and Mahoney Avenue, from two-way to one-way southbound; advising that the following is a breakdown of the poll results
based on the number of replies returned by resident owners, non-resident owners and tenants:

determine interest in a proposal to implement on-street permit parking; advising that the following is a breakdown of the
poll results based on the number of replies returned by resident owners, non-resident owners and tenants:

4. EXTENSION OF INTERIM CONTROL BY-LAW NO. 884-1998
ROCKCLIFFE BOULEVARD/CAESAR AVENUE

Providing information to consider extending the term of Interim Control By-law No. 884-1998, pertaining to certain lands
within the Rockcliffe Boulevard/Caesar Avenue area, for an additional one-year period; and advising that On November
27, 1998, Toronto Council adopted Interim Control By-law No. 884-1998, which limited the development of certain lands
within the Rockcliffe Boulevard/Caesar Avenue area to detached dwellings, accessory buildings or uses, private garages or
carports and parking stations, subject to specified development standards; that this by-law was enacted in response
concerns identified by area residents in conjunction with an application for consent before the York Committee of
Adjustment, whereby the applicant was seeking to sever a single, detached property with 12.2 m frontage, into two lots
with 6.1 m frontage, to allow the construction of a pair of three-storey, semi-detached dwellings; that the residents were
concerned that the proposed development was not in character with the surrounding community, which consists primarily
of one-storey bungalows; that these concerns were identified to the York Community Council at their meeting of
November 12, 1998, at which time a resolution was adopted requesting the Director of Community Planning to undertake a
review of the applicable zoning provisions; that the review was intended to examine the appropriateness of the by-law
standards in terms of its ability to promote compatible development within residential neighbourhoods; that prior to
enacting Interim Control By-law No. 884-1998, Toronto Council, by resolution, directed that a review be undertaken
respect of the land use planning policies in the Rockcliffe Boulevard/Caesar Avenue area; that while the review is
underway, given recent staffing constraints within the West District office, staff have been unable to complete the review
of the land use policies within the time frame prescribed in the Interim Control By-law; that it is therefore recommended
that Council extend the term of Interim Control By-law No. 884-1998 for an additional one-year period as it is anticipated
that the review will be completed early in the new year; that in order to allow staff to complete their review of the
applicable zoning provisions within the Rockcliffe Boulevard/Caesar Avenue area, including an examination of the
appropriateness of the by-law standards to promote compatible development, it is appropriate for the Interim Control
By-law to be extended; and recommending that:
(1) Council enact a By-law to extend the term of Interim Control By-law No. 884-1998 pertaining to certain lands within
the Rockcliffe Boulevard/Caesar Avenue area, for an additional one-year period, in accordance with the draft By-law
attached as Schedule 1, worded to the satisfaction of the City Solicitor; and
(2) the appropriate City officials be authorized and directed to take the appropriate action to give effect thereto.
5. REQUEST FOR EXTENSION OF THE EXPIRY OF
PART-LOT CONTROL EXEMPTION;

