERENCE OF THE TORONTO CYCLING COMMITTEE.

 Staff will orally update the Committee on the status of the forthcoming report on suggested revisions to the Terms of Reference of the Toronto Cycling Committee which were adopted, in principle, by City Council on May 13 and 14, 1998.

  4.SEWER GRADE UPGRADE AND RING AND POST PROGRAMS.

 Respecting the improvement of on-road cycling safety and the expansion of secure on-road bicycle parking; and recommending that the Joint Metropolitan Cycling and Pedestrian Committee, the Toronto City Cycling Committee and the North York Cycling and Pedestrian Committee recommend to the Urban Environment and Development Committee that:

 (1)existing programs for sewer grate upgrades and the installation of post and ring bicycle parking be continued and expanded to the rest of the City of Toronto;

 (2)staff be requested to evaluate and report back on the need for these programs within the new City and recommend appropriate budget levels for both programs; and

 (3)funds be included for these programs in the 1999 City budget.

  5.BIKE TRAIL OPPORTUNITY - LAKE SHORE BOULEVARD/GARDINER

EXPRESSWAY CORRIDOR FROM THE GREENWOOD DEVELOPMENT

TO DOWNTOWN.

 Respecting the development of a bicycle trail as a final link to provide efficient commuter cycling along the Lake Shore Boulevard corridor from the Beaches to Downtown Toronto; and recommending that the Joint Metropolitan Cycling and Pedestrian Committee, the Toronto City Cycling Committee, and the North York Cycling and Pedestrian Committee recommend to the Urban Environment and Development Committee that:

 (1)as part of the redevelopment of the railway lands from the Don River to Downtown, that a bicycle trail be developed along the southern edge of the railway property, parallel to Lake Shore Boulevard, to facilitate commuting cycling from the east to downtown; and

 (2)north/south cycling connections between the Martin Goodman Trail and Downtown be improved through implementation of bicycle lanes on some roads or in teamways under the railway corridor in the York Street to Yonge Street area.

  6.BICYCLE REGISTRATION AND LICENSING PROGRAMS.

 7.CITY OF RED DEER - "U-BIKE PROGRAM".

 Respecting a community initiative, titled "Red Deer U-Bike Program," designed to promote an environmentally friendly and free opportunity for individuals or families to access bicycles at a variety of locations for public use throughout the City of Red Deer.

  8."SUNDAY BIKEDAY" PROPOSAL.

 Respecting a proposal for "Sunday Bikeday" to close a section of the Don Valley Parkway and Bayview Avenue to motorized traffic on Sundays between 9:00 a.m. and 1:00 p.m. to promote cycling, walking, jogging, and in-line skating; and advising that she would like to make a deputation to the Committee on July 27, 1998.

  9.PRELIMINARY BUDGET PRIORITIES FOR THE TORONTO CYCLING COMMITTEE.

 The Committee will have a discussion regarding potential budgetary items and/or a budget strategy (capital and/or operating) for the Committee.
