have the federal government establish a fund for environmental remediation, similar to the U.S. Superfund; and further
advising that the Committee:
(1) endorsed, in principle, the initiative outlined in the aforementioned communication with a request that Mr. Mannella be
invited to appear before the Committee at its next meeting, scheduled to be held on December 1, 1999; and
(2) suggested that Mr. Mannella also contact the Federation of Canadian Municipalities with respect thereto.
2. 2000-2004 CAPITAL BUDGET PRELIMINARY REVIEW.

Advising that the Budget Advisory Committee completed its preliminary review of the 2000-2004 Capital Budget, and
directed that:
(1) the 2000-2004 Capital Budget be forwarded to all Community Councils and relevant Standing Committees for
consideration;
(2) the preliminary requests of the Budget Advisory Committee be forwarded to the Community Councils and Standing
Committees for information; and
(3) the Community Councils and Standing Committees be requested to forward their recommendations pertaining to the
2000-2004 Capital Budget to the Budget Advisory Committee prior to the Commencement of the 'wrap-up' meetings on
December 9, 1999.

Advising that the Committee at its meeting on November 3, 1999, during consideration of a presentation by the
Commissioner of Works and Emergency Services on the Works and Emergency Services Capital Budget requirements
deferred consideration of a motion by Councillor Shiner recommending that the Commissioner of Works and Emergency
Services, in consultation with the Commissioner of Urban Planning and Development Services and the Chief General
Manager of the Toronto Transit Commission, report on a process for the development of a transportation infrastructure
implementation plan that not only places a priority on the maintenance and rehabilitation of the City's existing assets, but
also identifies strategic investments in technological, operational and facility improvements which support the mobility
needs of the City and the City's role in the Greater Toronto Area.

- TEDCO lands at Leslie and Unwin; and
- R.L. Clark Filtration Plant;
and recommending that this report be received for information.

Respecting windmills and noise issues in urban areas and addressing questions regarding the potential of windmills to
cause noise, as requested by City Council at its meeting of October 26 and 27, 1999; and recommending that:
(1) City Council adopt as its approved practice to reduce noise impacts, the use of:
(a) a 200 metres separation between windmills and residential low-rise dwellings;
(b) a 300 metres separation between windmills and high-rise residential buildings; and
(c) a 50 metres separation between windmills and sensitive natural areas or sensitive park use areas;
unless lesser distances can be demonstrated to be similarly appropriate in keeping with the spirit and assumptions of this
report;
(2) Council require noise impact assessment statements regarding specific siting proposals for windmills on City lands; and
(3) City Council require noise compliance monitoring to be undertaken following the installation of windmills.

(2) the Environmental Task Force forward comments on the proposed Council of Toronto Watersheds and Forum of
Grassroots Community-led Watershed Groups to the December 7, 1999 meeting of Policy and Finance, where the
Committee is expected to consider a number of reports on environmental governance; and,
(3) the appropriate City Officials be authorised and directed to take the necessary action to give effect thereto.

7. PROVISION OF SERVICES TO TORONTO HYDRO.

and that a follow-up report with the results of the new quotation requests will be forwarded to the Committee in December;

10. CONTRACT EXTENSIONS - COLLECTION OF WASTE AND
RECYCLABLE MATERIALS IN THE FORMER CITY OF ETOBICOKE.

Recommending that:
(1) Council authority be granted to extend Contract No. P-87-94 between the City of Toronto and Canadian Waste Services
(formerly Waste Management Incorporated) for curbside and containerized front-end waste collection, apartment recycling
cart collection, curbside recyclable materials collection, yard waste collection and bulky items collection from residential,
and some commercial and institutional buildings for a period of two years commencing July 10, 2000 and terminating July
9, 2002;
(2) Council authority be granted to extend Contract No. P-45-96 (Items 1 and 2) between the City of Toronto and
Browning Ferris Industries for the curbside collection of waste and bulky items from residential, and some commercial and
institutional buildings for a period of two years commencing July 10, 2000 and terminating July 9, 2002; and
(3) Council authority be granted to extend Contract No. P-45-96 (Item 3) between the City of Toronto and Canadian Waste
Services (formerly Waste Management Incorporated) for the front-end containerized collection of waste from residential,
and some commercial and institutional buildings for a period of two years commencing July 10, 2000 and terminating July
9, 2002.
11. AVONDALE COMPOSTING FACILITY.

