3.CITY COUNCIL ACTION - TERMS OF REFERENCE FOR THE TORONTO
CYCLING COMMITTEE.

Advising, for information, that City Council on November 25, 26 and 27, 1998, in adopting,
as amended, Clause No. 6 of Report No. 13 of The Urban Environment and Development
Committee, headed "Revised Terms of Reference for the Toronto Cycling Committee", added
to Part(6), headed "Quorum" of the Terms of Reference, the following paragraph:
"Notwithstanding subsection 9(4) of the Council Procedural By-law, if there is no quorum
present 30 minutes after the start of the meeting, the Clerk shall call the roll and record the
names of the Members present."
4."YOUR ROADWAYS" PROGRAM REVIEW.

Respecting the "Your Roadways" program, entitled 'STOP 101', to be launched by the Safe
and Sober Driving Coalition on January 12, 1999; advising that the program, which includes a
workbook and a video, will be distributed in the workplace across Ontario through the
Industrial Accident Prevention Association; that the program is aimed at enhancing road
safety for motor vehicle operators, cyclists and pedestrians; and that as a member of the Safe
and Sober Driving Coalition, the Toronto Cycling Committee is represented by Mr.PhilPiltch,
Ms. Barb Wentworth and the Cycling Ambassadors.
5. REVIEW OF THE 1998 CYCLING AMBASSADOR PROGRAM.

A report from the Co-Chairs, Education and Safety Sub-Committee, respecting the
1998Cycling Ambassador Program will be distributed at the meeting.

6.NO SIDEWALK RIDING STICKER PROGRAM.

Reporting, as requested by the Toronto Cycling Committee on July 27, 1998, on a review of
the issues regarding the "No Sidewalk Riding" sticker program and other options to address
cycling/pedestrian safety; providing, for consideration, Design Options Nos. 1 and 2 as
alternatives to the current design of the sticker; advising that these designs were developed
following a meeting with representatives of Advocacy for Respect for Cyclists (ARC) and the
Community Bicycle Network (CBN) on this matter and other issues; and recommending that
the Toronto Cycling Committee adopt Design Option No. 1 as the new sticker for the
"NoSidewalk Riding" program, and that the graphic be amended by replacing the standing
figure with a representation of a person walking.
7.RIGHT TURNS AND BIKES.

Providing proposed text which would provide the basis for a public awareness campaign in
1999 on the issue of right turns and bikes; advising that the Road Safety Educators'
Association, made up of driving instructors, has reviewed the text; and recommending that the
Toronto Cycling Committee review the attached text and provide comments as soon as
possible so that program materials and a communication plan can be developed for
implementation in spring 1999

Respecting the "Moving the Economy" Conference held in Toronto, July 9 to 12, 1998;
advising that the Conference, co-organized by the City of Toronto and Transportation Options
was a great success; that the Bicycle Commuter Program played an important incubator role
for the concept and development of the Conference and of the ongoing outcomes, and also
provided in-kind resources.
9.CITY COUNCIL ACTION - TORONTO PEDESTRIAN COMMITTEE
RECOMMENDATIONS ON 'ECONOMIC ADVANTAGES OF
PEDESTRIANISATION'.

Committee, headed "Economic Advantages of Pedestrianisation", which was adopted, without

to the Economic Development Committee from the Toronto Pedestrian Committee.
