7. REMOVAL OF NEW STOP SIGN ON AVA ROAD AT HILL PLACE.

Requesting York Community Council to direct staff to conduct a poll in the immediate area to determine if the majority of the residents are in favour of the removal of the Stop Sign at Ava Road at Hill Place and to report the results, as he has received requests from his constituents for its removal because of the increase in noise, air pollution and the inconvenience to drivers.

 

 

8. BELL CANADA TELEPHONE BOOTH ADVERTISING.

Advising that the Urban Environment and Development Committee on February 9, 1998, concurred with the recommendation embodied in a report (January 21, 1998,) from Councillor Joe Pantalone, Chair, Urban Environment and Development Committee, viz:

 

AIt is recommended that the Bell Canada telephone booth advertising proposal be deferred until the end of 1998 to provide the opportunity to assess the reaction to the installations in Etobicoke and East York in the context of a general assessment of advertising possibilities on the public road allowances.@

 

 

9. ACCESSIBILITY OF YORK COMMUNITY COUNCIL TO THE PUBLIC.

Advising for information and attention, the recommendation of the Special Committee to Review the Final Report of the Toronto Transition Team that the Council Procedural By-law No. 23-1998, be amended, if required, to permit York Community Council to commence the first day of its meeting at 7:00 p.m., rather than at 9:30 a.m., and, further, that York Community Council be requested to report to City Council as to the regular scheduled time they intend to meet.

10. DEAD END SPUR OF SCARLETT ROAD.

Requesting discussion and resolution of the problem experienced by residents living on the dead end spur of Scarlett Road; advising that notwithstanding signs are posted on the roadway indicating street numbers and directional arrows, residents are easily missed by visitors and services alike (waste collection, ambulance, firefighters, and delivery vans); and attaching a map of the area.

 

 

11. TRAFFIC SIGNALS AT ROGERS ROAD AND DUFFERIN STREET.

Requesting that a study of the timing of the light and the possibility of advanced greens in a number of directions at this location due to numerous accidents occurring at this intersection.

 

 

12. MUNICIPAL PARKING LOT - 1775 EGLINTON AVENUE WEST.

Recommending that Fire Route By-law 3387-79 be amended to delete a portion of the designated fire route at 1775 Eglinton Avenue West, within the Municipal Parking Lot area

to reflect the new parking layout design to provide optimum use of space available for parking without jeopardizing fire safety.

 

13. TRAFFIC CONCERNS ON GEORGE STREET.

Recommending (1)That the Uniform Traffic By-law 2958-94 be amended as follows:

(a) prohibit parking on the west side of George Street between King Street and a point 91.4 metres north thereof, during the hours 8:00 a.m. to 6:00 p.m., Monday to Friday, being the side which directly abuts H.J. Alexander Community School; (b) prohibit stopping anytime on the east side of George Street between King Street and a point 57.9 metres north thereof, representing the opposite side of the street on which H.J. Alexander Community School is located; (c) prohibit parking on the east side of George Street between a point 57.9 metres north King Street and a point 97.5 metres north thereof, during the hours 8:00 a.m. to 6:00 p.m., Monday to Friday, being the side which directly abuts St. John The Evangelist Catholic School; (d) prohibit stopping anytime on the west side of George Street between a point 91.4 metres north King Street to a point 61.6 metres north thereof, representing the opposite side of the street on which St. John The Evangelist Catholic School is located; (e) an all-way stop control is warranted at the intersection of King Street and George Street and is therefore recommended for installation; (2.)That York Community Council support the Metropolitan Toronto Police=s Zero Tolerance Enforcement Program and participate in the public information meetings, with the various stakeholders in promoting a safety awareness attitude and unified enforcement approach towards minimizing risk for all users of the street, within school areas; (3) Further, a copy of this report be forwarded to both Principals and Community School Councils at H.J. Alexander Community School and St. John The Evangelist Catholic School, along with Staff Inspector, Metropolitan Toronto Police, Division 31.

 

14. REQUEST FOR DISABLED PARKING SPACE - 3 ALLENVALE AVENUE.

Recommending that the Uniform Traffic By-law 2958-94 be amended to establish a designated disabled parking space on the north side of Allenvale Avenue, directly in front of municipally addressed residence 3 Allenvale Avenue, and further that Mr. W. Dalton receive a copy of this report.

