Appointments to Official Plan Council Reference Group

(City Council on March 2, 3 and 4, 1999, amended this Clause by adding thereto the following:

"It is further recommended that the Commissioner of Urban Planning and Development Services be requested to notify all Members of Council of the meetings of the Official Plan Council Reference Group.")

The Striking Committee recommends that:

(1)the six Members of Council to be appointed to the Official Plan Council Reference Group comprise one Member from each of the former municipalities; and

(2)in accordance with the foregoing Recommendation No. (1), the following six Members of Council be appointed to such Council Reference Group, in addition to the Chair of the Urban Environment and Development Committee (Councillor J. Pantalone), who shall Chair the said Council Reference Group:

C. Ootes(East York)

G. Lindsay Luby(Etobicoke)

M. Feldman(North York)

R. Moeser(Scarborough)

K. Rae(Toronto)

J. Mihevc(York)

for a term of office expiring November 30, 2000.

The Striking Committee submits the following communication (March 3, 1999) from the City Clerk:

City Council on March 2, 1999, adopted, as amended, Clause No. 2 contained in Report No. 3 of the Urban Environment and Development Committee, headed "The Framework for the New Official Plan for Toronto".

In adopting the Clause, as amended, City Council decided, in part, to establish an Official Plan Council Reference Group to guide the process, such Group to comprise 7 Members of Council, one of whom shall be the Chair of the Urban Environment and Development Committee who will Chair the Group, and to request the City Clerk to canvass Members of Council for their interest and submit the names of interested persons to the Striking Committee.

The Striking Committee also had before the following communications:

(a)(March 3, 1999) from the City Clerk submitting a list of Members of Council who have indicated an interest in being appointed to the Official Plan Council Reference Group;

(b)(March 3, 1999) from Councillor Bruce Sinclair, Rexdale-Thistletown, advising, for reasons outlined in this communication, that he would like to withdraw his name from the aforementioned list; and

(c)(March 3, 1999) from Mr. David Vallance, Past Chair, Confederation of Resident and Ratepayer Associations (CORRA) Toronto, advising that the members present at the monthly meeting of CORRA on March 3, 1999, approved a motion that at least three members of Toronto Community Council be appointed as members of the aforementioned Council Reference Group.

The following Members of Council appeared before the Striking Committee in connection with the foregoing matter:

-Councillor Joanne Flint, North York Centre South;

-Councillor Pam McConnell, Don River; and

-Councillor Ron Moeser, Scarborough Highland Creek.

(A copy of the aforementioned Clause No. 2 contained in Report No. 3 of the Urban Environment and Development Committee, headed "The Framework for the New Official Plan for Toronto", is on file in the office of the City Clerk.)

Appointment to the Board of Directors of the

Toronto Child Abuse Centre

(City Council on March 2, 3 and 4, 1999, adopted this Clause, without amendment.)

The Striking Committee recommends that Councillor Michael Prue be appointed to the Board of Directors of the Toronto Child Abuse Centre (formerly called The Metropolitan Toronto Special Committee on Child Abuse) for a term of office expiring on November 30, 2000, and/or until his successor is appointed.

The Striking Committee reports, for the information of Council, having been advised that the City Clerk's office canvassed Members of Council on February 23, 1999, for their interest in being appointed to the Toronto Child Abuse Centre, and that Councillor Michael Prue indicated his interest.

The Striking Committee submits the communication (February 3, 1999) from Ms. Susan Hunter, Executive Director, Toronto Child Abuse Centre:

I am writing on behalf of the Board of Directors of Toronto Child Abuse Centre. Formerly called The Metropolitan Toronto Special Committee on Child Abuse, the agency was founded as a Chairman's Committee in 1981. Incorporated as a not-for-profit, charitable organization in 1984, the by-laws of the agency state that a member of Council will have a position on the Board.

Until her retirement from city politics, this position was ably filled by Councillor Bev Salmon. However, we have not had a City Councillor on the Board since Ms. Salmon's retirement. The agency has a long history of working positively with what was formerly Metro Council and we would like to maintain this relationship.

Having talked with a number of people in the community, with the Executive members of Toronto Child Abuse Centre and with Councillor Michael Prue himself, we are requesting that Councillor Prue be appointed to this position on the Board of Directors.

I appreciate your assistance in facilitating this action. Please do not hesitate to contact me if there are any further steps that are required.
