Requesting permission to make a deputation to explain the results of the national and provincial studies with regard to
helping people see the risk in their everyday lives and show them how to take those risks in the smartest way possible so
that they can live their lives to the fullest.
2. PROPOSED TWINNING OF PEACE BRIDGE
CANADA/UNITED STATES BORDER CROSSING (ALL WARDS)

Advising City Council of the proposed twinning of the Peace Bridge border crossing between Canada (Fort Erie, Ontario)
and the United States (Buffalo, New York) and the City's interests in this matter; and recommending that:
(1) Council advise the Federal and Provincial governments, through the Prime Minister and the Premier, respectively, the
Association of Municipalities of Ontario, the Greater Toronto Services Board, the Governor of New York and the Mayor of
Buffalo, that the City of Toronto supports the proposed twinning of the Peace Bridge and urges all parties involved in
effecting the implementation of the new bridge to work cooperatively to complete this project as early as possible; and
(2) the appropriate City officials be authorized and directed to take the necessary action to give effect thereto.
3. HANLAN'S POINT - CLOTHING OPTIONAL
BEACH PILOT PROJECT (DOWNTOWN)

Providing an update on the Clothing Optional Beach Pilot Project at Hanlan's Point on the Toronto Islands during 1999,
and recommending that:
(1) Council approve an extension to the pilot project for two operating seasons in 2000 and 2001;
(2) further analysis and study on the issue of safety supervision and the provision of lifeguards on the clothing optional
beach be conducted and a further report be forwarded to the Economic Development and Parks Committee by January
2001;
(3) a program for providing improved directional signs and limited promotional materials be implemented for 2000;
(4) the City Solicitor be requested to report on any by-law changes and outstanding legal issues to extend the pilot project;
and
(5) the appropriate City officials be authorized and directed to take the necessary action to give effect thereto.
4. PARK IMPROVEMENTS - DONATION TO
COMMEMORATE THE VICTIMS OF THE IRISH FAMINE

Outlining the conditions whereby the Irish Community in Toronto will donate and dedicate a waterfront park area to
commemorate the victims of the Irish Famine, and recommending that:
(1) Council approval, in principle, be given to accept the donation by the Canadian Irish Community of park improvements
and a legacy maintenance fund to commemorate the victims of the Irish Famine;
(2) the final location of the waterfront park area, the proposed name of the park area and the detailed design and
implementation schedule, including the results of the historical and heritage significance of the Irish Famine Victims who
relocated to Toronto, be the subject of a further report to the Toronto Community Council; and
(3) the appropriate City officials be authorized and directed to take the necessary action to give effect thereto.
5. TRANS CANADA TRAIL PROPOSED IN THE CITY OF TORONTO

Reporting on the development of the Trans Canada Trail; identifying the City of Toronto's potential participation through
the identification of a trail route through the City and the siting of one or more Trans Canada Trail pavilions at appropriate
locations along that route; and recommending that:
(1) Council endorse, in principle, the concept of the Trans Canada Trail travelling through the City of Toronto;
(2) Council endorse the registration of those sections of the existing Waterfront Trail route, from the western City
boundary at the Etobicoke Creek to, and including, the Eastern Beaches, as part of the Trans Canada Trail (Attachment No.
1 - "Existing Waterfront Trail/Proposed Trans Canada Trail Route");
(3) Councillors and communities be requested to assist in identifying other appropriate Trans Canada Trail routes within
the City;
(4) the Commissioner of Economic Development, Culture and Tourism be requested to work with the Trans Canada Trail
Foundation and the Ontario Trails Council to site one or more Trans Canada Trail pavilions along the proposed Trail route;
and
(5) the appropriate City officials be authorized and directed to take the necessary action to give effect thereto.

Forwarding the Business Improvement Areas (BIAs) annual operating budgets for approval by Council as required by
Section 220 of the Municipal Act, as amended; advising that Council approval is required to permit the City to collect
funds through the tax levy on behalf of the BIAs; and recommending that:
(1) the Economic Development and Parks Committee adopt and certify to City Council the 2000 expenditure requests of

7. APPOINTMENTS TO FORT YORK COMMUNITY
MUSEUM MANAGEMENT BOARD AND THE
PIER COMMUNITY MUSEUM MANAGEMENT BOARD

Implementing Council's process for appointing Members of Council to the Fort York Community Museum Management
Board and The Pier Community Museum Management Board; and recommending that:
(1) the Economic Development and Parks Committee give consideration to Members' preferences outlined in Schedule 1,
and recommend to City Council the appointment of Members of Council to:
(i) the Fort York Community Museum Management Board; and
(ii) the Pier Community Museum Management Board;
for a term of office expiring November 30, 2000, and until their successors are appointed; and
(2) the appropriate City officials be authorized and directed to take the necessary action to give effect thereto.
8. APPOINTMENTS TO THE BOARDS OF MANAGEMENT

Advising that changes to membership of Boards of Management for Business Improvement Areas require Council
approval and a by-law amendment; appending Attachment No. 1, Schedule A, the (former Toronto) Municipal Code,
Chapter 20, detailing such amendments and Attachment No. 2 listing the names of nominees to be appointed to the Boards;
and recommending that:
(1) amendments be made to Schedule "A", Individual Boards of Management of the (former Toronto) Municipal Code
Chapter 20, Business Improvement Areas, as set out in Attachment No. 1; these changes are specific to the Number of
Members and Members Needed for Quorum and are highlighted by "Changes From and To";
(2) Council appoint the nominees listed in Attachment No. 2 to the Boards of Management for Kennedy Road, Old
Cabbagetown, Mimico-by-the-Lake, and Pape Village Business Improvement Areas;
(3) the term of office to the Boards is to expire on November 30, 2000, or as soon thereafter as successors are appointed;
each of the named nominees meets the requirements of Section 220 of the Municipal Act, as amended;
(4) leave be granted for the introduction of the necessary bill in Council to give effect thereto; and
(5) the appropriate City officials be authorized and directed to take the necessary action to give effect thereto.

Advising that the Toronto Community Council, at its meeting held on January 18, 2000, forwarded to the Economic
Development and Parks Committee for consideration a communication (December 2, 1999) from Councillor Betty Disero,
Davenport, respecting the formation of a Business Improvement Area on St. Clair Avenue West, between Westmount
Avenue and Glenholme Avenue, and recommending that City Council instruct staff to conduct a formal poll in the area
identified for purposes of establishing such a Business Improvement Area.

endorsing, in principle, the introduction of a Provincial Visiting Player Tax to fund sports and recreation activities in