Reporting on a request to extend the expiry date for Part-Lot Control exemption as it relates to 5 semi-detached dwelling
lots within a residential sub-division that is nearing completion of construction on lands in the vicinity of Jane Street and
Lawrence Avenue West; and advising that with regard to the use of part-lot control exemption, that a semi-detached and
single detached dwelling subdivision is nearing completion of construction on the lands formerly known as 185 Wright
Avenue in the former City of York; that on November 26, 1998 City Council enacted By-Law No. 823-1998 to exempt
sixteen lots on Plan of Subdivision 66M-2326 from Part-Lot Control; that the Part-Lot Control exemption will expire on
December 31, 1999; that sixteen lots have been constructed with semi-detached dwelling houses and eleven have been
conveyed, with one half of each of the remaining five semi-detached lots namely lots 1 and 95 to 98 inclusive have been
sold but will not close prior to the expiration of Part-Lot Control; that Forest Green Homes, the owner and developer of the
subdivision, has requested that the existing Part-Lot Control By-Law be amended to extend the expiry of Part-Lot Control
exemption for an additional six months to June 30, 2000, in order to complete the sales program for the remaining five
lots; that the request to extend the expiration of Part-Lot Control Exemption is reasonable, however, since eleven of the
semi-detached lots have been sold and conveyed, there is no further need for these lots to be exempt from of Part-Lot
Control; that the provisions of Section 50(7) of the Planning Act permit Council to amend a By-Law exempting lands from
Part-Lot Control in order to delete part of the land described in it once Part-Lot Control exemption has served it purpose.
Once the by-law amendment is enacted it is necessary to also register the amending By-Law in order to reinstate Part-Lot
Control on those lots where exemption is no longer needed; that Schedule A to By-Law No. 823-1998 which describes the
lands exempted from Part-Lot Control should therefore also be amended to apply only to the remaining lots, 1, 95 and 98,
inclusive because they will not be conveyed prior to the end of this year; concluding that the request to extend the
expiration of Part-Lot Control as it applies to the Subdivision development is reasonable and it is recommended that
Council enact a By-Law in accordance with the draft By-law attach as Appendix 3 to amend Part-Lot Control exemption
By-Law No. 823-1998 in order to:
(i) extend the expiration of Part-Lot Control Exemption for a further six months to June 30, 2000, and;
(ii) limit the operation of Part-Lot Control Exemption to Lots on Subdivision 66M-2326 which contains the remaining
semi-detached dwellings to be conveyed as noted in this report;
and recommending that:
(1) Council enact a By-law to extend the expiration of Part-Lot Control exemption and to delete certain lots on the
development site from Part-Lot Control exemption, in accordance with the draft Amending By-Law attached as Appendix
3 to this report; and
(2) the appropriate City staff be instructed to give effect thereto including registration of the Amending By-Law once it is
enacted.
6. REQUEST TO CHANGE ON-STREET PARKING
ON DURIE STREET Ward 27, York Humber.

Responding to a request from Councillor Saundercook for a report on the feasibility of changing the on-street parking on
Durie Street from the west to the east side during the winter months (December through to the end of March); and advising
that Durie Street operates two-way in a north/south direction, between Annette Street and Dundas Street West; that
currently on-street parking alternates between the east and west sides of Durie Street between Annette Street and Dundas
Street West, during the spring, summer and fall months; that parking is exclusively permitted on the west side during the
winter months; that field surveys reveal there are 59 and 76 curb side parking spaces on the west and east sides,
respectively; that reversing on-street parking on Durie Street between Annette Street and Dundas Street West is practical
since there are 17 additional curb side parking spaces available on the east side of the street, changing the on-street parking
would provide permit holders a better opportunity for parking during the winter months; that the funds to undertake the
necessary signage adjustments associated with changing parking from the west to the east side of Durie Street, between
Annette Street and Dundas Street West, estimated at $1,500.00, are contained in the Transportation Services Division 1999
Operating Budget; and recommending that:
(1) the Uniform Traffic By-law Nos. 196-84 and 2958-94 be amended to change on-street parking from the west to the east
side of Durie Street between Annette Street and Dundas Street West, from 7:00 p.m. on the first day of December to 7:00
p.m. on the first day of April;
(2) the On-Street Permit Parking By-law No. 3491-80 be amended to change on-street parking from the west to the east
side of Durie Street between Annette Street and Dundas Street West, 12:00 midnight to 6:00 a.m., from the 2nd day of
December to the 1st day of April, inclusive; and
(3) the appropriate City officials be authorized and directed to take the necessary action to give effect thereto.
7. REQUEST FOR ALL-WAY STOP CONTROL AT
INDUSTRY STREET AND RAY AVENUE