15. REQUEST FOR DISABLED PARKING SPACE - 2 RAQUEL COURT.

Recommending that a designated disabled parking space not be established on either Raquel Court or Esposito Crescent, directly in front of or abutting municipally addressed residence 2 Raquel Court; that Mr. L. Graham receive a copy of this report; and advising that on-street parking is presently prohibited on both Raquel Court and Esposito Crescent for safety reasons and that establishing a designated disabled parking space on either street would jeopardize the safe two-way vehicular traffic flow, unobstructed ingress/egress to existing off-street parking facilities and create an operational service risk; that Mr. L. Graham can legally park at the westerly terminus of Raquel Court or on the west side of Esposito Crescent, directly abutting his municipally addressed residence, by virtue of his provincial permit.

 

16. REQUEST TO REVERSE OR IMPLEMENT ALTERNATE SIDE PARKING ON LACEY AVENUE.

Recommending that York Community Council not approve reversing or implementing alternate side parking on Lacey Avenue between Cameron Avenue and Ewart Avenue due to the disproportionate number of legal curb side parking spaces on the east side versus the west side of the street.

 

17. PARKING PROBLEMS ON VAUGHAN ROAD

WEST OF NORTHCLIFFE BOULEVARD.

Recommending that this report be forwarded to the local residents residing at municipally addressed properties, 754 through to 764 Vaughan Road for information and to request comments, following which York Community Council recommend the implementation of on-street parking on the south side of Vaughan Road between Northcliffe Boulevard and its westerly terminus; and further recommended that on-street parking be regulated with the introduction of a maximum signed one hour parking limit between the hours 8:00 a.m. and 6:00 p.m., Monday to Saturday, and an exclusive permit parking restriction during the hours 12:00 midnight to 6:00 a.m.; and advising of a potential annual revenue of $1,140.00.

 

18. REQUEST FOR PERMIT PARKING ON HOLMESDALE CRESCENT.

Recommending that subject to a poll revealing the majority of residents are in favour, York Community Council approve the implementation of on-street permit parking on Holmesdale Crescent between Ennerdale Road and Holmesdale Road; and advising that implementation of on-street permit parking could provide a potential annual revenue of $1,020.00.

 

 

19. PERMIT PARKING ON ROGERS ROAD.

Recommending that subject to a poll revealing the majority of residents are in favour, York Community Council approve the implementation of on-street permit parking on Rogers Road between Old Weston Road and Oakwood Avenue; and advising that implementation of on- street permit parking in this area could provide a potential annual revenue of $13,260.00.

 

 

20. PERMIT PARKING ON SCOTT ROAD.

Recommending that subject to a poll revealing the majority of residents are in favour, York Community Council approve the implementation of on-street permit parking on Scott Road between Kersdale Avenue and Aileen Avenue; advising that implementation of on-street parking in this area could provide a potential annual revenue of $480.00; that a review of the petition forwarded by Councillor Nunziata reveals a total of six municipally addressed residences are requesting the service, including two non-addressed residences; that there is a total of fourteen (14) fronting and flanking addresses within this one block of Scott Road; and that the petition represents 43% of the total number of properties fronting and flanking this one block of Scott Road.

 

21. PROPOSED UNIFORM ON-STREET PERMIT PARKING POLICY.

Recommending (1) That York Community Council consider the service district on-street permit parking program as outlined within this report; (2) That this report be forwarded to all ratepayer associations in the York Service Centre District for review and comment;

(3) further, this report be forwarded to each of the Community Councils for their individual review and consideration, to provide continuity and an equitable level of service on a City- wide basis; and (4) whereupon, York Community Council amend By-law 3491-80, to introduce the service district on-street permit parking program; advising of the financial implications, program options, enforcement; and that if the program is implemented, that staff monitor the program and report to York Community Council in late 1999 with respect to its progress and any features to enhance service level.

