The East York Community Council met on Wednesday and Thursday, April 28 and 29, 1999, in the
True Davidson Council Chamber, East York Civic Centre, East York, commencing at 9:35 a.m.
Members Present:

Confirmation of Minutes.
On motion by Councillor Pitfield, the Minutes of the Meeting
of the East York Community Council held on March 30, 1999,
were confirmed.
5.1 Draft Report on the Task Force
on Community Access and Equity.
The East York Community Council had before it a communication (January 27, 1999) from
Councillor Joe Mihevc, Chair, Task Force on Community Access and Equity, requesting an
opportunity to make a presentation to the East York Community Council on the Draft Report
of the Task Force on Community Access and Equity, and forwarding a copy thereof.
Councillor Joe Mihevc, Chair, Task Force on Community Access and Equity, gave an overhead
slide presentation with respect to the Draft Report of the Task Force.
On motion by Councillor Ootes, the East York
Community Council received the aforementioned
communication.

5.2 Residential Water Service
Connection Repair Program.
The East York Community Council had before it the following:
(i) communication (March 26, 1999) from the Director, Quality Control and System
Planning, Water and Wastewater Services, Works and Emergency Services, forwarding,
as directed by the Works and Utilities Committee, a report, dated
October 23, 1998, from the General Manager, Water and Wastewater Services,
addressed to the Works and Utilities Committee, seeking approval for a harmonized
Residential Water Service Connection Repair Programme; and requesting the
Community Council to report back to the Works and Utilities Committee for its
meeting scheduled to be held on April 21, 1999; and
(ii) report (November 20, 1998) from the Commissioner of Works and Emergency Services,
addressed to the Works and Utilities Committee, responding to requests by the
Works and Utilities Committee in considering the report (October 23, 1998) from
the General Manager, Water and Wastewater Services, respecting a Residential Water
Service Connection Repair Programme.
Mr. Norm Smith, East York, appeared before the East York Community Council in connection
with the foregoing matter.
On motion by Councillor Ootes, the East York
Community Council recommended to the Works and
Utilities Committee that the 70-year programme be
accelerated; and, further, requested the
Commissioner of Works and Emergency Services to
submit a report thereon to the Works and Utilities
Committee when this matter is being considered.

5.3 1999 Watermain Cleaning
and Lining Programme.
The East York Community had before it a report (April 9, 199) from the Director, Quality
Control and System Planning, Water and Wastewater Services, Works and Emergency Services,
reporting, as requested by the East York Community Council, on the 1999 Watermain Cleaning
and Lining Programme in the East York District; advising that funds in the amount of
$1,166,000.00 have been approved in the 1999 Capital Works Programme; and recommending
that the report be received for information.
Mr. Ken Beamish, East York, appeared before the East York Community Council with respect
to the foregoing matter.
On motion by Councillor Ootes, the East York
Community Council received the foregoing report.

5.4 870 Pape Avenue - Transfer of Easement
for Vehicular and Pedestrian Access.
The East York Community Council had before it a report (April 13, 1999) from Mr. Quinto M.
Annibale, Loopstra, Nixon, Solicitors - East York Office, advising of a request by Upper
East Side Developments Inc. to execute and register on title a Transfer of Easement for
vehicular and pedestrian access in favour of the owner of Part 122, Plan 66R-18066, over
Part 123, Plan 66R-18066; further advising that the cost of preparing and registering
these releases will be paid by the owner; and recommending that:
(1) the City Solicitors for the East York Office be directed to prepare and register
on title a Transfer of Easement.
(2) the appropriate City officials be authorized to take such actions and execute such
document as may be necessary to give effect to Recommendation No. (1).
On motion by Councillor Ootes, the East York
Community Council recommended to City Council
adoption of the aforementioned report.

5.5 Traffic Operations on Woodville Avenue,
between Pape Avenue and Donlands Avenue;
Traffic Regulations at Pepler Avenue and
Woodville Avenue.
The East York Community Council had before it a report (April 1, 1999) from the Director,
Transportation Services, District 1, reporting on
traffic operations on
Woodville Avenue, between Pape Avenue and Donlands Avenue,
and on traffic regulations at the intersection of Pepler
Avenue and Woodville Avenue; advising that there are no
financial implications
associated with the recommendations in this report; and
recommending that:
(1) this report be received for information of East York
Community Council; and
(2) the Toronto Police Service be requested to enforce the
Stop control at the intersection of Woodville Avenue
and Rivercourt Boulevard.
On motion by Councillor Ootes, the East York
Community Council requested the Toronto Police
Services to enforce the Stop control at the
intersection of Woodville Avenue and Rivercourt
Boulevard.