Responding to a request from the York Community Council to evaluate the need for an all-way stop control at the
intersection of Industry Street and Ray Avenue; and advising that Industry Street and Ray Avenue are both classified as
collector roadways; that Industry Street operates in a two-way north-south and east-west direction between Todd Bayliss
Drive and its northerly terminus; that Ray Avenue operates in a two-way east-west direction between Weston Road and
Industry Street; that these streets form a "T" intersection with stop control for eastbound vehicular traffic on Ray Avenue;
that in order for all-way stop control to be justified at an intersection, established warrant criteria must be fulfilled; that the
criteria include such factors as right-of-way conflicts, vehicular and pedestrian usage of the intersection, physical and
geometric configuration, and surrounding area traffic control; that a review of the study results reveals this intersection
does satisfy the operational elements for the installation of an all-way stop sign control; that the installation of an all-way
stop control at the intersection of Industry Street and Ray Avenue would clearly establish right-of-way for vehicular traffic
and would enhance safety for pedestrians; that funds to undertake the necessary signage installation at the intersection of
Industry Street and Ray Avenue, in the estimated amount of $300.00, are contained in the Transportation Services Division
1999 Operating Budget; and recommending that:
(1) the Uniform Traffic By-law Nos. 196-84 and 2958-94 be amended to install stop signs on Industry Street for north and
southbound vehicular traffic, at the intersection of Ray Avenue; and
(2) the appropriate City officials be authorized and directed to take the necessary action to give effect thereto.
8. SOUTHBOUND ADVANCED GREEN FEATURE AT
JANE STREET AND PRITCHARD AVENUE -

Reporting on a request from the York Community Council regarding the installation of a southbound advanced green
feature at the intersection of Jane Street and Pritchard Avenue; and advising that the request was made without a staff
report on the impact of a modification to the signal operation at this location; that a review of this matter has since been
completed and it has been determined that an advanced green feature for southbound left-turning motorists would provide
very little benefit, as well, the funds available for signal modifications are limited and the estimated cost of $5,000.00 for
this proposal would be better spent at other locations where a definite need has already been identified; that the
combination of several factors make the effectiveness of an advanced green phase for southbound traffic on Jane Street at
Pritchard Avenue highly questionable; that the proposed advanced green feature for southbound left-turning traffic on Jane
Street at Pritchard Avenue would not be effective and should not be installed as the installation of this feature will divert
funding from a location where a signal modification is warranted; and recommending that a flashing southbound advanced
green not be installed at the Jane Street/Pritchard Avenue intersection based on the technical information in this report.
9. REQUEST FOR TRAFFIC CALMING ON EAST DRIVE

Responding to a former City of York Council request for a report on the feasibility of implementing traffic calming on East
Drive; and advising that East Drive is classified as a collector roadway, operating two-way in an eastbound and westbound
direction between Jane Street and Scarlett Road; that the street has a pavement width of 8.5 metres, with a maximum
signed legal speed limit of 40 kilometres per hour; that East Drive consists of two distinct street sections, with varying
elevations along its total length that between Jane Street and Bexley Crescent the grade is flat, after which there is a 6
percent gradient sloping towards Scarlett Road; that the introduction of speed humps along street sections having grades
exceeding 5 per cent is not practical as it creates serious safety risks for all users of the street and that this risk is even more
critical for motorists during the winter months; and recommending that staff undertake a survey of the municipally
addressed property owners on East Drive between Jane Street and Bexley Crescent to determine whether there is support
for the installation of speed humps and report on the results.
10. REQUEST FOR DESIGNATED DISABLED PERSONS
PARKING SPACE AT NO. 2 WATFORD AVENUE

