 Motion by Councillor Nunziata, seconded by Councillor Saundercook, that the York Community Council, in recognition of the shared responsibility of ensuring the safety of children and providing recreational opportunities to the community, recommends the City of Toronto enter into a 50/50 cost sharing agreement with the Toronto Catholic District School Board on the St. Matthew site Master Plan - Phase 1.

 Forwarding correspondence from Donna Cousineau, Chairperson, St. Matthew Catholic School Council (May 20, 1998 and June 5, 1998) requesting consideration of a cost-sharing agreement with the City of Toronto with regard to the proposed Site Development Plan; advising that the total projected cost is $160,000.00, plus construction costs, and that the parent community has raised over $5,000.00.

 3.REQUEST FOR REMOVAL OF TREE AT 4 CORBETT AVENUE

 The York Community Council, at its meeting of May 27, 1998, deferred consideration of the following letter to its meeting of June 24, 1998, and directed that the owners of the properties at 6, 8, 13, and 15 Corbett Avenue be notified of the proposed removal of the tree, and that the City Clerk be advised of any concerns/comments by June 11, 1998.

 Forwarding the recommendation (May 25, 1998) of the Director of Parks that upon approval of both local Councillors (Frances Nunziata and Bill Saundercook) and the notification of this proposal to the same four Corbett Avenue neighbours ( No.=s 6, 8, 13, and 15) permission be granted to the Parks Division to accept $1,000.00 in return for the removal of the City-owned Siberian Elm tree and replacement with a burlapped root ball (B & B) tree at No. 4 Corbett Avenue following construction of two, new semi-detached homes.

 (May 26, 1998) Clause 8 (d) York Community Council Report No. 6 requested the Staff Working Group to consider using the major arterial roads as natural dividing boundaries as part of Aminor refinements@, and to consult with appropriate staff at the civic centres; invited the Staff Working Group to attend the Community Council meeting scheduled for June 24, 1998 to explain the process; and amended Councillor Nunziata=s resolution by deleting all references to the holding of public consultation meetings Aon the roles and responsibilities of Community Councils@, so that the resolution refers only to public consultation meetings for the AWard Boundary Review Process@.

 Providing the results of a poll conducted to determine interest in implementing on-street permit parking on Winona Drive between Vaughan Road and Eglinton Avenue West; advising that 342 residents were polled, that 14 responses were received, of which 7 were in favour and 7 were not in favour; and requesting the direction of the Community Council.

 8.CITY POWERS, POLICIES AND PROCEDURES REGARDING

THE CONVERSION TO CONDOMINIUM AND DEMOLITION OF

RENTAL HOUSING BEFORE AND AFTER THE PROCLAMATION

OF THE TENANT PROTECTION ACT.

9.REQUEST FOR A CHANGE IN THE STATUS OF THE LANEWAY BETWEEN

 10.DEPARTMENT RELOCATIONS - YORK CIVIC SERVICE CENTRE.

 Motion by Councillor Nunziata, seconded by Councillor Mihevc: Whereas departments in the York Civic Service Centre are being relocated to different areas of the City of Toronto and the main switchboard phone number for the Civic Centre was cancelled; whereas no prior information on the relocations or the cancellation of the main York switchboard number were provided to members of the York Community Council for review and comment and; Whereas some of the changes in service could have a negative impact on the level of and accessibility to municipal services provided to residents of the York community; therefore be it resolved that the York Community Council requests that the City Chief Administrative Officer ensure that any plans for relocation of departments in the York Civic Service Centre be forwarded to the members of the York Council for information and the opportunity of providing comment as to implications on service delivery to York residents; and providing a copy of a letter forwarded to the Chief Administrative Officer on this matter.

 13.REQUEST FOR OUTDOOR EATING AREA - NOVA ERA BAKERY

488-490 ROGERS ROAD, Ward 27, York-Humber.

 Recommending that the City Clerk give public notice of Nova Era Bakery=s application for an outdoor eating area within the Watt Avenue road allowance; further, notice granting the public opportunity to provide comment to this application at a York Community Council meeting; and upon hearing public comments, the decision to grant a permit be decided by Council; providing current established outdoor eating area guidelines; and advising that the application is in compliance; that the Building Division has advised that it is in compliance with the zoning regulations; and that the Health Unit has no objection to the application.

 14.ALTERATION OF VARIOUS STREETS TO FACILITATE 1998 TRAFFIC CALMING MEASURES, Ward 27, York-Humber and Ward 28, York-Eglinton.

