1. TORONTO CYCLING MASTER PLAN STUDY - BICYCLE PARKING ISSUES.

Advising that the Toronto Cycling Committee on November 22, 1999, identified specific policy and program issues as
discussion topics relating to the Toronto Cycling Master Plan Study; and that he will be making a presentation on various
bicycle parking issues, as outlined in the communication, at the meeting on February 14, 2000.
(PLEASE NOTE THAT THE COMMITTEE HAS ALLOCATED A MAXIMUM OF 1.25 HOURS FOR DISCUSSION
ON THIS TOPIC.)
2. SUB-COMMITTEE RECOMMENDATIONS ON SMOG ISSUES
FOR INCLUSION IN THE CYCLING MASTER PLAN STUDY.

Forwarding, as requested by the Toronto Cycling Committee at its meeting on January 17, 2000, the suggestions of
Members of the Sub-Committee on smog reduction, grouped according to the following subject matter:
- reducing car use/emissions;
- reducing car emissions;
- street design;
- increasing TTC use;
- increasing bicycle use;
- City design;and
- car design.

Advising that the Sub-Committee at its meeting on January 25, 2000, recommended that the recommendations contained in
the communication respecting smog reduction be included in the Final Report of the Toronto Cycling Master Plan Study;
and further, that City Council request the provincial and federal governments to remove the retail sales tax and the GST on
bicycles and safety equipment such as helmets to make them more affordable and to encourage their use.
3. REQUEST FOR AUTHORIZATION TO SOLICIT DONATIONS.

Advising that the Sub-Committee at its meeting on January 25, 2000, recommended to the Toronto Cycling Committee
that a $1.00 or $2.00 donation to support the City's bicycle safety education programs be solicited at the Bicycle Show and
at other events throughout the year in association with the distribution of the free Bike Map.
4. APPLICATION TO THE TORONTO DISTRICT SCHOOL BOARD
FOR STANDING AS A COMMUNITY LIAISON GROUP.

Advising that the Sub-Committee at its meeting on January 25, 2000, recommended to the Toronto Cycling Committee
that it apply to the Toronto District School Board for standing as a Community Liaison Group as a means of facilitating
communication between the School Board and the Committee, and appoint two Members of the Committee as its
representatives.
5. GRANT APPLICATIONS FOR SAFETY EDUCATION PROGRAMS.

Advising that in order to support the CAN-BIKE program and the Road and Trail Safety Ambassadors Program, grants are
being written to potential funding agencies; providing, for the information of the Committee, a Summary of Proposal for
the CAN-BIKE Development Project recently submitted to the Ontario Neurotrauma Foundation; and attaching letters of
support garnered on our programs from the Regional Coroner for Toronto, the Ministry of Transportation, the Toronto Star,
the Ontario Cycling Association and Toronto Public Health.
6. COMMUNICATION RESPECTING PEDESTRIAN SAFETY.

Advising that she is 75 years old and has suffered enormous pain and inconvenience as a result of being struck by a passing
cyclist while crossing the road at an intersection in August 1999; that since that time, the health system has suffered
enormous expense for her care; that she has become very bike conscious and sees many bikers who totally disregard the
rules of the road; and expressing her hope that the Committee can find some way to instil respect for the rules into these
people.