Reporting on a request from the York Community Council on the feasibility of designating a disabled persons parking
space directly in front of No. 2 Watford Avenue for the resident of that premises; and advising that Watford Avenue is a
local roadway, operating two-way in an east/west direction; that on-street parking is exclusively permitted on the north side
of Watford Avenue with a maximum unsigned three hour parking duration currently in effect at all times, except between
the hours 12:00 a.m. and 6:00 a.m. when motorists are required to display a valid on-street parking permit stating Watford
Avenue; that No. 2 Watford Avenue is located on the north side of Watford Avenue between Atlas Avenue and Winona
Drive and that the residence is a semi-detached dwelling with a total frontage width of 5.9 metres; that the applicant
possesses a valid Province of Ontario Disabled Persons Parking Permit, and on May 16, 1997, applied for front yard
parking and that this application was subsequently approved for a legal disabled parking space in her front yard, permitting
a maximum 3.6 metre wide parking facility; that with this access to front yard parking, the remaining frontage available for
on-street parking is only 3.3 metres at No. 2 Watford Avenue; that establishment of a designated disabled persons parking
space requires a minimum curb space of 5.5 metres in length; that it is current practice to only establish a disabled persons
parking space directly in front of the applicants residence and further, this resident also has a parking space available in the
front yard; that an exception can be made if the applicant obtains written permission from a neighbour on the street who
has sufficient frontage for a designated parking space; and concluding that the resident of No. 2 Watford Avenue has a
legal disabled persons parking space in her front yard; there is insufficient curb space in front of No. 2 Watford Avenue to
designate a disabled persons parking space on-street without blocking access to this facility and therefore, a designated
disabled persons parking space on the north side at No. 2 Watford Avenue is not recommended; however, should the
resident receive written permission from a neighbour on the north side of Watford Avenue to designate a space in front of
their residence, this matter could be reconsidered and that this would be subject to a minimum available curb space of 5.5
metres and would reduce the availability of one overnight on-street parking permit; and recommending that this report be
received for information.
11. REQUEST FOR VEHICULAR TRAFFIC COUNT ON
MENIN ROAD Ward 28, York Eglinton.

Responding to a request from the York Community Council for a report on the traffic volumes on Menin Road since
reinstatement of the parking meters on the south side of Eglinton Avenue West; and advising that Menin Road is a local
street within the City's road network and is currently designated in a one-way southbound direction between
Eglinton Avenue West and Dewbourne Avenue; that currently on-street parking is legally permitted on the west side of the
street. Parking between Eglinton Avenue West and the Municipal lane is controlled by parking meters, providing a
maximum duration of two hours, from 8:00 a.m. to 6:00 p.m., Monday to Saturday, with a maximum unsigned three-hour
regulation for all other times and days; that on-street parking between the Municipal lane and Dewbourne Avenue is
regulated by an unsigned maximum three-hour parking duration at all times; that comparison studies on traff ic volumes
have been done on Menin Road over the past three years and cautions that the results of these studies will only give a
partial view of the changes in traffic volumes for this area; that the Cedarvale Traffic Management Plan was a
neighbourhood study and any conclusions should take into consideration the changes in traffic patterns on all streets within
the community; concluding that as the vehicular volume summary shows, traffic volumes have marginally increased on
Menin Road during the weekday (Monday to Friday) by 65 vehicles/day or 9 percent, however, the average weekly volume
is constant at 706 vehicles/day; and recommending that this report be received for information.
12. REQUEST FOR TWO-HOUR PARKING REGULATION
ON PEVERIL HILL NORTH Ward 28, York Eglinton.