5.6 Installation of Disabled Persons
Parking Space on Gledhill Avenue.
The East York Community Council had before it a report (April 7, 1999) from the Director,
Transportation Services, District 1, reporting on the proposed installation of a disabled
parking space adjacent to 260 Gledhill Avenue; advising that funds to undertake the
installation of the disabled parking space in the estimated amount of $500.00 are
contained in the 1999 Current Budget request of the Transportation Services Division; and
recommending that:
(1) Schedule 'E' of By-law No. 34-93, entitled "To provide for disabled person parking
permit holders", as amended, be further amended to implement a disabled parking
space on the west side of Gledhill Avenue from a point 49.0 metres south of
Barker Avenue to a point 54.5 metres south of Doncaster Avenue;
(2) this disabled parking space be removed when Mr. Sydney Norman no longer resides at
260 Gledhill Avenue; and,
(3) the appropriate City officials be authorized and directed to take the necessary
action, including the introduction of the necessary Bill in Council to give effect
thereto.
On motion by Councillor Ootes, the East York
Community Council recommended to City Council
adoption of the aforementioned report.

5.7 Committee of Adjustment
Minor Variance Appeals:
37 Beechwood Drive; and
47 Vanderhoof Avenue.
The East York Community Council had before it a report (March 31, 1999) from the Director
of Community Planning, East District, seeking direction from Council regarding appeals of
two Committee of Adjustment decisions with respect to the above-captioned properties;
advising that staff did not take a position on either of the two applications; and
recommending that the report be received for information.
On motion by Councillor Ootes, the East York
Community Council recommended to City Council that
the aforementioned report be received.

5.8 Site Plan Control Approvals
East York - Ward 1.
The East York Community Council had before it a report (April 14, 1999) from the Director
of Community Planning, East District, advising of Site Plan Approvals granted by the
Director of Community Planning, East District; and recommending that the report be
received for information.
On motion by Councillor Ootes, the East York
Community Council received the aforementioned
report.

5.9 New Planning Applications Received.
The East York Community Council had before it a report (April 1, 1999) from the Director,
Community Planning, East District, advising of new planning applications received within
the last 30 days; and recommending that the report be received for information.
On motion by Councillor Ootes, the East York
Community Council received the aforementioned
report.

5.10 Goulding Estate.
The East York Community Council had before it the following:
(i) communication (February 10, 1999) from Councillor Michael Prue, East York,
respecting the Goulding Estate and submitting a proposal to designate the Goulding
Estate as a possible Millennium Project;
(ii) report (April 23, 1999) from the Commissioner of Economic Development, Culture and
Tourism, providing, for information, a status report with respect to the Goulding
Estate and advising that a report addressing capital and operating costs and
timing associated with bringing the Goulding Estate into the public realm will be
presented to the East York Community Council for discussion at its meeting
scheduled to be held on June 23, 1999; and
(iii) extract of a lease between the Centre for Creative Ministries and the former
Municipality of Metropolitan Toronto, dated August 14, 1997.
The following persons appeared before the East York Community Council in connection with
the foregoing matter:
- Dr. Marcella H. Shields, Co-Director, Centre for Creative Ministries, East York,
and submitted a written brief with respect thereto;
- Ms. Paige Souter, Toronto, and submitted a written brief with respect thereto;
- Mr. Michael Nasello, Chair of the Board, Centre for Creative Ministries, Toronto;
- Ms. Martha Arbuthnot, Toronto;
- Ms. Margaret Keogh, Centre for Creative Ministries, Toronto;
- Mr. Robert Syme, Minister, Faith Community Church, Toronto;
- Mr. John Carter, Chair, East York LACAC, East York;
- Mr. W.E. Barnett, Chairman, East York Foundation, East York;
- Mr. Terry Russell, President, Toronto Historical Association, Toronto; and
- Ms. Maureen Lindsay, East York.
Councillor Ootes moved:
(1) that the lease between the City of Toronto
and the Centre for Creative Ministries be
extended for a further three years;
(2) that the Commissioner of Economic
Development, Culture and Tourism be requested
to submit a report to the East York
Community Council with respect to funding
opportunities for the Goulding Estate as a
Millennium project and the ultimate return of
the building to the public realm; and
(3) that the Commissioner of Economic
Development, Culture and Tourism, together
with interested community groups, continue to
work with the Tenants towards the restoration
of the Goulding Estate.
Councillor Prue moved, in amendment, that the lease
between the City of Toronto and the Centre for
Creative Ministries be extended for a further one
year.
The foregoing motion by Councillor Prue lost on the following division of votes:

In summary, the action of the East York Community Council is as follows:
The East York Community Council:
(1) recommended to the Corporate Services Committee and Council that the lease between
the Centre for Creative Ministries and the City of Toronto with respect to the
Goulding Estate be extended for a further 3 years;
(2) requested the Commissioner of Economic Development, Culture and Tourism to submit
a report to the East York Community Council with respect to funding opportunities
for the Goulding Estate as a Millennium project and the ultimate return of the
building to the public realm; and
(3) requested the Commissioner of Economic Development, Culture and Tourism, together
with interested community groups, to continue to work with the Tenants towards the
restoration of the Goulding Estate.

