Staff Presentation.
Advising that the Budget Advisory Committee has completed its preliminary review of the 2000-2004 Capital Budget for
the following:
(a) Children's Services;
(b) Homes for the Aged;
(c) Shelter, Housing and Support;
(d) Social Services;
(e) Toronto Public Library;
(f) Ambulance Services; and
(g) Fire Services;
and directed that:
(1) the 2000-2004 Capital Budget be forwarded to all Community Councils and relevant Standing Committees for
consideration;
(2) the preliminary requests of the Budget Advisory Committee be forwarded to the Community Councils and Standing
Committees for information; and
(3) the Community Councils and Standing Committees be requested to forward their recommendations pertaining to the
2000-2004 Capital Budget to the Budget Advisory Committee prior to the commencement of the 'wrap-up' meetings on
December 9, 1999.

2. ANNUAL GRANT - ST. JOHN AMBULANCE, TORONTO BRANCH.

Recommending that:
(1) Council approve the sum of $29,000.00 as the annual grant to St. John Ambulance, Toronto Branch; and
(2) the appropriate City officials be given authority to give effect thereto.
3. PUBLIC EDUCATION ON PERSONAL EMERGENCY PREPAREDNESS.

Responding to the request of the Committee to provide information on options for educating the public on personal
emergency preparedness; and recommending that:
(1) if the Community Services Committee requests that personal emergency preparedness information be distributed to all
residents, then the option of the pamphlet and Canada Post be selected at a cost of approximately $91,000.00; or
(2) if the Community Services Committee requests that personal emergency preparedness information be distributed, but
not to all residents, then the option of the pamphlet and Toronto Hydro bills be selected at a cost of approximately
$38,000.00; and
(3) the media not be used as the sole or primary method of information dissemination.
4. HEAVY URBAN SEARCH AND RESCUE PROGRAM - FIRE SERVICES.

Recommending that City Council endorse the concept of a Heavy Urban Search and Rescue program and give approval for
staff of Fire Services to apply for a provincial grant under the J.E.P.P. program.
5. FIRE FIGHTER RECRUITMENT; ATTENDANCE MANAGEMENT;
AND WELLNESS/FITNESS PROGRAM.

Providing, for information, an update on:
(1) the status of the Fire Fighter recruitment drive, which commenced in February 1999, particularly as it applies to
outreach and representation among designated groups; and
(2) the Toronto Fire Services' initiatives with respect to attendance management and related programs prior to the end of
1999, as adopted by Council in July 1999.
6. REDUCTION OF FALSE ALARMS.

Responding to the request of the Budget Committee during the 1999 Operating Budget review process that Fire Services
pursue avenues to reduce false alarms and report thereon to the Emergency and Protective Services Committee and the
Budget Committee; and recommending that the Toronto Fire Services continue in the program currently being used to
reduce false alarms in the City of Toronto.
7. YORK COALITION ON HOMELESSNESS. - 10:00 a.m.

Respecting the opportunity to appear before the Committee in order to address the problem of homelessness in Toronto and
in particular in the area of West Toronto as this relates to the former City of York.
8. HOMELESSNESS AND THE MUNICIPAL EMERGENCY PLAN.

Responding to the request of the Committee on October 7, 1999, to report on motions respecting:
(a) the development of a protocol to provide for the Mayor to enact the Emergency Plan if and when the City of Toronto
finds itself in the position of being unable to provide shelter for those who need it;
(b) the possibility of enacting the Emergency Plan should circumstances change; and
(c) the provision of information on homeless experiences, trends and numbers in other large municipalities in Canada;
and recommending that:
(1) Council continue to direct City staff to take all action necessary to address the demand for emergency shelter in the City
of Toronto; and
(2) the appropriate City officials be authorized and directed to take the necessary action to give effect thereto.
9. COMMUNITY SERVICES GRANTS PROGRAM AND
BREAKING THE CYCLE OF VIOLENCE GRANTS PROGRAM -
PROGRAM UPDATES.

Recommending that:
(1) all appeals on grant program eligibility and allocations overseen by the Community Services Committee be heard by a
Community Services Grants Appeals Sub-Committee and not be heard at the full Committee;
(2) the Terms of Reference for the Community Services Grants Appeals Sub-Committee be adopted as presented in
Appendix A attached to this report;
(3) the workplan for the Community Services Grants Appeals Sub-Committee be adopted as presented in Appendix B
attached to this report;
(4) in accordance with Section 105(2) of By-law No. 23-1998 (Council Procedural By-law), the Community Services
Committee appoint three of its members to serve on the Community Services Grants Appeals Sub-Committee; and
(5) the appropriate City officials be authorized and directed to take the necessary action to give effect thereto.
10. THE YOUTH EMPLOYMENT JOB DEVELOPMENT GRANTS PROGRAM.

Respecting allocations for the Youth Employment Job Development Grants Program (previously known as the Youth
Employment Counselling Centres Employer Outreach Grants) and recommending that:
(1) the allocations, totalling $117,000.00 for six agencies, described in Appendices "A" and "B" be approved; and
(2) the appropriate City officials be authorized and directed to take the necessary action to give effect thereto.
11. FOOD-RELATED CAPITAL GRANTS - FINAL ALLOCATIONS.