Responding to a request from the York Community Council for a report on the introduction of a two-hour parking
regulation from 9:00 a.m. to 5:00 p.m. on Peveril Hill North; and advising that Peveril Hill North operates two-way in a
north/south direction, between Eglinton Avenue West and Dewbourne Avenue; that the existing parking regulations on the
west side of Peveril Hill North are as follows:
- between Eglinton Avenue West and the municipal lane parking meters operate, for a maximum period of two hours, from
8:00 a.m. to 6:00 p.m., Monday to Saturday, and parking is allowed for a maximum period of three hours at all other times;
and
- between the Municipal lane and Dewbourne Avenue parking is prohibited at all times.
Existing parking regulations on the east side of Peveril Hill North are as follows:
- between Eglinton Avenue West and the Municipal lane parking is prohibited at all times; and
- between the Municipal lane and Dewbourne Avenue, parking is prohibited from 9:00 a.m. to 5:00 p.m., Monday to
Friday, and parking is allowed for a maximum period of three hours at all other times;
Peveril Hill North is approximately 7.5 metres wide, and can only accommodate parking on one side with two-way traffic
and Since parking is provided on the west side between Eglinton Avenue West and the municipal lane, parking cannot be
accommodated on the east side on this section; however, parking is prohibited on the west side between the municipal lane
and Dewbourne Avenue; therefore, it is possible to rescind the existing parking prohibition on the west side of this section
and replace it with a two-hour parking regulation between 9:00 a.m. and 5:00 p.m.; concluding that the introduction of a
two-hour parking regulation, between the hours 9:00 a.m. and 5:00 p.m., Monday to Friday, would provide occasional
parking for both the residents and their visitors on the street during the day and that the specified two hour duration would
also discourage long term parking; that approval would be subject to a poll revealing the majority of residents support the
daytime on-street parking regulation; and recommending that:
(1) Subject to a poll revealing the majority of residents are in favour, it is recommended that Uniform Traffic By-laws
196-84 and 2958-94 be amended to rescind the existing "No Parking 9:00 a.m. to 5:00 p.m." regulation and implement a
two-hour parking regulation, 9:00 a.m. to 5:00 p.m., on the east side of Peveril Hill North from a point 61 metres south of
Eglinton Avenue West to Dewbourne Avenue.
13. SPEED AND VOLUME STUDY AND RESIDENT SURVEY
RESULTS REGARDING TRAFFIC CALMING ON VARIOUS
STREETS Ward 28, York Eglinton.

Responding to a request from the York Community Council for reports on the feasibility of installing traffic calming on
various street sections on Atlas Avenue, Cherrywood Avenue, Northcliffe Boulevard and Westmount Avenue; providing a
summary of the results of those studies for the following individual streets:
1. Atlas Avenue between St. Clair Avenue West and Dundurn Crescent;
2. Cherrywood Avenue between Maplewood Avenue and Vaughan Road;
3. Northcliffe Boulevard between St. Clair Avenue West and Cloverlawn Avenue;
4. Westmount Avenue between St. Clair Avenue West and Cloverlawn Avenue;
and concluding that the survey results revealed the total number of responses received on all four streets was less than 50
percent of the total number surveyed; that in view of the low response rate traffic calming is not recommended at this time
on the abovementioned sections of streets; and recommending that this report be received for information.
14. SALE OF SURPLUS SPADINA PROPERTY AT
108 EVERDEN ROAD - Ward 28, York Eglinton.

Advising that the purpose of the report is to authorize the disposal of the property municipally known as 108 Everden
Road; that revenue of $245,350.00, less closing costs and the usual adjustments, subject to the revenue sharing agreement
with the Province pursuant to the former Metropolitan Corporate Administration Committee Report No. 25, Clause No. 1,
approved on December 4, 1996; and recommending that:
(1) the Acting Commissioner of Corporate Services or the Executive Director of Facilities and Real Estate be authorized to
accept the highest offer in the amount of $245,350.00 as detailed herein;
(2) Council, pursuant to Clause No. 14, Report No. 36 of the former Metropolitan Management Committee adopted on
September 28, 1994, waive the minimum required deposit of 10 percent. of the purchase price;
(3) Authority be granted to direct a portion of the sale proceeds on closing to fund the outstanding balance of Costing Unit
No. CA700CA2501;
(4) the City Solicitor be authorized and directed to take the appropriate action, in conjunction with the Province of Ontario
Officials and/or agents, to complete this transaction on behalf of the City of Toronto and be further authorized to amend the
closing date to such earlier or later date as considered reasonable; and
(5) the appropriate City officials be authorized and directed to take the necessary action to give effect thereto.
15. HARMONIZATION OF SIGN BY-LAW

