1. TORONTO CYCLING MASTER PLAN STUDY - EDUCATION ISSUES.

Advising that the Toronto Cycling Committee on November 22, 1999, identified specific policy and program issues as
discussion topics relating to the Toronto Cycling Master Plan Study; that a panel of experts in driver/cyclist education and
training will present information on a variety of road user education programs at the meeting on March 20, 2000; and
suggesting that any policy recommendations be forwarded to the Toronto Cycling Master Plan Study Team for
consideration for inclusion in the Master Cycling Plan, or alternatively, recommendations be forwarded to the Education
and Safety Sub-Committee for consideration prior to submission to the Study Team.
(PLEASE NOTE THAT THE COMMITTEE HAS ALLOCATED A MAXIMUM OF 1.25 HOURS FOR DISCUSSION
ON THIS TOPIC.)
2. RECOMMENDATIONS OF THE NETWORK PLANNING AND FACILITIES SUB-COMMITTEE ON SMOG
REDUCTION.

Responding to a request by the Toronto Cycling Committee at its meeting held on February 14, 2000, for submission of
revised recommendations on smog issues, approved by the Sub-Committee, for consideration of the Toronto Cycling
Master Plan Study Team on the following subject matters:
- reducing motor vehicle use;
- reducing emissions;
- increasing bicycle use;
- city design.
3. TORONTO CYCLING MASTER PLAN STUDY - BICYCLE PARKING ISSUES.

Responding to a request by the Toronto Cycling Committee at its meeting held on February 14, 2000, for a report on policy
recommendations on bicycle parking issues for the Toronto Cycling Master Plan Study; advising that the draft
recommendations on bicycle parking issues contained in the report have been revised to reflect the suggestions made by the
Committee; that the recommendation will be forwarded to the Cycling Master Plan Study Team for consideration as part of
the Toronto Cycling Master Plan report; and recommending that the Committee provide comments on the suggested draft
recommendations.
4. REQUEST FOR COMMITTEE ENDORSEMENT OF URBAN DEVELOPMENT SERVICES DEPARTMENT

Responding to a request from the Toronto Cycling Committee on February 14, 2000, for a report on authorization from the
Committee to solicit donations; advising that a full report on the subject matter will follow; and advising that Ms. Barbara
Wentworth, Bicycle Safety Coordinator, will be submitting a report to the Committee with respect thereto on
March 20, 2000.
5. ACTION BY CITY COUNCIL - "PROVISION OF BICYCLE PARKING WITH THE CONVERSION TO
PAY-AND-DISPLAY ON-STREET PARKING".

Advising, for information, that the Council of the City of Toronto on February 1, 2 and 3, 2000, adopted, without
amendment, Clause No. 20 contained in Report No. 1 of The Works Committee, headed "Provision of Bicycle Parking
with the Conversion to Pay-and-Display On-Street Parking".
6. UPDATE ON TORONTO CYCLING MASTER PLAN STUDY.

(1) tentative schedule of completion of key study tasks;
(2) draft table of contents; and

7. TORONTO INTERNATIONAL BICYCLE SHOW.

Providing information on the seminars hosted by the Committee and the display booth at the Toronto International Bicycle
Show from March 3 to 5, 2000; advising that the booth was utilized to display information on the Cycling Master Plan, the
Toronto Cycling Map and the Toronto Cycling Committee programs; and that hand outs were also available on the cycling
trail in rail and hydro corridors.