 

22. EAST/WEST LANE ABUTTING 1478 EGLINTON AVENUE WEST.

Recommending that the gravel portion of the public lane, approximately 9 metres in length, behind 1478 Eglinton Avenue West be paved with an asphalt surface this summer by Operations Services forces; advising that the lane abutting 1478 Eglinton Avenue West is a public lane having a length of approximately 56 metres, that since a substantial length of the lane has been paved that the short section of gravel lane be paved with an asphalt surface.

 

23. SIDEWALK REPAIRS IN THE VAUGHAN ROAD/ARLINGTON AVENUE AREA.

Recommending that the report be received for information; advising that the sidewalk in front of 398 Vaughan Road will be repaired in the 1998 construction season; and that the maintenance of the concrete apron immediately behind the public sidewalk is the responsibility of the abutting owner.

 

24. ENCROACHMENT APPLICATION FOR 277 SCOTT ROAD.

Recommending that the City Solicitor be instructed to prepare for presentation to Council a by-law authorizing the encroachment at 277 Scott Road or, if necessary, to prepare an Encroachment Agreement and By-law authorizing the entering into of that agreement; and providing comments concerning this encroachment application.

 

25. PROPOSAL FOR IMPLEMENTATION OF ON-STREET PERMIT PARKING ON SUMMIT AVENUE, BETWEEN CALEDONIA ROAD AND THE EASTERLY TERMINUS OF THE STREET.

32. REQUEST FOR CROSSING GUARD SUPERVISION - ENNERDALE ROAD AND HOLMESDALE ROAD.

Advising that a traffic study was conducted; that the conditions observed during the study indicate that school crossing guard supervision is not warranted and providing supporting information.

 

33. INTERIM AUTHORITY FOR COMMUNITY COUNCILS TO HOLD PUBLIC MEETINGS REGARDING PLANS OF SUBDIVISION AND COMMUNITY IMPROVEMENT PLANS.

Advising that the City Council, at its meeting held on February 4, 5, and 6, 1998 adopted, without amendment, a motion that each Community Council is delegated the authority to hold any public meeting regarding plans of subdivision and community improvement plans as required by ss. 28 and 51 of the Planning Act, R.S.O. 1991, c. P.13 and O.Reg 196/96, in respect of land within the part of the urban area it represents and that the Urban Environment and Development Committee is delegated the authority to hold such meetings in respect of land that is within the geographic area represented by more than one Community Council;

and further that this delegation is an interim measure, to be reconsidered once the Special Committee chaired by Councillor Miller has reported to Council.

 

34. RENTAL HOUSING PROTECTION ACT.

Advising that City Council, at its meeting held on March 4, 5, and 6, 1998, adopted, without amendment, a motion delegating each Community Council the authority to give notice and hold any public meeting regarding applications under the Rental Housing Protection Act as required by Section 11 of that Act in respect of land within the part of the urban area it represents and that the Urban Environment and Development Committee is delegated the authority to hold such meetings in respect of land that is within the geographic area represented by more than one Community Council; and that this delegation is an interim measure, to be reconsidered once the Special Committee chaired by Councillor Miller has reported to Council regarding Community Councils and Council=s Procedural By-law.

 

35. DRAFT DISCUSSION PAPER ON THE ROLES AND RESPONSIBILITIES OF COMMUNITY COUNCILS.

For information and any attention deemed necessary with respect to the following recommendations in part in Clause No. 2 contained in Report No. 3 of The Special Committee to Review the Final Report of the Toronto Transition Team, which was adopted, without amendment, by the Council of the City of Toronto at its meeting held on March 4, 5, and 6, 1998; (2) that the aforementioned report (February 24, 1998 from Councillor David Miller, Chairman of the Special Committee), as amended in Recommendation No. (1) above of the Special Committee; and the communication (February 23, 1998) from the City Clerk, embodying the recommendations of the Toronto Community Council respecting this matter, be referred to the Community Councils for consideration and community consultation, and report thereon to the Special Committee; (3) that a relatively small advertising budget be provided to inform the public across the City that the ARole of Community Councils@ will be considered by the six Community Councils on a specific date; (4) that Community Councils: (a) be permitted to establish sub-committees; (b) be authorized to delegate planning matters and statutory hearings to sub-committees of Community Councils; including delegating those matters under the City of Toronto Act, 1978; and (c) be permitted to record votes at meetings; (5) that City Council endorse, in principle, the idea of Aconsent agendas@ for Community Councils; and (6) that Section 32(1) of the Council Procedural By-law No. 23-1998, be amended so that such Section shall now read as follows: A32. (1) Except as provided for in Section 38, every motion and proposed amendment shall be in writing and signed by the Member and shall be moved before being debated or put to a vote.@

 

 

7:00 P.M. PLANNING ACT PUBLIC MEETINGS.