5.11 Public Meeting Held in Accordance with the Planning
Act with respect to an Amendment for Zoning By-law
Amendment File No. E.ZBA.4/98 by Peter Pitino
on behalf of 1314661 Ontario Limited - 401 Dawes Road.
At this point in the proceedings, the East York Community Council held a Statutory Public
Meeting in accordance with the Planning Act with respect to an Amendment for Zoning By-law
Amendment File No. E.ZBA.4/98 by Peter Pitino on behalf of 1314661 Ontario Limited - 401
Dawes Road.
The East York Community Council had before it a report (April 9, 1999) from the Director,
Community Planning, East District, reviewing an application
for a Zoning By-law
Amendment that will facilitate the development of the north-east corner of Dawes
Road
and Gower Street with 11 street-front multiple-attached
(townhouse) dwellings; advising that costs associated with
this development will be assumed by the developer; and
recommending that City Council:
(1) approve the application by 1314661 Ontario Limited, to
amend Zoning By-law No. 6752, by rezoning the lands at
401 Dawes Road from Residential R1B toResidential R2A -
Site Specific, which would permit the development of
11 street-front townhouse units; and,
(2) enact the Zoning By-law substantially in the form
attached.
The following persons appeared before the East York Community Council in connection with
the foregoing matter:
- Mr. Mark Frampton, East York, expressing concerns with respect to the height of
the development and shadowing;
- Mr. Chris Chalaidopoulos, East York, expressing concerns with respect to the
height of the development, shadowing, and parking; and
- Mr. Chico Mineque, East York, expressing concerns with respect to shadowing
during the winter and that he does not know
what the rear view of the development will
look like.
Councillor Prue appointed Councillor Ootes Acting Chair, and vacated the Chair.
On motion by Councillor Prue, the East York
Community Council:
(1) based on the findings of fact and
conclusions, recommended to City Council
adoption of the report (April 9, 1999) from
the Director, Community Planning, East
District, subject to the applicant providing
each Member of the East York Community
Council, prior to the meeting of City Council
scheduled to be held on May 11, 1999,
shadowing diagrams showing the impact of
overshadowing on the adjacent residences on
Meighan Avenue as at June 21, at 8:00 p.m.;
and
(2) requested the applicant and City Planning
officials to meet with interested residents
from Dawes Road and Meighan Avenue to discuss
the most appropriate type of trees to be used
in the landscaping of the development to
address the issues of privacy.
Councillor Prue resumed the Chair.

5.12 Recycling Programme - Pilot Project.
The East York Community Council had before it a communication (April 13, 1999) from
Mr. Kevin McGroarty, President, Home Again Recycling Depot, Toronto, requesting the East
York Community Council to consider a pilot project with respect to a proposed recycling
programme to be implemented through the Building and Planning Services, East York Office.
Mr. Kevin McGroarty, President, Home Again Recycling Depot, Toronto, appeared before the
East York Community Council in connection with the foregoing matter.
On motion by Councillor Ootes, the East York
Community Council:
(1) endorsed, in principle, the concept of a
pilot project with respect to a proposed
recycling programme; and
(2) referred the communication (April 13, 1999) from
Mr. Kevin McGroarty, Home Again Recycling Depot,
Toronto, to the Commissioner of Works and Emergency
Services with the request that he submit a report to
the Works and Utilities Committee and the East York
Community Council on how this programme could be
implemented, such report to include comment with
respect to exclusivity.

