Meeting No. 4
Monday, March 23, 1998.
The Scarborough Community Council met on Monday, March 23, 1998, in the Meeting
Hall, Scarborough Civic Centre, commencing at 7:13 p.m.
Members Present:
Councillor Lorenzo Berardinetti, Chair

The Chair called the meeting to order, welcomed Councillor Tom Jakobek, Chair,
Budget Committee and Councillor Blake F. Kinahan, Member, Budget Committee, and
members of the public present to this Special Meeting of the Scarborough Community
Council to consider the 1998 Capital Budget, and invited Mr. Michael Garrett,
Chief Administrative Officer, to commence the budget presentation.
72. 1998 Capital Budget
The Chief Administrative Officer commenced the staff presentations by conducting
an overview of the corporate budget and highlighting the main factors impacting
this year s deliberations. Mr. Garrett assured the Scarborough Community
Council of the staff commitment to a zero percent mill rate increase in 1998 and
advised of the difficult decisions which will have to be made to achieve this goal.
Mr. Garrett introduced the staff members responsible for the components of the
Scarborough portion of the budget, i.e., Parks and Recreation, Facilities
Management and Transportation, each of whom presented a briefing on the main
projects contained therein.
The following persons addressed the Scarborough Community Council:
- Mr. Wm. A. Dempsey, Honorary Secretary, Centennial Community and Recreation
Association;
- Mr. Chris Burke, West Rouge Community Association, who tabled a
communication indicating his Association s support for the Port Union Road
Underpass;
- Mr. Joe Pileggi, Centennial Community and Recretion Association;
- Ms. Jeanne Kwok, Richmond Park Community Association;
- Mr. Tom Chang, Brimley Forest Community Association;
- Mr. William Wong, Goldhawk Community Association; and
- Mr. Trevor Welby-Solomon, Middlefield Community Association.
The Community Council then heard from the Budget Committee representatives in
attendance, viz: Councillor Tom Jakobek, Chair, and Councillors Blake F. Kinahan
and Councillor Bas Balkissoon.
The Community Council made no amendment to the Capital Budget, as presented.