Recommending that:
(1) the Commissioner of Works and Emergency Services be authorized to request an extension of the temporary zoning
by-law applicable to the Avondale Composting Facility from the City of Vaughan;
(2) in the event that a temporary zoning extension from the City of Vaughan is not granted, the Commissioner of Works
and Emergency Services be authorized to appeal to the Ontario Municipal Board;
(3) the Commissioner of Works and Emergency Services be authorized to apply to the Ministry of the Environment for an
amendment to the Certificate of Approval applicable to the Avondale Composting Facility; and
(4) the appropriate City of Toronto officials be authorized to take such steps as may be required to implement the
foregoing.
12. KEELE VALLEY LANDFILL
SUPPLEMENTARY SOLID WASTE MANAGEMENT FEE
FOR BIOMEDICAL AND ASBESTOS WASTE.

Recommending that:
(1) the Solid Waste Management fee for the disposal of biomedical and asbestos waste at the Keele Valley Landfill should
be increased to $75.00 per tonne effective January 3, 2000; and
(2) the appropriate City officials be authorized and directed to take the necessary action to give effect thereto.
13. INCREASE IN FEE FOR CLEAN FILL AT LANDFILLS.

(1) the fee be increased for every load of clean fill received at City of Toronto landfills from $10.00 to $20.00 per load;
(2) a fee of $20.00 per load be charged for loads of brick, block, asphalt and rubble;
(3) the quantities accepted will continue to be limited to the City's requirements and must be suitable for the intended use;
and
(4) appropriate City of Toronto officials be authorized and directed to take the necessary action to give effect thereto.
14. NORTH YORK FULLY AUTOMATED
"FLOWER POT" WASTE COLLECTION SYSTEM

Responding to a request from the former Works and Utilities Committee on the financial implications and
recommendations with respect to alternatives to the automated "flower pot" waste collection system; advising that in order
to address the aesthetic concerns associated with such garbage containers located on City boulevards, and in order to
reduce costs, a program to replace "flower pot" containers with bulk lift containers, where feasible, or alternatively to
retrofit the "flower pot" containers with wheels to allow them to be stored on private property on non-collection days, can
be implemented; and recommending that this report be forwarded to the North York Community Council for their
consideration.
15. SOLID WASTE MANAGEMENT SERVICE LEVEL
CHANGES IN THE NORTH YORK COMMUNITY.

16. TORONTO'S INTEGRATED SOLID WASTE RESOURCE PROCESS -
UPDATE ON CONSULTANT'S CORPORATE RESTRUCTURING.

Providing Members of the Committee with an update on the corporate or firm restructuring of the planning consultant,
Proctor & Redfern Limited renamed Earth Tech Inc., and external legal counsel, Tory Tory Deslauriers & Binnington,
retained in Toronto's Integrated Solid Waste Management Resource Management Process; advising that such restructuring
present no conflict of interest on the part of either firm regarding their work on the TIRM process, that there has been no
change in the personnel from each firm working on their respective project components and that there has been seamless
service delivery during and since the corporate restructuring took place; and recommending that this report be received for
information.
17. WASTE DIVERSION ORGANIZATION AND BLUE BOX FUNDING.

Providing information on the newly formed Waste Diversion Organization (WDO), as requested by the Committee at its
meeting on November 3, 1999; advising that the WDO is a partnership of government, municipalities and industry to help
fund municipal Blue Box programs and other waste diversion initiatives, and that in his announcement, the Minister of the
Environment stated that the WDO is based on a one-year voluntary Memorandum of Understanding with industry
members; and recommending that this report be received for information.
18. OLD LANDFILL SITES.

