DECLARATIONS OF INTEREST PURSUANT TO
THE MUNICIPAL CONFLICT OF INTEREST ACT.
COMMUNICATIONS/REPORTS.
1.REPORTS OF THE SUB-COMMITTEES.

2.DRAFT OPERATING BUDGET.
A copy of the draft operating budget from the various Sub-Committees will be distributed at
the meeting.

3.PROCESSES OF THE NEW TORONTO CYCLING COMMITTEE.

Respecting the processes of the new Toronto Cycling Committee, the functioning of the
Committee and its Sub-Committees and the contribution of the members of the Committee;
and recommending that:
(1)a small Working Group be formed to work on this issue in the New Year;
(2)the Working Group be composed of the Co-Chairs of the Toronto Cycling Committee and
the Chairs of each of the new Sub-Committees, after these positions have been elected; and
(3)the Working Group address, among other things:
(a)meeting procedures;
(b)the process for preparation of the meeting agenda (consideration be given to a process
where Committee Co-Chairs, Sub-Committee Chairs and staff be requested to submit agenda
items to the Committee Co-Chairs who would then finalize the agenda and submit it to the
Clerk assigned to the Committee);
(c)the process for requesting staff to respond to a topic to ensure that the right amount of
formality for the topic is requested (report, presentation, comment, etc.); and
(d)an agenda structure that would put aside time at each meeting (suggested 15 minutes for
each segment) to allow Committee Members to express their current thinking, ideas, concerns
and to allow non-Committee attendees to likewise have time to express themselves.
4.NON-CONCURRENCE WITH THE PROPOSED INSTALLATION OF TRAFFIC
CONTROL SIGNALS ON CHERRY STREET AT COMMISSIONERS STREET.

Advising that the Urban Environment and Development Committee again deferred
consideration of the report (May 20, 1998) from the Interim Functional Lead, Transportation,
until such time as the Toronto Cycling Committee has had an opportunity to review the safety
issues at the intersection of Cherry Street and Commissioners Street.
5.1999 MEETING DATES.

Respecting the 1999 meeting dates of the Toronto Cycling Committee; and recommending
that:
(1)there be an overall coordination of meeting dates for the Toronto Cycling Committee and
its Sub-Committees and community advisory committees; and
(2)the starting time for meetings be reviewed.
6.1999 TORONTO INTERNATIONAL BIKE SHOW.
Mr. Jack Becker, Chair, Network/Bicycle Planning Sub-Committee will bring forward a
motion at the meeting respecting the 1999 Toronto International Bike Show. He will be
recommending that a Working Group be established to organize the Bike Show, with
representation from the Toronto Cycling Committee, the Sub-Committees, community
cycling advisory groups, and any other interested parties. Mr. Becker will suggest that the
Working Group undertake activities such as recommending a theme; reserving booth space (in
close proximity to the Parks booth); prepare the exhibit and handouts; arrange for staffing of
the booth; and coordinate assistance from City staff.

7.PROPOSAL FOR A JOINT CITY OF TORONTO/CITY OF MISSISSAUGA
PROJECT FOR A BICYCLE/PEDESTRIAN PATH FROM THE WATERFRONT TO
EGLINTON AVENUE WEST.

Commissioner of Economic Development,
Culture & Tourism from the City Clerk

Respecting a proposal for a Joint City of Toronto/City of Mississauga Project for a
bicycle/pedestrian path from the waterfront to Eglinton Avenue West; advising that the
Toronto Pedestrian Committee on October 15, 1998 recommended that:
(1)the Commissioner of Economic Development, Culture and Tourism be advised of the
Toronto Pedestrian Committee's concern about the safety and the liability issue of pedestrians
and cyclists sharing the same path; and that priority must be given to the slower and more
vulnerable traffic;
(2)the Committee strongly recommends two separate paths; and
(3)a letter be forwarded to the Province regarding the concern about liability in the event a
pedestrian is injured by a cyclist.