 

36. 870 JANE STREET - OFFICIAL PLAN AND ZONING BY-LAW

AMENDMENT; OWNER: 1212884 ONTARIO LIMITED;

APPLICANT: ERWIN KURTZ.

Recommending that (1) the application be approved; and, (2) the Official Plan, and Zoning By-law 1-83 be amended in accordance with the draft Official Plan Amendment (Appendix 3), and the draft Zoning By-law (Appendix 4), subject to the owner submitting a plan addressing site stormwater management and landscape buffering abutting Smythe Park, satisfactory to the Commissioner of Development Services, prior to the introduction of the associated Bills to Council; advising that the applicant wishes to change the Official Plan and Zoning By-law designations to allow the legal non-conforming public garage at 870 Jane Street to remain as a conforming use, while also allowing a full range of commercial uses; and that hardship will not be created for the existing surrounding uses by turning the public garage into a conforming use.

 

37. LANDS - WEST SIDE OF GILBERT AVENUE (SOUTH OF

EGLINTON AVENUE WEST FORMING PART OF THE CNR

RIGHT-OF-WAY); ZONING BY-LAW AMENDMENT APPLICATION.

Recommending (1) the application be approved; and (2) a Zoning by-law to amend Zoning By-law 1-83 be passed in accordance with the draft Zoning By-law; and advising of the receipt of a zoning by-law amendment application to change the zoning of the lands on the west side of Gilbert Avenue, adjacent to the CNR rail line from T- Transportation and Utilities District to PE - Prestige Employment; that the zoning amendment is requested in recognition of the fact that a portion of the CNR lands at the rear of the industrial properties on the west side of Gilbert Avenue are occupied by light industrial and warehouse uses, or accessory parking facilities, and have been used as such for many years; that the uses are legal non-conforming as a result of a Borough of York rezoning of railway and utility corridors from M - Manufacturing District to T - Transportation and Utilities District in 1974; that the application follows from an application to Committee of Adjustment requesting consent to sever these surplus lands from the adjacent CNR right-of-way; that this rezoning fulfils one of the Committee of Adjustment=s conditions of approval, which was recommended by the Development Services Department.

 

38. AMENDMENT TO THE COMMUNITY IMPROVEMENT

PLAN FOR THE WESTON, MOUNT DENNIS

AND OAKWOOD-VAUGHAN/OAKWOOD-ROGERS

COMMUNITY IMPROVEMENT PROJECT AREAS.

 

Commissioner of Operation Services, York Civic Service Centre

Recommending that Council adopt the Community Improvement Plan Amendment; and advising that a request for $300,000 to continue funding of the Commercial Facade Improvement Grant Program (initiated by the former City of York Council in 1997) has been submitted for consideration in the 1998 City of Toronto Capital Budget; that a portion of this funding would be dedicated for use on Eglinton Avenue West; that on May 28, 1997, the former City of York Council adopted a Community Improvement Plan for the Weston, Mount Dennis and Oakwood-Vaughan/Oakwood-Rogers Community Improvement Project Areas; that the Plan, approved by the Ministry of Municipal Affairs and Housing on July 31, 1997, introduced details of a Commercial Facade Improvement Grant Program; that on June 25, 1997, City of York Council adopted the recommendation that a comprehensive Community Improvement Plan be prepared for Eglinton Avenue West with the intention that the Community Improvement Plan would include, among other programs, provisions for a commercial facade improvement grant program; that on October 8 and 9, 1997, Metro Council adopted a motion identifying Eglinton Avenue West, from the Allen Road west to Dufferin Street and beyond, as a high priority area.
