Recommending that the Uniform Traffic By-law No.2958-94 be amended to prohibit stopping
on both the north and south sides of John Street between Weston Road and a point 30 metres
east thereof; advising that Barbara Bonkowsky, Shift Supervisor, Parking Enforcement West,
Toronto Police Services, through Councillor Frances Nunziata, is requesting consideration to
change the current No Parking to a No Stopping Anytime regulation on both the north and
south sides of John Street to facilitate unimpeded vehicular flow; and also because John Street
is a service loop for the Toronto Transit Commission, unimpeded vehicular access is critical
for service delivery.

Interim Contact, Board of Health for the City of Toronto Health Unit

Forwarding the recommendations of the Board of Health at its meeting on September 15,
1998 that the report (September 1, 1998) from the Medical Officer of Health be adopted and
forwarded to each Community Council for further consultation on October 14, 1998 with the
community and that comments be forwarded to the Board of Health by October 23, 1998;
adopted the joint report (August 26, 1998) from the Medical Officer of Health and City
Solicitor recommending that the by-law attached be forwarded to the Community Councils for
consideration at their meetings on October 14, 1998 and that the recommendations from those
meetings be forwarded to the Board of Health by October 23, 1998; and that the Board of
Health give consideration to holding a special meeting in mid-November to hear deputations
on draft animal care and control legislation.

policy for leashed and unleashed dogs in City parks; and that the outcome of such hearings on

providing a copy of Clause No. 1 embodied in Report No. 7 of The Community and
Neighbourhood Services Committee which was adopted, as amended, by the Council of the

Mariposa Street) terminates at the rear of the above property; advising that the owner of No.
33 Priscilla Avenue wishes to construct a new two storey detached house on the lot; that a one
foot reserve abutting the rear lot line at the terminus of Winfield Avenue technically prevents
vehicular access to the property as it has not been assumed for highway purposes.
7.REVERSAL OF ON-STREET PARKING ON LAMBTON AVENUE BETWEEN

Advising that Mr. Neimeyer is requesting York Community Council to reconsider its decision
and implement the original request to reverse parking from the north to the south side
Lambton Avenue between Cliff Street and Arnold Avenue; advising that a report came to the
first York Community Council meeting at which Council approved a motion to poll for
support for alternate side parking, as well as the reversal; and that the poll results showed very
similar results for both measures but Council opted to implement alternate side parking.
8.PROPOSED BY-LAW TO CLOSE A PORTION OF ROSELAWN AVENUE
BETWEEN ANASTACIA COURT AND CASTLEFIELD AVENUE FOR
VEHICULAR TRAFFIC ONLY, AND INSTALLATION OF A GUARDRAIL AND
CURBING - Ward 28, York Eglinton.
(DEFERRED FROM MEETING OF SEPTEMBER 16, 1998)
Ref. Clause No. 16 (a) in Report No. 10, The York Community Council deferred
consideration of the proposed by-law, and requested the Commissioner of Works and
Emergency Services to direct the York Director of Professional Services to report next day on
the feasibility of implementing a directional change in traffic, in order to increase the safety of
the above intersection, in consultation with Mr. Wajid Khan and Mr. Gordon Patterson.

10.BUS BAYS FOR ST. MATTHEW'S SEPARATE SCHOOL,

Requesting staff to report to Community Council on the feasibility of the request by Donna
Cousineau, the Chairperson of St. Matthew's School Council, for a cost estimate drawing for
18 Lavender Road school bus bays, and any further recommendations on facilitating the
traffic flow on Lavender Road in order to drop off students outside of the school.
11.SHELL STATION ON BATHURST STREET AND CLAXTON BOULEVARD

Requesting that the Committee of Adjustment defer consideration of the application to allow
them the opportunity to: 1) to meet with local area constituents and with Shell Officials;
2) specifically, to examine the legal means by which the City can regulate the hours of
operation of the Shell Station and Kiosk; and 3)to examine by-laws related to signage and
lighting; that appropriate staff report to York Community Council on the issue of hours of
operation, signage and lighting; and that they will advise Committee of Adjustment on the
resolution of the matter.
12.ROAD CONSTRUCTION AND TRAFFIC CALMING

whenever roads and sidewalks are to be reconstructed, staff will examine the feasibility and

Requesting that staff look at more permanent options to restrict the traffic flow; and advising
that complaints have been received about the planter box at the intersection of Barrie Avenue
and Winona Drive; that these boxes have been moved a number of times, and once moved,
allow for access where prohibited.

removal of City-owned trees, and that forestry staff begin removal and planting; advising
that where a tree has been removed, the resident has agreed to permit the City to plant a

Budget.

18.REQUEST FOR EXTENSION OF THE EXPIRY OF PART LOT CONTROL

Recommending that (1) Council enact a By-law to extend the expiration of Part-lot control
exemption and to delete certain parcels on the development site from Part-lot control
exemption, in accordance with the draft Amending By-law attached as Appendix 2 to this
report, and (2) that appropriate City staff be instructed to give effect thereto including
registration of the Amending By-law once it is enacted; and advising that the request to
extend the expiration of Part-lot Control as it applies to Weston Road and Lippincott Street
East is reasonable; that Council should consider enacting a By-law to amend Part-lot Control
Exemption By-law No. 3499-97 in order to: (i) extend the expiration of Part-lot control
exemption for a further six month period to June 31, 1999, and ( ii) limit the operation of
Part-lot control exemption to Parts 28 to 38, inclusive and Part 41, on Reference Plan
64R-15348 which contain the remaining townhouses to be sold.
19.APPEAL OF COMMITTEE OF ADJUSTMENT DECISIONS,

regarding application No. CA-98-223, 91 Clovelly Avenue; and advising that the subject
appeal was reviewed by staff who are of the opinion that the application involves substantive
planning issues; therefore, legal and staff representation at the Ontario Municipal Board is
warranted.
20.CONSOLIDATED REPORT ON A PRESERVATION ZONING STUDY FOR A
PORTION OF STRATHEARN ROAD AND A ZONING AMENDMENT
APPLICATION FOR 3 STRATHEARN ROAD, FILE R98-006

Recommending (1) that the rezoning application for 3 Strathearn Road be refused; and (2) that
planning staff and legal staff be directed to attend the November 18, 1998 Ontario Municipal
Board hearing to support this recommendation; advising that approval of the subject zoning
amendment application is likely to set a precedent for similar applications in relation to the
other twelve (12) large lots on Strathearn Road; that this precedent would potentially
undermine the character, stability, and integrity of by the area and therefore does not meet the
intent of the Official Plan and the preservative zoning restriction.

Recommending that (1) this report be received; (2) the application continue to be circulated,
(3) an Open House Meeting be scheduled for October 1998, and; (4) that a further staff report
be available prior to the scheduling of the Planning Act public meeting; advising that the
report is to provide preliminary comments on an application received on July 30, 1998, from
Goldlist Properties Inc.; that the application is to amend the Official Plan for the former City
of York planning area and Zoning By-law No. 1-83 to permit the construction of two new 25
storey condominium buildings of 119 units each, and 32 townhouses, for a total of 270 units;
and that the development will entail the demolition of two existing high rise rental apartment
buildings containing 246 units; that the development specific issues relate to height, density,
massing, design, landscape preservation, traffic impact and on-site parking and circulation;
and that in addition to these issues, the impact of the loss of rental units and their replacement
with new condominium units in the context of the mix of housing types and tenure in the area
has also been identified.