 Recommending that the City Solicitor be authorized to submit By-laws for alterations on the following streets to facilitate traffic calming: (1) Alameda Avenue; (2) Arlington Avenue;(3) Atlas Avenue; (4) Everden Road; (5) Greenbrook Drive; (6) Heath Street; (7) Winnett Avenue; and (8) Winona Drive; advising that the sum of $500,000.00 has been allocated within the 1998 Capital Budget for traffic calming, within both York Humber and York Eglinton Wards, and that these projects are a result of public initiatives within various communities.

 15.REQUEST FOR ALTERNATE SIDE PARKING ON BLANDFORD STREET

 Recommending that alternate side parking is not practical and therefore not recommended on Blandford Street between Rogers Road and Hanson Road; advising that as the field survey reveals, alternate side parking is not practical on Blandford Street between Rogers Road and Hanson Road, due to the disproportionate number of legal curb side parking spaces on the east versus the west side of the street, being sixteen (16) and six (6), respectively; and that more importantly, at the present time, the total complement of parking permits are sold.

16.TREE REMOVAL BY-LAW - Ward 27, York-Humber and Ward 28, York-Eglinton.

 Recommending that Council direct the Legal Services Division to prepare a by-law for the removal of certain City-owned trees, that upon approval by Council, forestry staff begin removal and planting; advising that removal and planting costs are approved in the 1998 Operating Budget; providing a list of locations where trees located on City property have either been removed or are in need of removal and the reason for their removal; that in each case, where a tree has been removed, the resident has agreed to permit the City to plant a replacement tree.

 Recommending that the Chief Financial Officer & Treasurer and Clerk be authorized, on behalf of the City, to execute a Consent Agreement with respect to 1576 Weston Road, in the former City of York, such Consent Agreement to be in a form satisfactory to the City Solicitor; and advising that the entering into the registration of the Consent Agreement against title to the subject property will satisfy one of the conditions imposed by the Committee of Adjustment to sever the subject property for a twelve (12) unit freehold townhouse development.

 For information, advising that the Board having been advised by counsel for the City of Toronto that the conditions attached to the Board=s disposition of December 17, 1996 concerning matters (1) to (5) have been addressed to the satisfaction of the City of Toronto (former City of Toronto and former City of York) and the Board Orders that Amendment Number 110 (Board File 0920064) to the Official Plan is modified as set out in the Board=s disposition of December 17, 1996, and as modified is hereby approved; that the Board orders that the appeals are allowed in part and By-law 2366-91 (Board File R920171) is hereby amended as set out in the Board=s disposition of December 17, 1996; that the Board orders that in all other respects, the appeals are dismissed; and that the Board further orders that the appeal for an order to amend Zoning By-law 438-86 (Board File Z910249 is allowed and the by-law is amended in the manner set out and attached as Schedule AA@, and that the City Clerk is authorized to assign a number to the zoning by-law for record keeping purposes.

 22.STREET LIGHTING REQUESTS AND REQUIREMENTS.

 Advising that (1) they have proceeded with the lighting of the east/west lane immediately south of Eglinton Avenue West, from Yarrow Road to a dead end at an estimated cost of $3,500.00; (2) the proposed lighting improvements on both sides of Eglinton Avenue West, from Bicknell Avenue to Richardson Avenue, at an estimated cost of $35,000.00 has been deferred; (3) awaiting decision regarding the decorative lighting fixtures on Eglinton Avenue West, from Bicknell Avenue to Richardson Avenue - Feasibility Study; (4) (a) that the level of lighting on arterial roads in York is the same as the rest of the new City of Toronto, except for North York and one or two streets in Toronto; and (4) (b) the need to establish a standard level of street lighting throughout the City of Toronto is an issue that needs to be addressed.

23.GO TRANSIT - PROPOSED STATION AT BLACK CREEK DRIVE AND EGLINTON AVENUE WEST, Ward 27, York-Humber.

 Advising that the proposed station at Black Creek Drive/Eglinton Avenue West will be reviewed in conjunction with GO Transit's future capital projects, which must be approved by the Board; that GO Transit has not announced a $1.1 billion dollar expansion program; that the report entitled AYear 2021 Plan, Preparing for the Future@ was tabled for information at a meeting held on February 13, 1998, and it was agreed that once the GTA Transportation Plan is released, a special meeting of the Board should be arranged to review this plan, in conjunction with GO=s 2021 Plan.
