Advising that a request to allow highway directional signage for the outdoor facility in Centennial Park and the indoor facility on Stoffel Drive was refused by the Works and Emergency Services Department; and requesting the Etobicoke Community Council to direct staff to reverse its decision.

2. BLOORHILL PROPERTIES LIMITED - PROPOSAL TO DEDICATE

CITY-OWNED LAND AS PUBLIC HIGHWAY - BLOOR STREET WEST,

NORTH SIDE, BETWEEN KINGS LYNN ROAD AND KINGSMILL ROAD,

2842 TO 2846 BLOOR STREET WEST (KINGSWAY-HUMBER).

Respecting a request from Bloorhill Properties Limited to dedicate a strip of municipal property on the north side of Bloor Street West, between Kings Lynn Road and Kingsmill Road, as a public highway; and recommending that:

(1) the City-owned land on the north side of Bloor Street West, between Kings Lynn Road and Kingsmill Road, not be dedicated as public highway; and

(2) the terms and conditions of a 10-year lease agreement with Bloorhill Properties Limited be negotiated according to City Councils decision of November 25, 26 and 27, 1998.

3. TRAFFIC CONCERN--WESTMORE DRIVE (REXDALE-THISTLETOWN).

Respecting the concerns of area residents regarding the volume and speed of traffic on Westmore Drive between Finch Avenue and Humber College Boulevard; and recommending that:

(1) all-way stop controls not be erected at the intersection of Westmore Drive and Countryman Circle/Saraband Street; and

(2) the Toronto Police Service be requested to enforce the 50 km/h speed limit on Westmore Drive in the area of Countryman Circle/Saraband Street.

4. ON-STREET PARKING PERMITS ON KENNY AVENUE

(LAKESHORE-QUEENSWAY).

(1) on-street parking permits be introduced on the west side of Kenny Avenue, between Newcastle Street and the south limit of the road; and

(2) the appropriate City officials be authorized and directed to take the necessary action to give effect thereto.

5. INTRODUCTION OF A PARKING PROHIBITION

ON ELMCREST ROAD (MARKLAND-CENTENNIAL).

Recommending that:

(1) a "No Parking Anytime" prohibition be introduced on the east side of Elmcrest Road, between Old Burnhamthorpe Road and Laver Road; and

(2) the appropriate City officials be authorized and directed to take the necessary action to give effect thereto.

6. ASSESSMENT OF THE EXTENDED 40 KM/H ZONE

ON NORSEMAN STREET (LAKESHORE-QUEENSWAY).

Responding to a request by the Etobicoke Community Council for a report on the effect of the extended 40 km/h speed limit zone on Norseman Street; and recommending that Toronto Police Service be requested to continue to enforce the 40 km/h speed limit on Norseman Street in the area of Fernalroy Boulevard.

7. BOULEVARD PARKING AGREEMENT - 80241 CANADA INC.

100 NORTH QUEEN STREET (LAKESHORE-QUEENSWAY).

Respecting a request from 80241 Canada Inc., 100 North Queen Street, for vehicle parking in the boulevard areas of Medulla Avenue, in accordance with one of the conditions to approval of a minor variance application; and recommending that:

(1) Etobicoke Community Council permit the applicant to locate 17 vehicle parking stalls within the boulevard area of Medulla Avenue;

(2) the applicant sign a "boulevard parking agreement" provided to the satisfaction of the City Solicitor; and

(3) the appropriate City officials be authorized and directed to take the necessary action to give effect thereto.

8. PROPOSAL FOR THE INSTALLATION OF A PEDESTRIAN CROSSOVER

ON STEINWAY BOULEVARD (REXDALE-THISTLETOWN).

Recommending that:

(1) a pedestrian crossover be installed on Steinway Boulevard at a point 138 metres west of the west limit of Signal Hill Avenue; and

(2) the appropriate City officials be requested to take whatever action is necessary to give effect to the foregoing, including the introduction in Council of any bills that may be required.

9. TORONTO TRANSIT COMMISSION "2000 SERVICE PLAN" (ALL WARDS).

Providing a summary of the 2000 Service Plan changes for public transit routes in District 2; and recommending that staff of the Transportation Services Division and the Toronto Transit Commission be requested to examine the viability and costs associated with a "bus only" connection from Richview Road to Eglinton Avenue West, and to report to Etobicoke Community Council on the results of this investigation.

10. 10 FAIRFIELD AVENUE-PROPOSED LODGING HOUSE (LAKESHORE-QUEENSWAY).

11. VARIANCES TO THE ETOBICOKE SIGN BY-LAW.

Recommending that the decisions of the Sign Variance Advisory Committee from its meeting on October 12, 1999, regarding the following applications for variance to the Etobicoke Sign By-law be received for information:

(2) Midas Muffler, 5541 Dundas Street West (Markland-Centennial); and

12. FIRE ROUTE DESIGNATIONS.

Respecting the enactment of the appropriate by-law to approve the final designation of a fire route to enable by-law enforcement officers to tag illegally parked vehicles within the designated fire route; and recommending that:

(1) the final designation of fire routes under Chapter 134 of the Etobicoke Municipal Code be approved at the following locations:

(a) 10 Blackfriar Avenue;

(b) 41 Blackfriar Avenue;

(c) 25 Bridesburg Drive; and

(d) 25 Queen's Plate Drive; and

(2) the appropriate by-law(s) be enacted by City Council.

13. AMENDMENT TO THE ETOBICOKE ZONING CODE 1279368 ONTARIO LIMITED, 1875 MARTIN GROVE ROAD

Respecting an application for an amendment to the Etobicoke Zoning Code to permit 12 semi-detached dwellings to the rear of an existing rental apartment building at 1875 Martin Grove Road; and recommending that:

(1) the application by 1279368 Ontario Limited be revised by reducing the number of semi-detached dwellings from 12 to 10 units as discussed in the report;

(2) the application as revised pursuant to Recommendation No. (1) above, be approved subject to a Public Meeting to obtain the views of interested parties and subject to the conditions to approval listed in the report; and

(3) subject to the conditions set out in the report that by-laws to implement the proposed development, as revised, be introduced at Council.

Advising that the Toronto Pedestrian Committee on October 13, 1999, directed that the communication (August 31, 1999) from Ms. Rhona Swarbrick, Co-Chair, respecting pedestrian fatalities in August 1999, and requesting that a Moment of Silence be held to remember the ten persons involved:

(1) be forwarded, for information, to all Community Councils; and

(2) the Community Councils be advised that eight of the ten incidents occurred on suburban roads.
