1.PRELIMINARY BUDGET PRIORITIES FOR
THE TORONTO CYCLING COMMITTEE.
(DEFERRED FROM THE LAST MEETING.)

Providing, as requested by the Committee at its meeting held on July 27, 1998, a report on
cycling activities in the operating and capital budgets; submitting a table containing
information on Works and Emergency Services Department cycling-related budget
expenditures; advising that similar levels of funding as shown in the table are proposed for
the 1999 beget; and that, in addition to the dedicated funds for cycling-related
improvements, it is the intent that staff will continue to seek other program opportunities,
through capital and operating programs, to maintain and provide upgrades to cycling
facilities.
(PLEASE NOTE THAT BUDGET INFORMATION ON CYCLING-RELATED
ACTIVITIES IN THE URBAN PLANNING AND DEVELOPMENT SERVICES
DEPARTMENT WILL BE PRESENTED AT THE MEETING.)

3.PROPOSED REVISIONS TO THE TERMS OF REFERENCE
FOR THE TORONTO CYCLING COMMITTEE.

Responding to a request by Toronto City Council on May 13 and 14, 1998, for a report to be
submitted to the Toronto Cycling Committee on any necessary revisions to the Committee's
proposed Terms of Reference; advising that while most of the intent of the Terms of
Reference produced jointly by the former cycling committees has been retained, substantive
changes to three sections have been recommended: composition of the Committee, terms of
membership, and the responsibilities of the Sub-Committees; that the proposed changes
reflect, for the most part, comments and suggestions made by Cycling Committee and
Sub-Committee Co-Chairs at a meeting on September 1, 1998; that staff of City Clerks and
Legal have been consulted in the preparation of this report; and recommending that the
Toronto Cycling Committee recommend to the Urban Environment and Development
Committee and Council that the Terms of Reference for the Toronto Cycling Committee,
attached as Appendix A to this report, be adopted and that the City Clerk be authorized to
begin the process of citizen appointments to the Toronto Cycling Committee.
4.RESIGNATION OF MS. ANTONIA GUIDOTTI
FROM THE TORONTO CYCLING COMMITTEE.

Advising, with great regret, that for time-related reasons, she is tendering her resignation as
a citizen representative of the Toronto Cycling Committee and as Co-Chair of the
Network/Bicycle Planning Sub-Committee; suggesting that when the Committee is
reorganized that a smaller number of members be appointed than exist at present; and
commenting that in general her time spent on the Committee has been very enjoyable and
that she wishes everyone all the best in their continuing efforts for improving cycling in the
City.
