The Toronto Cycling Committee met on Monday, January 18, 1999, in Committee Room 3,
2nd Floor, City Hall, Toronto, commencing at 7:25 p.m.

Confirmation of Minutes.
On motion by Ms. Van Laethem, the minutes of the meetings of the Toronto
Cycling Committee held on October 27, 1998 and November 24, 1998, were
confirmed.
1.1.
1.1 Sub-Committees Minutes.
The Committee had before it, for information, the following Sub-Committee Minutes:
(i) Network Planning and Facilities Sub-Committee (November 30, 1998); and
(ii) Education and Safety Sub-Committee (December 7, 1998).
The Committee also had before it, for information, a copy of a posting for Toronto Bike
Week for the positions of Co-ordinator and Outreach Co-ordinator, submitted by
Ms. Sue Zielinski, Bicycle Commuter Co-ordinator, Transportation Planning Division, Urban
Planning and Development Services.
1.2. Toronto Cycling Committee and Sub-Committee
Meeting Dates to April 1999.
The Committee had before it a communication (January 5, 1999) from the City Clerk
providing a schedule of meetings to April 1999 for the Toronto Cycling Committee, the
Education and Safety Sub-Committee, and the Network Planning and Facilities Sub-Committee,
to be held at 7:00 p.m., City Hall, 100 Queen Street West, Toronto, as follows:
A. Toronto Cycling Committee (Committee Room 3, 2nd Floor):
January 18; February 15; March 22; and April 19.
B. Education and Safety Sub-Committee (Committee Room 4, 2nd Floor):
January 25; February 22; March 29; and April 26.
C. Network Planning and Facilities Sub-Committee (Committee Room 4, 2nd Floor):
January 20; February 24; March 31; and April 28.
On motion by Mr. Hart, the Committee adopted the aforementioned schedule of
meetings to April 1999.

1.3. City Council Action -- Terms of Reference
for the Toronto Cycling Committee.
The Committee had before it a communication (December 8, 1998) from the City Clerk
advising, for information, that City Council on November 25, 26 and 27, 1998, amended
Clause No. 6 of Report No. 13 of The Urban Environment and Development Committee, headed
Revised Terms of Reference for the Toronto Cycling Committee , by adding to Part (6),
headed Quorum , of the Terms of Reference, the following paragraph:
Notwithstanding subsection 9(4) of the Council Procedural By-law, if there
is no quorum present 30 minutes after the start of the meeting, the Clerk
shall call the roll and record the names of the Members present.
On motion by Mr. Becker, the Committee received the aforementioned
communication.
1.4. Your Roadways Program Review.
The Committee had before it a communication (January 5, 1999) from the Co-Chairs, Safety
and Education Sub-Committee respecting Your Roadways program, entitled STOP 101 , to be
launched by the Safe and Sober Driving Coalition on January 12, 1999; advising that the
program, which includes a workbook and a video, will be distributed in the workplace
across Ontario through the Industrial Accident Prevention Association; that the program is
aimed at enhancing road safety for motor vehicle operators, cyclists and pedestrians; and
that as a member of the Safe and Sober Driving Coalition, the Toronto Cycling Committee is
represented by Mr. Phil Piltch, Ms. Barb Wentworth and the Cycling Ambassadors.
P. C. Art Francis, Traffic Services, Toronto Police Service, gave a video presentation to
the Toronto Cycling Committee in connection with the foregoing matter, and filed the
video, produced by the Safe & Sober Driving Coalition and a publication, entitled Your
Roadways--Stop 101.
On motion by Mr. Beiko, the Committee received the aforementioned
communication and presentation and requested interested Members of the
Committee to contact Ms. Barb Wentworth, Bicycle Safety and Education Co-
ordinator, directly with any comments or suggestions respecting the
publication.