5.13 Installation of Traffic Control Signs at
O Connor Drive at Northridge Avenue;
O Connor Drive at Glenwood Crescent;
and O Connor Drive at Four Oaks Gate
- ( Ward 1, East York).
The East York Community Council had before the following report and communications:
(i) (April 20, 1999) from the Director, Transportation Services, District 1,
recommending adoption of the report (February 5, 1999) from the General Manager
Transportation Services, subject to traffic conditions in the Glenwood Crescent
environs being assessed three months after the installation of traffic control
signals at the O Connor Drive/Glenwood Crescent intersection, as follows:
(1) that the Urban Environment and Development Committee be advised that based
on a technical assessment, staff concur with the recommendations of the
East York Community Council with respect to the installation of traffic
control signals at the O Connor Drive/Glenwood Crescent intersection,
coincident with the removal of the existing pedestrian crossover, and that
traffic conditions on Glenwood Crescent be investigated 6 months after
installation of the traffic control signals to determine the degree of
traffic infiltration during the morning and afternoon peak periods, with
the findings reported to the East York Community Council;
(2) that in order to implement the East York Community Council recommendation
to square-off the corner of O Connor Drive and Glenwood Crescent,
approval be given to realign the existing curbs at the northeast and
southwest corners of O Connor Drive/Glenwood Crescent intersection; and
(3) that the appropriate City officials be authorized and directed to take the
necessary action to give effect thereto, including the introduction of the
necessary Bill in Council;
(ii) (April 16, 1999) from the City Clerk forwarding Clause No. 2 of Report No. 4 of
the Urban Environment and Development Committee which was adopted, as amended, by
City Council at its meeting on April 13, 14 and 15, 1999;
(iii) (April 20, 1999) from Mr. Derek Gomes, East York, opposing the proposed
installation of traffic control signals;
(iv) (April 22, 1999) from Mr. and Mrs. J. Cribben, East York, opposing the proposed
installation of traffic control signals;
(v) (April 22, 1999) from Mr. C Kyroglou, East York, in support of the proposed
installation of traffic control signals;
(vi) (Undated) from Mr. and Mrs. J. Bintas, East York, opposing the proposed
installation of traffic control signals; and
(vii) (April 29, 1999) from Mr. Anthony Dattolico, East York, in support of the proposed
installation of traffic control signals.
Mr. Brian Barron, Ward 2 Property Owner s Association of East York, appeared before the
East York Community Council with respect to the proposed installation of traffic control
signals at O Connor Drive and Four Oaks Gate.
The Manager, Traffic Operations, District 1 - East District, gave an overhead slide
presentation with respect to the proposed replacement of the existing pedestrian crossover
at the intersection of O Connor Drive and Glenwood Crescent with traffic control signals.
The following persons appeared before the East York Community Council in connection with
the proposed replacement of the existing pedestrian crossover at the intersection of
O Connor Drive and Glenwood Crescent with traffic control signals:
- Ms. Pam Holliday, East York;
- Mr. Ken Bott, East York;
- Mr. Mike Perovic, East York;
- Mr. Rodney Andress, East York, and gave a slide presentation, a copy of which is
on file in the office of the City Clerk;
- Ms. Joyce Nilsson, East York;
- Ms. Cheri Aitken, East York;
- Mr. Peter Fraser, East York;
- Mr. Brian Bates, East York,
- Mr. Kevin Smart, East York;
- Mr. Peter Krakus, East York;

Councillor Prue appointed Councillor Ootes Acting Chair, and vacated the Chair.
The East York Community Council recommended to the Urban Environment and Development
Committee: On motion by Councillor Prue:
(1) adoption of the report (April 20, 1999) from the
Director, Transportation Services, District 1,
subject to amending Recommendation No. (1) to
provide that turn restrictions be instituted at St.
Clair Avenue and St. Columba Place, and St. Clair
Avenue and Rexleigh Drive, at the same time as the
installation of traffic control signals at the
O Connor Drive/Glenwood Crescent intersection, to
ensure that there is no infill of traffic in the
morning;
(2) for the 90 days following the installation of the traffic
control signals at the O Connor Drive/Glenwood Crescent
intersection, the Toronto Police Services be requested to
give top priority to the enforcement of the turn
restrictions in both directions in the morning and
afternoon;
(3) that the Commissioner of Works and Emergency Services be
requested to conduct further studies on additional means of
improving Glenwood Crescent, in particular, the feasibility
of turning Glenwood Crescent south of O Connor Drive into a
one-way street;
Councillor Prue resumed the Chair.
On motion by Councillor Ootes:
(4) that north bound left turn restrictions be implemented at
Rexleigh Drive and Glenwood Crescent during the morning peak
period;
(5) that, should City Council not implement a left turn
restriction on St. Clair Avenue at St. Columba Place, that
there be a right hand turn restriction implemented on St.
Columba Place and Glenwood Crescent;
(6) that right hand turns on a red light be prohibited at
Glenwood Crescent and O Connor Drive;
(7) that consideration be given to implementing one-way east
bound operation on Glenwood Crescent, east of St. Columba
Place;
On motion by Councillor Pitfield:
(8) that the Community Safety Zone currently in effect on
O Connor Drive between Pape Avenue and Woodbine Avenue be
extended to St. Clair Avenue.
Councillor Prue appointed Councillor Ootes Acting Chair, and vacated the Chair.
On motion by Councillor Prue, the East York Community Council
reaffirmed its previous recommendation with respect to the
intersection of O Connor Drive and Four Oaks Gate; viz:
That traffic control signals be installed at the
intersection of O Connor Drive and Four Oaks Gate.
The East York Community Council requested the Commissioner of Works and Emergency Services
to submit a report to the Urban Environment and Development Committee, when this matter is
being considered with respect to:
On motion by Councillor Ootes:
(i) the feasibility of introducing an extended
cycle length at the proposed traffic control
signal at and Glenwood Crescent to discourage
people from using that intersection; and
(ii) further comment on squaring-off the corner
of Glenwood Crescent;
On motion by Councillor Pitfield:
(iii) the feasibility of installing speed bumps on
Glenwood Crescent;
(iv) the possibility of moving the location of the
cross-walk at Glenwood Crescent and O Connor Drive;
and
(v) adjusting the prohibition times of left hand
turns to 6:30 a.m. to 9:30 a.m.