Respecting the status of the City of Toronto's old landfill sites program; advising that there is significant work underway
respecting the City's old landfills, and that funding for this work has been included in the 2000-2004 Capital Works

19. PILOT WET/DRY COLLECTION PROJECT IN CONJUNCTION WITH
THE MIXED WASTE RECYCLING AND ORGANICS
PROCESSING FACILITY.

Responding to a request from the Committee to report on a proposal for a pilot wet/dry collection project in conjunction
with the Mixed Waste Recycling and Organics Processing Facility; advising that such a facility is designed to process a
mixed waste stream, a source-separated organics stream and a wet stream of a wet/dry system, and that once the mixed
waste processing test is near completion, a further report will be submitted to the Committee in early 2001 on the results of
this first phase and on specific plans for the three-stream and wet/dry pilots; and recommending that this report be received
for information.
20. YARD WASTE COLLECTION FREQUENCY.

Responding to a communication from Councillor Gloria Lindsay-Luby, Kingsway Humber, that was before the Committee
at its meeting on October 6, 1999, concerning the frequency of yard waste collection; noting that yard waste collection is
already provided once a week during the peak demands in spring and fall, and that it is staff's understanding that the
request was to review the yard waste collection frequency from June to September; advising that summer traditionally has
not resulted in the highest volumes of yard waste generation, and that a large portion of the material collected was grass
clippings; concluding that the current collection schedule for leaf and yard waste remain in effect through 2000 and that
staff will continue to educate residents about the various 3Rs policies, including the campaign for managing grass clippings
through publications such as Waste Watch; and recommending that this report be received for information.
21. EASTBOUND RIGHT-TURNS-ON-RED PROHIBITION:
CUMMER AVENUE AT WILLOWDALE AVENUE.

22. PROPOSED INSTALLATION OF TRAFFIC CONTROL SIGNALS:

(3) the appropriate by-law(s) be amended accordingly.
23. TRAFFIC CONTROL SIGNALS AND TURN PROHIBITIONS:
SPADINA AVENUE AND BALDWIN STREET.

(1) the existing prohibition of eastbound and northbound left turns at Spadina Avenue and the west leg of Baldwin Street,
currently in effect between 7:30 a.m. to 9:30 a.m. and 3:30 p.m. to 6:30 p.m. Monday to Friday and 11:00 a.m. to 4:00 p.m.
on Saturdays and Sundays, be extended to be in effect at all times;
(2) the existing prohibition of westbound left turns at Spadina Avenue and the east leg of Baldwin Street currently in effect
between 7:30 a.m. to 9:30 a.m. and 3:30 p.m. to 6:30 p.m. Monday to Friday and 11:00 a.m. to 4:00 p.m. on Saturdays and
Sundays, be extended to be in effect at all times;
(3) subject to approval of Recommendations Nos. (1) and (2), temporary bollards be installed to close the openings
currently provided at Baldwin Street; and
(4) the appropriate City officials be authorized to take any necessary action, including the introduction of Bills, to give

27. USE OF ROAD SALT ON CITY ROADS AND SIDEWALKS.

Outlining, for the information of the Committee, the policies for the use of road salt in the former municipalities and the
means by which salt can be reduced in lanes, selected neighborhoods and sidewalks, as requested by the Committee at its
meeting of September 8, 1999; and noting that staff have attempted to harmonize its use with the goal of using the
minimum required to provide safe driving and walking conditions, and that the use of better equipment, trained
supervisors, and knowledgeable operators will assist the City in achieving its goals.
28. DUNDAS STREET WEST HIGH OCCUPANCY VEHICLE LANES

Respecting the desirability of converting the existing Dundas Street West High Occupancy Vehicle (HOV) lanes into
exclusive bus lanes, as requested by City Council at its meeting on April 13, 14 and 15, 1999; advising for the reasons
outlined therein, that it is not recommended to convert the existing Dundas Street West HOV lanes into exclusive bus
lanes, and that the Chief General Manager of the Toronto Transit Commission concurs with this conclusion; and
recommending that this report be received for information.
29. OVERSIZED STREET NAME SIGNS - STATUS REPORT.