1.5. Review of the 1998 Cycling Ambassador Program.
The Committee was advised by Mr. Rappell, Chair, that the report from the Co-Chairs,
Education and Safety Sub-Committee, respecting the 1998 Cycling Ambassador Program, was
not finalized and would be submitted to the next meeting of the Toronto Cycling Committee
scheduled to be held on February 15, 1999.
1.6. No Sidewalk Riding Sticker Program.
The Committee had before it a communication (December 7, 1998) from the Co-Chairs,
Education and Safety Sub-Committee, reporting, as requested by the Toronto Cycling
Committee on July 27, 1998, on a review of the issues regarding the No Sidewalk Riding
sticker program and other options to address cycling/pedestrian safety; providing, for
consideration, Design Options Nos. 1 and 2 as alternatives to the current design of the
sticker; advising that these designs were developed following a meeting with
representatives of Advocacy for Respect for Cyclists (ARC) and the Community Bicycle
Network (CBN) on this matter and other issues; that the Sub-Committee recognizes the
importance of working cooperatively with the Toronto Pedestrian Committee and other
community groups in the development and implementation of cycling/pedestrian safety
programs, including this initiative; and recommending that the Toronto Cycling Committee
adopt Design Option No. 1 as the new sticker for the No Sidewalk Riding program, and
that the graphic be amended by replacing the standing figure with a representation of a
person walking.
On motion by Mr. Becker, the Committee adopted the recommendation embodied
in the aforementioned communication, and requested Ms. Barb Wentworth,
Bicycle Safety and Education Co-ordinator, in consultation with the graphic
artist, to take into consideration the suggestions made by Members of the
Committee at this meeting respecting the design of the sticker.

1.7. Right Turns and Bikes.
The Committee had before it a report (December 7, 1998) from the Co-Chairs, Safety and
Education Sub-Committee, providing proposed text which would provide the basis for a
public awareness campaign in 1999 on the issue of right turns and bikes; advising that the
Road Safety Educators Association, made up of driving instructors, has reviewed the text;
and recommending that the Toronto Cycling Committee review the attached text and provide
comments as soon as possible so that program materials and a communication plan can be
developed for implementation in spring 1999.
Mr. Israel Chackowicz, Member, Toronto Cycling Committee, gave a video presentation to the
Toronto Cycling Committee on existing road signage which gives motorists an incorrect
message.
A. Councillor Layton moved that the Committee request the Network
Planning and Facilities Sub-Committee and the Safety and Education
Sub-Committee to call a joint meeting to consider alternative
designs for road signage for report thereon to the Toronto Cycling
Committee; and further, that the appropriate City staff provide the
Sub-Committees with information on existing signage for such
meeting.
B. Ms. Van Laethem moved that the Committee direct the appropriate
staff to proceed with the program materials and a communication
plan, taking into consideration the comments and suggestions made
by Members at this meeting of the Committee.
C. Ms. Doiron moved that the Committee request the Secretary to
provide for such meeting, the item that was previously considered
by the Committee respecting no right turns on red lights.
Upon the question of the adoption of the foregoing motions A. and B. and
C., they were carried.

1.8. Moving the Economy Project Report.
The Committee had before it a communication (October 27, 1998) from Ms. Sue Zielinski,
Chair, and Ms. Beth Jones, Director, Moving the Economy Project, respecting the Moving
the Economy Conference held in Toronto, July 9 to 12, 1998; advising that the Conference,
co-organized by the City of Toronto and Transportation Options, was a great success; that
the Bicycle Commuter Program played an important incubator role for the concept and
development of the Conference and of the ongoing outcomes, and also provided in-kind
resources.
On motion by Mr. Fisher, the Committee received the aforementioned
communication.
1.9. City Council Action -- Toronto Pedestrian Committee
Recommendations on Economic Advantages of Pedestrianisation .
The Committee had before it, for information, Clause No. 2 of Report No. 6 of The Economic
Development Committee, headed Economic Advantages of Pedestrianisation , which was
adopted, without amendment, by City Council on November 25, 26 and 27, 1998, and a copy of
a presentation to the Economic Development Committee by the Toronto Pedestrian Committee,
submitted by Ms. Joan Doiron, Co-Chair, Toronto Pedestrian Committee.
On motion by Mr. Becker, the Committee requested the Toronto Pedestrian
Committee and the Education and Facilities Sub-Committee to consider the
matter of bicycle parking on sidewalks and develop common strategies for
streetscaping, and submit a joint report thereon to the Toronto Cycling
Committee.

1.10. Guardian Bicycle Locker System.
The Committee had before it a communication (December 22, 1998) from
Councillor David Miller, High Park - Parkdale, forwarding information from SPI Industries
Inc., respecting the Guardian bicycle locker system.
On motion by Mr. Becker, the Committee referred this matter to the Network
Planning and Facilities Sub-Committee for a report thereon to the Toronto
Cycling Committee.