Respecting the 1999 Food-Related Capital Grants Program final allocations; and recommending that:
(1) an allocation of $25,000.00 be made to the All Saints Church Community Centre for food-related capital costs
associated with the Toronto Friendship Centre;
(2) an allocation of $5,000.00 be made to the Open Door Centre and Rooms Registry Service;
(3) an allocation of $12,000.00 be made to the Yonge Street Mission pending submission of the required documentation;
and
(4) the appropriate City officials be authorized and directed to take the necessary action to give effect thereto.
12. COMMUNITY PARTNERS PROGRAM -
ADMINISTRATION AND FUNDING TRANSFER.

Respecting the provincial Community Partners Program which allocates annual funding to ten community-based Housing
Help services in Toronto; indicating that the Province is transferring the administration and funding for the Program to the
Consolidated Municipal Service Managers, effective January 2000; and recommending that:
(1) the City of Toronto assume responsibility for administration and funding for the provincial Community Partners
Program (CPP), which has an annualized grants budget of $862,307.00, on the condition that the Province provide 100
percent funding;
(2) the Commissioner of Community and Neighbourhood Services be authorized to enter into an agreement with the
Ministry of Municipal Affairs and Housing for the Community Partners Program in 2000, which sets out the City's
responsibility for administration for the full year and for CPP funding of $344,923.00 for the last five months of the year;
(3) the Commissioner of Community and Neighbourhood Services be authorized to disperse CPP grants under the terms of
this agreement to the agencies named in this report for their final payment in 2000, which totals $344,923.00;
(4) City Council request provincial funding of $35,000.00 for administration costs, based on one-half FTE, to support the
City's new responsibility for the Community Partners Program;
(5) this report be forwarded to the Policy and Finance Committee for consideration, and to the Budget Advisory Committee
secretary for the budget process pending file, in accordance with the Financial Control Protocols, adopted by Council at its
meeting of July 27, 28, 29 and 30, 1999; and
(6) the appropriate City officials be authorized and directed to take the necessary action to give effect thereto.
13. ESTABLISHING A FOOD AND HUNGER ACTION COMMITTEE.

Recommending that:
(1) Council establish a Food and Hunger Action Committee which will report to Council through the Community Services
Committee;
(2) Council adopt the terms of reference outlined in this report for the Food and Hunger Action Committee;
(3) a budget of $20,000.00 be requested as part of the 2000 budget process in the Task Forces budget of the Other
Corporate Expenditures Account to support the Phase 1 activities of the Food and Hunger Action Committee;
(4) funding of the 2000 budget request of $20,000.00 be considered from reallocating based funding from the 1999
approved Task Forces budget ($505,000.00 in the Non-Program Expenditures budget), from other initiatives that have
wound down and do not require funding in 2000;
(5) as part of the 2000 Operating Budget process, the Commissioner of Community and Neighbourhood Services identify
what initiatives have wound down and will not need funding in 2000, in order that funding of $20,000.00 could be
considered for reallocation to the proposed Food and Hunger Action Committee;
(6) this report be forwarded to the Policy and Finance Committee for consideration, and the Budget Advisory Committee
secretary for the budget process pending file, in accordance with the Financial Control Protocols adopted by Council; and
(7) the appropriate City officials be authorized and directed to take the necessary action to give effect thereto.

14. CHILDREN AND YOUTH ACTION COMMITTEE -
MEMBERSHIP CHANGES.

Advising that the Children and Youth Action Committee on October 29, 1999, recommended that:
(1) Ms. Jane Mercer be appointed to the Committee to represent the Toronto Coalition for Better Child Care to replace Ms.
Cheryl MacDonald;
(2) Ms. Jane Mercer be deleted as the alternate member for Metro Campaign 2000;
(3) Ms. Wendy Cuthbertson be appointed to the Committee as a new member to represent the Canadian Auto Workers;
(4) Ms. Lorrie Huggins be appointed to the Committee as a new member to represent the YMCA; and
(5) Councillor Bussin be deleted from the membership of the Committee.
15. COLLECTION OF SOCIAL ASSISTANCE OVERPAYMENT.

Advising that R.H. received social assistance intermittently from April 1991 to June 1997, when Social Services
discovered that the individual had financial assets which had not been declared; and recommending that:
(1) authority be granted to commence court action against R.H., to appeal any decision where warranted, to discontinue or
settle any claim or action where it is concluded that it is reasonable to do so and to execute any documents in furtherance
thereof; and
(2) the appropriate City officials be authorized and directed to take the necessary action to give effect thereto.
16. APPOINTMENT TO THE ADVISORY COMMITTEE
ON HOMES FOR THE AGED.

Advising that the Advisory Committee on Homes for the Aged on November 19, 1999, recommended to the Community
Services Committee the adoption of a report (November 12, 1999) from the General Manager, Homes for the Aged,
recommending that Mr. Philip J. Zakoor be appointed to membership on the Advisory Committee on Homes for the Aged,
for a period of three years, with the provision for an extension of an additional term as outlined in the terms of reference.
17. VOLUNTEER SERVICES IN THE HOMES FOR THE AGED
AND THE ONTARIO WORKS PROGRAM.

Homes for the Aged; and directed that it be forwarded to the Community Services Committee for information.