Providing a status report on the oversized street name signs pilot project; advising that based on the results of the study
undertaken by Transportation Services, the installation of oversized street names signs represents an opportunity to
improve the safety and efficiency of the road system for all users, and signs at approximately 1000 intersections will be
installed during 1999 under the pilot program; further advising that Transportation Services will request funds over a
three-to-five year period under its Capital Program to install signs at an additional 600 high priority intersections; and
recommending that this report be received for information.
30. NO-FAULT FLOOD GRANT PROGRAM; BASEMENT
FLOODING DAMAGES AND CLEAN-UP COSTS.

Recommending that:
(1) a No-Fault Flood Grant Program not be established, as it would not provide any beneficial affects for the City, the cost
of the program is excessive and unpredictable, and the program would be in direct conflict with the legislative
requirements under the Municipal Act; and
(2) Resolution No. 91-21 of the former North York City Council be repealed, being a public no fault grant program which
provides financial assistance to former City of North York residents for damages caused by sewer back-ups and watermain
breaks. This repeal would be in keeping with the harmonization of the City's insurance practices and recent legislative
changes.
31. ADDITIONAL EXPENDITURES FOR EXTRA WORK
ON CAPITAL PROJECTS CURRENTLY IN PROGRESS.

(1) additional expenditures in the amount of $847,082.15 including Goods and Services Tax be authorized for the
performance of necessary additional work on Water and Wastewater contracts, as described therein and in accordance with
the amounts listed in Appendix B attached; and
(2) the appropriate City officials be authorized and directed to take the necessary action to give effect thereto.
32. SEWER CONNECTION BLOCKAGE INSPECTION AND REPAIR PROGRAM,
AND TREE ROOT REMOVAL AND GRANTS POLICY.

Respecting guidelines and criteria to be followed by Community Councils when considering appeals regarding the Sewer
Connection Blockage Inspection and Repair Program, and Tree Root Removal and Grants Policy; and recommending that:
(1) the Commissioner of Works and Emergency Services submit a report to the appropriate Community Council for each
appeal submitted to the City; the Community Council will review each case individually and make recommendations to
Council for enhanced grants; and
(2) the Sewer Connection Blockage Inspection and Repair Program, and Tree Root Removal and Grants Policy not be
dovetailed or harmonized with the Water Service Connection Repair Program.
33. HARMONIZED WATER SERVICE CONNECTION REPAIR PROGRAM.

Recommending that:
(1) homeowners who have applied for water services repairs in 1996, 1997 and 1998 and up to June 30, 1999, and did not
qualify under the previous Cities' programs but now qualify under the new harmonized Water Service Repair program, be
upgraded as a priority under the approved 2000 Capital budget; and
(2) in years 2000 and beyond, funds under the approved Water Service Repair budget be allocated on the basis of need as
determined from the estimated number of customers who will qualify for water service repairs in each former City.
34. WATER AND SEWER SERVICING AGREEMENT.

Respecting the costs for connecting the remaining Eastern Beaches storm sewers to the Maclean Avenue Detention Tank in
conjunction with the construction of a forcemain from the R.C. Harris Filtration Plant along the beach to the Ashbridges
Bay Treatment Plant, as requested by the Works and Utilities Committee at its meting of January 13, 1999; advising that
the estimated cost to construct a storage conduit to intercept the four storm sewers and connect to the detention tank is
$3.28 million; that the department will request $60,000.00 from the 2000 Capital Budget to undertake a Class
Environmental Assessment (EA) for Schedule "B" projects to evaluate the costs and benefits of undertaking such a project;
and that if the Class EA concludes that the storage conduit is recommended, $0.2 million in savings would be realized and
the impact of construction would be minimized if this work is done together with the proposed forcemain for the residue
from the R.C. Harris Filtration Plant; and recommending that this report be received for information.

the contractor has requested an extension in completion time to December 11, 2000, to make both Phases of the project

cannot be completed by the specified date, the completion time extension issue will be assessed at the time of Substantial
Performance of the contract, when all the relevant data and information are available; and recommending that this report be
received for information.