1.11. Cycling Promotion in Britain.
The Committee had before it an article dated March 1, 1998, from the Sunday Times, headed
Car drivers to pay for bike revolution , respecting the British government s promotion of
cycling, submitted by Ms. Joan Doiron, Co-Chair, Toronto Pedestrian Committee.
On motion by Mr. Beiko, the Committee received the aforementioned article,
for information.
1.12. Bicycle Safety in the Gardiner/Lake Shore Corridor.
The Committee had before it a transmittal letter (November 25, 1998) from the City Clerk
advising that the Task Force on the Gardiner/Lake Shore Corridor on November 16, 1998,
during consideration of a communication dated November 6, 1998 from Mr. Ben Smith-Lea,
Advocacy for Respect for Cyclists (ARC):
(1) endorsed the ARC request for the immediate installation of emergency bike lanes on
Spadina Avenue between Queens Quay and King Street;
(2) referred the matter of the installation of bicycle lanes on Spadina Avenue from
Dupont Street to Lake Shore Boulevard to the Toronto Cycling Committee for its
information and consideration; and
(3) expressed interest in working with the Toronto Cycling Committee on design options
for bike lanes on Spadina Avenue in the southern portion where it intersects with
the Gardiner/Lake Shore.
The Committee was advised by Mr. Hamish Wilson that an article appeared recently in the
Toronto Star which stated that bicycle lanes of 0.9 metres were to be installed on
Spadina Avenue.
On motion by Mr. Wilson, the Committee:
(1) requested the Network Planning and Facilities Sub-Committee to
forward a letter to the Toronto Star on behalf of the Toronto
Cycling Committee providing factual information on the design
criteria for bicycle lanes; and
(2) received the aforementioned transmittal letter.

1.13. Resignation from Toronto Cycling Committee.
The Committee had before it a communication (January 11, 1999) from Ms. Heather McClory
advising that due to other commitments, she is tendering her resignation as a citizen
representative of the Toronto Cycling Committee.
On motion by Mr. Chackowicz, the Committee received the aforementioned
communication, with regret, and expressed its appreciation to Ms. McClory
for her contribution to the work of the Committee.

1.14. Revised Terms of Reference for the Toronto Cycling Committee.
The Committee had before it a communication (January 16, 1999) from Mr. Jack Becker,
Co-Chair, Toronto Cycling Committee, advising that City Council, in adopting the Terms of
Reference, directed that community cycling advisory groups be recognized in the Terms of
Reference and be provided with minimal Secretariat support ; and that after consultation
with the Co-Chairs of the Toronto Cycling Committee and departmental staff, he is
recommending that the following new item respecting community cycling advisory groups be
included in the Terms of Reference:
(13) Community Cycling Advisory Groups:
The Toronto Cycling Committee encourages the creation of (and will work
with local residents to establish) Community Cycling Advisory Groups to
represent the interests of cyclists within communities, focusing on local
needs and priorities, bringing such interests and needs to the Toronto
Cycling Committee, and promoting the Toronto Cycling Committee's
initiatives and programs as they apply to any community.
The location and frequency of Community Cycling Advisory Group meetings
shall be at the discretion of the Chair of each Community Cycling Advisory
Group. Composition and membership shall be determined by each Community
Cycling Advisory Group.
City Clerk s staff will arrange meeting rooms for Community Cycling
Advisory Groups. Community Cycling Advisory Groups shall have limited
support from other City staff, only as is requested specifically for an
agenda item by any Community Cycling Advisory Group and as agreed to by
staff.
The number of Community Cycling Advisory Groups may vary from time to time,
as supported by the public within each community of the City of Toronto.
Groups wishing to fill the role of a Community Cycling Advisory Group shall
apply to the Toronto Cycling Committee to be recognized. The Toronto
Cycling Committee shall be responsible for monitoring the activities of any
Community Cycling Advisory Group on an ongoing basis to ensure that the
role of a Community Cycling Advisory Group is being met, otherwise the
recognition shall be withdrawn.
On motion by Mr. Chackowicz, the Committee adopted the recommendation
embodied in the aforementioned communication.