5.14 Pedestrian Safety Concerns -
O Connor Drive at Coxwell Boulevard.
The East York Community Council had before it the following:
(i) communication (April 8, 1999) from Councillor Michael Prue, East York, forwarding
correspondence from Works and Emergency Services, with respect to pedestrian
safety concerns at the intersection of O Connor Drive and Coxwell Avenue; and
(ii) report (April 13, 1999) from the Director, Transportation Services, District 1,
reporting on the feasibility of replacing the fence located on the northwest
corner of O Connor Drive and Coxwell Boulevard with a new chain link fence set
back from sidewalk and to widen the paved walk area for additional pedestrian
space; advising that the estimated cost to replace the fence is $5,000.00 which
can be accommodated in the 1999 Transportation Services Division Operating Budget
request; and recommending that East York Community Council direct staff of the
Transportation Services Division as to whether it wishes to proceed with the
replacement of the existing 2.4m (8 foot) fence with a 1.8m (6 foot) chain link
fence and necessary grading to accommodate a widening of the existing walk by
about 0.5m (2 feet) at the northwest corner of O Connor Drive and
Coxwell Boulevard.
The following persons appeared before the East York Community Council in connection with
the foregoing matter:
- Ms. Joanne Kim, East York; and
- Mr. Owen, East York.
On motion by Councillor Ootes, the East York
Community Council recommended to City Council that
staff of the Transportation Services Division be
directed to replace the existing 2.4m (8 foot) fence
with a 1.8m (6 foot) chain link fence and necessary
grading to accommodate a widening of the existing
walk by about 0.5m (2 feet) at the northwest corner
of O Connor Drive and Coxwell Boulevard.

5.15 Ontario Hydro Forestry
Maintenance Programme.
The East York Community Council had before it a communication (April 8, 1999) from
Councillor Michael Prue, East York, forwarding a communication (March 30, 1999) from Mr.
George Strathearn, Forestry Technician, Central Forestry Services, Ontario Hydro Services
Company, regarding the removal of non-compatible brush and the trimming of branches away
from power lines in the Ontario right-of-way located throughout East York.
On motion by Councillor Ootes, the East York
Community Council received the aforementioned
communication.

5.16 Toronto Police Services
Divisional Boundaries.
The East York Community Council had before it a communication (April 8, 1999) from
Councillor Michael Prue, East York, forwarding correspondence from the Toronto Police
Service regarding the proposed Toronto Police Service divisional boundaries affecting the
community of East York.
The following persons appeared before the East York Community Council in connection with
the foregoing matter:
- Ms. Shaida Addetia, Coordinator, Family and Children s Services, Thorncliffe
Neighbourhood Office, East York;
- Mr. Leonard Linton, President, Leaside Business Park Association, East York; and

The East York Community Council:
On motion by Councillor Pitfield:
(1) referred the written brief submitted by Ms. Shaida Addetia,
Co-ordinator, Family and Children s Services, Thorncliffe
Neighbourhood Office, East York, to the Toronto Police
Services Board with a request that they submit a report
thereon to the next meeting of the East York Community
Council; and
On motion by Councillor Ootes:
(2) requested the Toronto Police Services Board to assign a
representative to meet with Members of the East York
Community Council to discuss the issues raised by
Ms. Addetia in her deputation, such meeting to be held at
the Thorncliffe Community Centre.