Advising that City Council, at its meeting held on September 28 and 29, 1999, had before it Clause No. 24 contained in
Report No. 8 of The North York Community Council, headed Other Items Considered by the Community Council; and that
Coouncil directed that, notwithstanding subsection 127(5) of the Council Procedural By-law, the following Item (h),
entitled Harmonization of Sign By-law, embodied in the aforementioned Clause, be struck out and referred to the
Community Councils for further consideration and report thereon to the Planning and Transportation Committee for its
meeting to be held on November 1, 1999.
16. TENANT DEFENCE FUND: OPTIONS FOR TENANT
INFORMATION AND SUPPORT SERVICES

Advising that the Planning and Transportation Committee at its meeting on October 4, 1999:
(1) endorsed the following action taken by the Toronto Community Council at its meeting on September 13, 1999 with
respect to the Tenant Defence Fund:
"The Toronto Community Council:
(1) endorsed the recommendation for a Tenant Defence Fund presented to the Planning and Transportation Committee, at
its meeting held on September 13, 1999; and
(2) supported the recommendation of the Sub-Committee to Restore Rent Control, including its request for a meeting with
the Honorouble Steven Gilchrist, Minister of Municipal Affairs and Housing.";
and for notice of its endorsement in this respect to the November 4, 1999 meeting of the Community Services Committee;
and
(3) forwarded the action taken by the Toronto Community Council, as outlined above, to the other Community Councils
with a request that they consider this matter and provide comment back to the Community Services Committee.

communication (August 31, 1999) from Ms. Rhona Swarbrick, Co-Chair, advising the Committee of ten pedestrian
fatalities that occurred within the month of August 1999; requesting that a Moment of Silence be held to remember those
persons involved; requesting that correspondence be forwarded to all Community Councils for inclusion in their upcoming
Agenda for their October 1999 meetings; and that the Pedestrian Committee directed that:
(1) the Communication (August 31, 1999) from Ms. Rhona Swarbrick, Co-Chair, be forwarded to all Community Councils
for inclusion in their upcoming Agenda for their November 1999 meetings; and
(6) the Community Councils be advised that eight of the ten incidents occurred on suburban roads.

Advising that there is still some office equipment located within the Councillors' office area that does not appear to be used
by any of the Councillors or their staff, such as the photocopy machine and fax; that this equipment has been budgeted for
and continues to be paid for through the Councillors' budget; and requesting that the other Councillors be polled to
determine if they wish to continue to have the equipment in the office area or whether it should be removed to reduce costs.
20. PUBLIC INDOOR TENNIS FACILITIES

Advising that Ms. Vlasta Bronkovsky, a professional tennis instructor has mentioned the lack of public indoor tennis
facilities in Toronto; that while there are few private indoor facilities for tennis, nothing exists at a public level where
enthusiasts can play and practice year round; that currently there are twelve courts at the Eglinton flats, six of which are put
under a bubble each winter; that Ms. Bronkovsky's suggestion is to build a permanent indoor structure for the area covered
by the six courts; that this suggestion is worthy of consideration and requesting that staff explore this possibility and report
back as soon as possible.
21. PARKS AND RECREATION BELTLINE CLEAN-UP AND MAINTENANCE PROGRAM

Advising that several complaints have been received from constituents expressing concern regarding the condition of the
Beltline property; that in view of the impending change of ownership of the Beltline Park from CN Rail Properties to City
of Toronto Property, that the Parks and Recreation Division be requested to develop a comprehensive program of cleaning
and maintenance of this property; that this program should be ready to take effect immediately upon the City's date of full
possession to ensure a counter measure to the chronic problem of illegal dumping of trash and garbage in this area.
