Providing information on the recent announcement by the Minister of the Environment of a
voluntary industry funding plan for Blue Box Programs and other 3Rs initiatives, to be
administered by a multi-stakeholder Waste Diversion Board; advising that acceptance of the
Province's Blue Box funding plan would result in the City receiving $700,000.00 to
$800,000.00 in annual funding in 1998 and 1999, and could potentially result in $4 million
per year in funding in 2000 and beyond; further advising that the Minister has indicated that
Toronto will not be eligible for its share of LCBO funding if it proceeds with implementation
of the deposit/return by-law for liquor and wine containers; and recommending that this report
be received for information.

Respecting the announcement by the Minister of the Environment of the establishment of a
Waste Diversion Board to seek voluntary industry funding for the Blue Box Program, and the
offer of a subsidy to the City if it chooses to drop its LCBO deposit-refund by-law which is
scheduled to come into effect January 1, 1999; setting out reasons why Toronto's LCBO
deposit-refund by-law makes more sense than ever; and stating that the City should proceed
with its return-to-retail initiative in order to bring about a more effective and efficient
environmental and economic solution to the problem of managing LCBO containers.
