Advising that the Environmental Task Force held its final meeting on February 21, 2000; forwarding the recommendations
of the Environmental Plan, which is the result of 24 months of work by the Environmental Task Force and many others;
further advising that the Environmental Plan will be considered by the Policy and Finance Committee on March 28, 2000;
and recommending that the Environmental Plan "Clean, Green and Healthy - A Plan for an Environmentally Sustainable
Toronto" be received for information.
2. PROPOSED SOLID WASTE MANAGEMENT REQUIREMENTS FOR DEVELOPMENTS AND
REDEVELOPMENTS.

collection by-law attached to this report; advising that there are no financial implications as a result of this report; and
recommending that:
(1) this report be received for information; and
(2) any comments regarding the proposed by-law be forwarded no later than April 12, 2000 to the contact noted at the end
of this report.
4. REQUEST FOR VARIANCE FROM SIGN BY-LAW REQUIREMENTS FOR THE "SAVE A CENTRE"
FOOD MART, AT 45 OVERLEA BOULEVARD.

Reporting on an application by "Save a Centre" food mart to install 5 facial signs not in compliance with the sign by-law
requirements for the community of East York; advising that there are no financial implications; and recommending that:
(1) Council deny the variances from the Sign By-law requirements to permit the installation of facial signs, exceeding the
permitted height and number of signs on the same wall elevation, for the "Save a Centre" food mart, at
45 Overlea Boulevard; OR
(2) if Council wishes to permit these facial signs, to do so by way of a Site Specific Sign By-law amendment, for the "Save
a Centre" food mart, at 45 Overlea Boulevard; and
(3) the appropriate City officials be authorized and directed to take the necessary action to give effect thereto.
5. FLORIDA RESTAURANT BOULEVARD CAFÉ/PATIO - 940 PAPE AVENUE EXTENSION OF THE
HOURS THAT ALCOHOLIC BEVERAGES CAN BE SERVED ON THE PATIO.

Reporting on a request by the owner of the Florida Restaurant to extend the hours that alcoholic beverages may be served
on the boulevard café/patio on the Westmount Avenue flank of 940 Pape Avenue from 10:30 p.m. to 2:00 a.m. and
recommending that:
(1) City Council deny the applicant's request for an extension of the hours that alcoholic beverages may be served on the
boulevard café/patio on the Westmount Avenue flank of 940 Pape Avenue, from 10:30 p.m. to 2:00 a.m.
OR
(2) (a) City Council approve the applicant's request for extension of the hours that alcoholic beverages may be served on
the boulevard café/patio on the Westmount Avenue flank at 94 Pape Avenue, from 10:30 p.m. to 2:00 a.m.;
(b) that approval be granted subject to the applicant complying with the criteria set out in By-law No. 16-97, of the former
Borough of East York;
(c) that the applicant enter into an agreement with the City of Toronto which reflects the change in hours; and
(d) that staff be requested to report back to the East York Community Council on the operation of the café under the
extended hours after the 2000 café season.
6. PROPOSED STREET NAMING POLICY.

Advising that at its meeting on February 7, 2000 the Works Committee forwarded the attached report (January 21, 2000)
from the Commissioner of Works and Emergency Services, respecting a policy for selecting and changing the names of
streets and lanes, to the Community Councils for comment and requesting the Community Councils to forward such
comments to the Works Committee for its meeting scheduled to be held on April 19, 2000.
7. LOCATION FILMING ON COXWELL AVENUE.

Responding to East York Community Council's request to the Commissioner of Economic Development, Culture and
Tourism to report on location filming in the Coxwell-O'Connor area; and recommending that pending the full
amalgamation of the film services of the City, the Works and Emergency Services Department, Transportation Services
Division, Right of Way Management, District 1 East (East York Community Council) issue location filming permits in
accordance with amalgamated By-law No. 170-1999 and follow the Filming Guidelines and Code of Conduct adopted at
Toronto City Council on April 9, 1999.
8. TRAFFIC POLL RESULTS: IMPLEMENTATION OF A PARTIAL ONE-WAY SOUTHBOUND TRAFFIC
OPERATION ON KRAWCHUCK LANE FROM THE SOUTH LIMIT OF THE POST OFFICE ACCESS TO
MILLWOOD ROAD.

Reporting on the results of a traffic poll conducted on Krawchuk Lane, Malcolm Road and at 928 Millwood Road
regarding the implementation of a partial one-way southbound traffic operation on Krawchuk Lane from the south limit of
the Post Office access to Millwood Road; advising that there are no financial implications; and recommending that the
East York Community Council consider the poll results and determine whether or not to implement a partial one-way
southbound traffic operation on Krawchuk Lane from the south limit of the Post Office access to Millwood Road.
9. PROPOSED TURN PROHIBITIONS LAIRD DRIVE AND VANDERHOOF AVENUE.

Reporting on the turn prohibitions proposed to be implemented in conjunction with the installation of traffic control signals
at the intersection of Laird Drive and Vanderhoof Avenue; advising that the costs associated with the installation of signs
enacting the proposed turn prohibitions is estimated to be approximately $600.00 and is contained within the
Transportation Services Division 2000 Operating Budget interim appropriations; and recommending that:
(1) eastbound left and through movements and westbound through movements be prohibited at all times at the intersection
of Laird Drive and Vanderhoof Avenue in conjunction with the installation of the previously approved traffic control
signals; and
(2) the appropriate City officials be authorized and directed to take the necessary action to give effect thereto.
10. INTERSECTION RECONSTRUCTION O'CONNOR DRIVE AND GLENWOOD CRESCENT.

Seeking authorization to proceed with the reconstruction of O'Connor Drive and Glenwood Crescent in conjunction with
the installation of traffic control signals previously approved by Council; advising that funds to undertake the necessary
work in the estimated amount of $40,000.00 are included in the Transportation Department's 2000 Capital Budget
(Account No. TR031); and recommending that:
(1) the south-west corner radius of the intersection of O'Connor Drive and Glenwood Crescent be reduced from 50 metres
to approximately 7.6 metres, and that the south-east corner be constructed to a more uniform radius of 7.6 metres as shown
on attached print of Drawing No. 421F - 5638 dated March 2000; and
(2) the appropriate City officials be authorized and directed to take the necessary action to give effect thereto.
11. ADJUSTMENT OF ON-STREET PERMIT PARKING HOURS OF OPERATION ON FORMER
MUNICIPAL BOUNDARY STREETS IN THE COMMUNITY OF EAST YORK AND TORONTO.