5.17 Parking Regulations on Airdrie Road.
The East York Community Council had before it the following:
(i) report (April 13, 1999) from the Director, Transportation Services, District 1,
reporting as requested by East York Community Council on the feasibility of designating
five permit parking spaces on Airdrie Road to specific addresses during the summer months
(May - September) when starlings return and roost in trees on Airdrie Road; advising that
staff do not recommend that parking permits be designated for purchase for selected
residents on a street; that staff continue to recommend a maximum 12 hour parking limit on
the north side of Airdrie Road during this period; that an additional two parking spaces
are available on the north side of Airdrie Road, west of Heather Road, in front of 8
Heather Road; and recommending that the report be received for information;
(ii) report (March 11, 1999) Director, Transportation Services, District 1, responding
to a request from the East York Community Council regarding an amendment to
parking regulations on Airdrie Road to accommodate local residents during the
summer months (May - September) when starlings return and roost in trees on
Airdrie Road; advising that the funds associated with the implementation of the
proposed parking regulation amendments in the estimated amount of $600.00 can be
accommodated within the 1999 Transportation Services Division Operating Budget
request; and recommending that:
(1) a 12 hour parking restriction be implemented on the north side of
Airdrie Road, from a point 15 metres north of Heather Road to a point
19 metres further north thereof, from May 1 to September 31;
(2) parking be prohibited on the north side of Airdrie Road from a point
15 metres north of Heather Road to a point 19 metres further north thereof
from October 1 to April 30;
(3) parking be prohibited on the south side of Airdrie Road, from a point
15 metres north of Heather Road to a point 19 metres further north thereof,
from May 1 to September 31; and
(4) the appropriate City Officials be requested to take whatever action is
necessary to give effect thereto, including the introduction in Council of
any Bills that are required.
The following persons appeared before the East York Community Council in connection with
the foregoing matter:

- Ms. Bonnie Telford, East York.
Councillor Prue appointed Councillor Ootes Acting Chair, and vacated the Chair.
On motion by Councillor Prue, the East York
Community Council, on condition that the issues with
respect to signage and parking limits have been
addressed to the satisfaction of those residents
concerned, recommended to City Council that:
(1) a 12 hour maximum parking limit be
implemented on the north side of Airdrie
Road, from a point 15 metres east of Heather
Road to a point 19 metres further east
thereof, from May 1, to September 30;
(2) parking be prohibited on the north side of
Airdrie Road from a point 15 metres east of
Heather Road to a point 19 metres further
east thereof from October 1, to April 30;
(3) parking be prohibited on the south side of
Airdrie Road, from a point 24 metres east of
Heather Road to a point 10 metres further
east thereof, from May 1, to September 30;
and
(4) the appropriate City officials be authorised
and directed to take the necessary action,
including the introduction of the necessary
Bill in Council, to give effect thereto.
Councillor Prue resumed the Chair.
On motion by Councillor Pitfield, the East York
Community Council requested the Manager, Traffic
Operations, District 1, and Councillor Pitfield, to
meet with the concerned residents with respect to
the signage issues and parking limits and to submit
a report thereon directly to Council for its meeting
to be held on May 11, 1999, when this matter is to
be considered.

5.18 Parking Concerns on South Side of
Fairside Avenue between Mortimer
and Barker Avenues.
The East York Community Council had before it a communication (April 21, 1999) from
Ms. Dympna Callaghan, East York, expressing concerns with respect to parking problems at
the above-captioned location.
On motion by Councillor Ootes, the East York
Community Council referred the aforementioned
communication to the Commissioner of Works and
Emergency Services with the request that he submit a
report thereon to the next meeting of the Community
Council.

