DECLARATIONS OF INTEREST PURSUANT TO THE MUNICIPAL CONFLICT OF INTEREST ACT
CONFIRMATION OF MINUTES
1.PUBLIC HEALTH 1999 BUDGET.

Recommending that:
(1)the Board of Health adopt the recommended cost-reduction measures which have a manageable impact on programs
and services, and that these be incorporated into the 1999 operating budget submission;
(2)the Board of Health give final approval for the provision of optimal service levels in the Tuberculosis (TB) Control,
Needle Exchange and the Food Safety programs as outlined in reports dated January 25, 1999 and further detailed in
Appendix A of this report, and that the final costs for these programs, which are not included in the 1999 operating budget
request, be submitted to Budget Committee for consideration:
(a)for the food safety program an additional cost of $594,111.00 in 1999, including a one-time cost of $47,011.00, and
$1,641,270.00 in 2000 and subsequent years;
(b)for the tuberculosis control program an additional cost of $634,830.00 in 1999, including a one-time cost of
$103,377.00, and $1,594,358.00 in 2000 and subsequent years;
(c)for the needle exchange program for the purposes of HIV prevention, additional cost of $233,375.00 in 1999,
including a one-time cost of $47,297.00, and $558,234.00 in 2000 and subsequent years, plus one-time capital costs of
$78,000.00 in 2000; and
(3)the Board of Health recommend that Council urge Health Canada, Citizenship and Immigration Canada and the
Ontario Ministry of Health to provide funding toward an effective TB prevention and control program in Toronto, given
that the City of Toronto accounts for 25 percent of TB cases in Canada, that 90 percent of the cases occur in foreign born
individuals and that conditions exist for a resurgence of TB in Toronto.
2.OPTIONS FOR THE DELIVERY OF PUBLIC HEALTH
DENTAL TREATMENT PROGRAMS.

Recommending that:
(1)the Board of Health uses the results of the analysis of the cost effectiveness of different service delivery options to
ensure that whatever service delivery option is chosen for the provision of dental services, the cost of that option is
comparable to or less than the direct service delivery model, and the level and quality of care is the same or higher than the
direct service delivery model; and
(2)this report be forwarded to Budget Committee for consideration.

6.APPOINTMENT OF 1999 PUBLIC HEALTH GRANTS

(1)the Board of Health appoint to the AIDS Prevention Review Panel the following individuals: Councillors King, Rae
and Prue; Lee Zaslofsky; Trevor Grey; AdamShane; Indra Ramkissoon; Susette Clunis; Liz Walker; Jonas Ma; and
CarlosFrancis; and
(2)the Board of Health appoint to the Drug Abuse Prevention Review Panel the following individuals: Councillors
Bussin, Korwin-Kuczynski, and Mihevc; KathyKozma; Marianne Kobus-Matthews; Eduardo Castro; Claudia Barning;
Angela Lee; and Khadigia Ali.
7.INCREASE IN MEMBERSHIP OF ANIMAL SERVICES ADVISORY
SUBCOMMITTEE OF THE BOARD OF HEALTH.

Recommending:
(1)that the Board of Health expand membership of the Animal Services Advisory Subcommittee to include a
representative from a recognized special interest group relating to birds within the City of Toronto, for the period ending of
November 30, 2000, and until their successors are appointed;
(2)that PIJAC (Pet Industry Joint Advisory Council of Council) be requested to confirm the name of their representative
or name any other recognized organization from the pet trade industry within the City of Toronto, for the period ending
November 30, 2000, and until their successors are appointed; and
(3)that the Toronto Cat Owners' Assocation again be requested to name their representative on this subcommittee.
7A.The Ontario Exotic Pet Council

Requesting that a representative of The Ontario Exotic Pet Council be appointed to the Animal Services Advisory
Subcommittee.