5.19 Community Festival Permit Application
Cypriot Community of Toronto Inc.
Summer Festival: June 19 and 20, 1999
Wine Festival: July 31, August 1 and 2, 1999.
The East York Community Council had before it the following:
(i) report (April 26, 1999) from the City Clerk, advising that a Community Festival
Permit Application from the Cypriot Community of Toronto Inc. was received by the
City Clerk s East York Office on April 23, 1999, respecting two proposed community
festivals to be held at 6 Thorncliffe Park Drive on June 19 and 20, 1999 for a
Summer Festival, and July 31, August 1 and 2, 1999 for a Wine Festival; that the
purpose of the events is to raise funds for the Cypriot community; further
advising that the Medical Officer of Health, Fire Chief, Commissioner of Economic
Development, Culture and Tourism, and the Commissioner of Urban Planning and
Development Services have been requested to report directly to the Community
Council with respect to this matter;
(ii) communication (April 27, 1999) from the Manager, Plan Review and Inspections, East
District Field Office, Urban Planning and Development Services, advising that the
Building Division has no objections to the application for the festivals; and
recommending that the Cypriot Community of Toronto Inc. enter into an undertaking
with the City to remove all stages, tent framework and other accessory structures
from the site at the conclusion of the festivals;
(iii) communication (April 26, 1999) from the Manager, Community Planning,
East District, Urban Planning and Development Services, advising that the Planning
Division has no concerns regarding this application provided the requirements of
By law No. 384-1998 are met;
(iv) communication (April 26, 1999) from the Manager, Parks and Recreation,
East District, South Region, Economic Development, Culture and Tourism,
recommending that the permit be issued subject to the following conditions:
(1) the applicant shall be responsible for arranging the private collection and
disposal of all waste generated from these festivals;
(2) where the festival takes place outdoors, the applicant shall ensure that
adequate containers and provided to control litter and that the containers
are emptied on a regular basis to ensure that litter does not become a
problem on the permitted or surrounding properties;
(3) for any portion of the event to be held outdoors, the applicant shall
ensure that there is provision of barriers for liquor control, portable
washrooms and increased security; and
(4) for the protection of nearby residents, the sound pressure level shall not
exceed 100 decibels, measured at a 100 foot radius. Noise levels above
this limit are prohibited. Amplified sound shall cease in accordance with
the following schedule:
Summer Festival: Saturday, June 19, 1999 at 12:00 midnight;
Sunday, June 20, 1999 at 11:00 p.m.;
Wine Festival: Saturday, July 31, 1999 at 12:00 midnight;
Sunday, August 1, 1999 at 11:00 p.m.; and
Monday, August 2, 1999 at 11:00 p.m.
(vi) communication (April 28, 1999) from the Inspector, Fire Prevention Division, Fire
Services, advising that the premises currently meets the requirements of the
Department; that the Department has no objections in providing the requested
festival permits providing that the following requirements are adhered to:
(1) no open flames, i.e., candles, permitted on tables, etc.;
(2) all decorative materials are to be of non-combustible material or treated
for flame resistance;
(3) provide and maintain clear aisles to all exit doors;
(4) all food preparation will be done in the kitchen area;
(5) provide additional portable fire extinguishers as may be required;
(6) flammable compressed gas cylinders (propane) are not to be stored or used
inside the building; and
(7) provide a hydro certificate for all new outside electrical work; and
(vii) communication (April 28, 1999) from the Manager, Healthy Environments,
East Region, Public Health, advising that past experience with this event has
revealed that food storage, preparation and serving practices have been carried
out in a satisfactory manner; that preliminary investigations and on-site
inspections conducted last year revealed no public health concerns; and that
preliminary investigations for this event will take place over the next week.
On motion by Councillor Ootes, the East York
Community Council recommended to City Council:
(1) that the Summer Festival to be held on
Saturday and Sunday, June 19 and 20, 1999,
and the Wine Festival to be held on Saturday,
Sunday and Monday, July 31, August 1 and 2,
1999, hosted by the Cypriot Community of
Toronto Inc., be deemed as Community
Festivals in the community of East York; and
(2) that Council sanction and grant the Community
Festival permits for the Summer and Wine
Festivals, subject to the following terms and
conditions:
(i) the receipt of the second $250.00
Licence Fee to be applied against the
Wine Festival;
(ii) certificate of insurance evidencing a policy
of insurance held by the Registered Owner of
the Festival Site beyond July 31, 1999;
(iii) Section 3.2(f) of the former Borough of
East York By-law No. 67-95 regarding security
provisions for the Wine Festival and the
Summer Festival be waived provided that the
Cypriot Community of Toronto Inc. provides
approximately five to ten security officers
from their membership who will oversee the
security for each festival;
(iv) the applicant shall be responsible for
arranging the private collection and disposal
of all waste generated from the two
festivals;
(v) adequate garbage containers shall be supplied
to the outdoor festival area to control
litter within the permitted area or the
surrounding properties;
(vi) appropriate barriers for liquor control shall
be erected, portable washrooms and increased
security to be implemented as appropriate;
(vii) the festival shall close at 1:00 a.m. in
accordance with the submitted applications
and that amplified sound cease in accordance
with the following schedule:
Summer Festival:
Saturday, June 19,
1 9 9 9
at 12:00 midnight;
Sunday, June 20, 1999
at 11:00 p.m.;
Wine Festival: Saturday, July 31,
1999 a t 1 2 : 0 0
midnight;
Sunday, August 1, 1999
at 11:00 p.m.; and
Monday, August 2, 1999 at 11:00 p.m.;
(viii) the applicant shall adhere to
the standard conditions
imposed by the City of Toronto
Fire Services as follows:

5.20 Toronto Region Conservation Authority
Shoring Up of Eroding Ravine Properties.
The East York Community Council had before it a communication (April 23, 1999) from
Councillor Jane Pitfield, East York, recommending that the East York Community Council
request the Toronto Region Conservation Authority to complete the shoring up of eroding
ravine properties in East York as soon as possible to avert potential tragedy.
Councillor Prue declared a conflict of interest with respect to this matter and advised
that the nature of his interest is that his principal residence is immediately adjacent to
Toronto Region Conservation Authority property.
Councillor Prue appointed Councillor Pitfield Acting Chair, and vacated the Chair.
On motion by Councillor Ootes, the East York
Community Council adopted the recommendation
contained in the aforementioned communication.

5.21 Sewer Easement between
53 - 55 Douglas Crescent.
The East York Community Council had before it a confidential report (April 27, 1999) from
Mr. C.M. Loopstra, Loopstra, Nixon and McLeish.
The following persons appeared before the East York Community Council in connection with
the foregoing matter:
- Mr. Don Cashen, East York; and
- Mr. Randy Eadie, Jasamax Holdings, Markham.
On motion by Councillor Pitfield, the East York
Community recessed to meet in camera.
The East York Community Council resumed immediately after the in camera session with the
following members present:
Councillor Prue; Chair
Councillor Pitfield; and
Councillor Ootes.
On motion by Councillor Pitfield, the East York
Community Council unanimously recommended to the
Budget Committee and Council adoption of the
following recommendations embodied in the
confidential report (April 27, 1999) from Mr. C.M.
Loopstra, Loopstra, Nixon and McLeish:
(1) that the owners of 53 and 55 Douglas Crescent
be offered a lumpsum payment of $30,000.00
($15,000.00 to each property owner) in full
settlement of all claims known or which could
be reasonably known to the owners against the
City with respect to the easement, the City
works located within the easement, the
damages to the easement and adjoining lands
and buildings and incidental damages;
(2) that the settlement funds include the cost of
replacing the semi-detached garages by the
owners;
(3) that the City will undertake all necessary
restoration work of the driveway and
landscaping damaged by the restoration and
repair work;
(4) that the owner be required to execute a
release satisfactory to the City Solicitors;
and
(5) that the City provide the owners with an
engineering opinion, on the completion of all
restoration and repair work, confirming that
the work on stabilizing the soils and
completing the underground repairs since
September 1996, has not had a detrimental
impact on the adjoining residential
buildings, namely, 53 and 55 Douglas
Crescent.

5.22 Installation of Footbridge over
CP Rail Tracks by Loblaws.
On motion by Councillor Pitfield, the East York
Community Council requested the Commissioner of
Urban Planning and Development Services to submit a
report to the meeting of the East York Community
Council scheduled to be held on May 26, 1999, with
respect to the previous intention of Loblaws on
Redway Road to install a footbridge over the CP Rail
tracks to enable residents of Southvale Avenue and
Millwood Road more easy access to Loblaws.

5.23 Feasibility of Installation of a Sidewalk on the
North and East Sides of Leaside Memorial Gardens.
On motion by Councillor Pitfield, the East York
Community Council requested the Commissioner of
Works and Emergency Services to submit a report to
the meeting of the East York Community Council
scheduled to be held on May 26, 1999, on the
feasibility of installing a sidewalk on the north
and east sides of the Leaside Memorial Gardens
property, extending from the entrance to Leaside
Memorial Gardens to the foot of the CPR bridge
overpass; and that the sidewalk be set back from the
curb with foliage for shade and security.

5.24 Postal Trucks on Krawchuk Lane.
The East York Community Council had before it a petition, submitted by Councillor Pitfield
on behalf of the residents of the Cornerstones of Millwood townhouse complex, with respect
to the flow of postal trucks on Krawchuk Lane from the postal outlet on Laird Drive.
On motion by Councillor Pitfield, the East York
Community Council referred the aforementioned
petition to the Commissioner of Works and Emergency
Services with a request that he submit a report
thereon to the next meeting of the East York
Community Council scheduled to be held on May 26,
1999.

5.25 Customer Parking on East Side of
Bayview Avenue.
The East York Community Council received a parking survey conducted by
Councillor Pitfield, with respect to the implementation of customer parking on the east
side of Bayview Avenue between 7:00 a.m. and 9:00 a.m. in addition to the existing hours
allowed.
On motion by Councillor Pitfield, the East York
Community Council requested the Commissioner of
Works and Emergency Services to submit a report to
the next meeting of the East York Community Council
scheduled to be held on May 26, 1999, with respect
to the feasibility of conducting a pilot study with
respect thereto.
