1. HARMONIZATION OF TRANSIT SHELTER AGREEMENTS.

Advising that the Committee, at its meeting on December 1, 1999, had before it a report (November 29, 1999) from the Commissioner of Works and Emergency Services recommending that:

(1) it be the goal of the City over time to have a single agreement for advertising on transit shelters;

(2) in order to move towards a single agreement and open the process to public tendering within a reasonable time frame, staff be directed to negotiate with Mediacom Inc. to extend the existing Metro and North York agreements to 2005 (the year the Toronto agreement expires) in return for additional benefits to the City including but not limited to elimination of existing District 3 costs; and

(3) staff report back on the results of the negotiations;

and further advising that the Committee deferred consideration of the aforementioned report and the following motion until its next meeting, scheduled to be held on January 12, 2000, as a deputation item:

Moved by Councillor Fotinos:

"That the report be adopted, and further that the Commissioner of Works and Emergency Services be requested to:

(1) consider the results of the Request for Proposals process in Mississauga as part of the negotiations;

(2) consult with the Toronto Transit Commission on the contract recently awarded by the TTC;

(3) also revisit the option of harmonization of all of the agreements; and

(4) report back to the Committee in three months' time on the results of these negotiations".

Advising that City Council at its meeting held on November 23, 24 and 25, 1999, had before it Clause No. 1 contained in Report No. 5 of The Works Committee, headed "Prince Edward Viaduct - Don Section Structure Modification, Contract No. T-71-99 (Midtown - Don River)"; and directed that the aforementioned Clause be struck out and referred back to the Works Committee for further consideration at its next meeting to be held on December 1, 1999.

3a. Commissioner of Works and

Recommending that the recommendations contained in the report to the Works Committee dated October 20, 1999, from the Commissioner of Works and Emergency Services be adopted, namely that:

(1) Contract No. T-71-99, Tender Call No. 222-1999 for the installation of a safety fence on the Prince Edward Viaduct be cancelled;

(2) the Commissioner of Works and Emergency Services be authorized to issue a new Request for Proposals with a maximum budget of $2.5 million, to solicit new design concepts and full engineering services for this project, based on a design/build concept, with the submission being evaluated by a similar Project Steering Committee comprised of representatives from:

(a) the Schizophrenia Society of Ontario;

(b) the Council on Suicide Preventions;

(c) the Toronto Historical Board/Heritage Toronto;

(d) Architecture and Civic Improvements, City Planning;

(e) the Public Art Policy Advisory Committee; and

(f) the Technical Services Division, Works and Emergency Services Department; and

(7) the appropriate City of Toronto officials be directed to take the necessary action to give effect thereto.

3b. Ms. Karen Letofsky, Executive Director,

4. PROPOSED STREET NAMING POLICY.

(1) the Street Naming Policy, outlined in Attachment No. 1, be circulated to the Community Councils for comment; and

(2) the Community Councils be requested to forward their comments to the Works Committee by January 30, 2000, for processing through to City Council.

5. PROCEDURE FOR ELIMINATING DUPLICATE STREET NAMES.

Recommending that:

(1) the process of eliminating duplicate and triplicate street names on the basis of minimum number of occupants on the streets to be renamed, tentatively identified in Attachment No. 1, be approved in principle;

(2) the options for selecting new names for the duplicate and triplicate names, as outlined in this report, be approved in principle;

(3) once a policy for the selection of street names has been adopted by City Council, the affected ratepayer groups and local associations be notified of the foregoing and be requested to submit an appropriate name for the street to be renamed; and

(4) the appropriate City officials be authorized and directed to take the necessary action to give effect thereto.

6. PROPOSED TRAFFIC CONTROL SIGNALS -

2440 DUNDAS STREET WEST, NORTH OF CHELSEA AVENUE.

(1) traffic control signals be installed on Dundas Street West at the access to the IGA-Price Chopper supermarket at 2440 Dundas Street West, north of Chelsea Avenue in conjunction with the opening of the supermarket; and

(2) the appropriate City officials be authorized and directed to take the necessary action to give effect thereto.

7. PROPOSED PEDESTRIAN REFUGE ISLAND

4725/4727 SHEPPARD AVENUE EAST.

Recommending that construction of a pedestrian refuge island on Sheppard Avenue East approximately 34 metres east of the driveway to 4725/4727 Sheppard Avenue East proceed in the year 2000.

8. REQUEST FOR OPENING IN LANDSCAPED CENTRE MEDIAN

ANDREWS MOTEL, 2245 KINGSTON ROAD.

(Scarborough Bluffs)

Respecting a request by the Andrews Motel to former Metro Transportation for an opening in the landscaped centre median at 2245 Kingston Road to attract business; reporting on information gathered through consultation with Councillor Brian Ashton, property owners and members of the public regarding the request; advising that a continuous median has restricted access to right-in/right-out movements for properties along Kingston Road in the vicinity of the Andrews Motel for at least 45 years; concluding that given that an investment has been made in recent years by providing streetscape enhancements and the benefits are now being enjoyed by the community, it is difficult to justify providing an opening in the median for individual property owners and businesses; and recommending that this report be received and forwarded to Council for its information.

9. INSTALLATION AND MAINTENANCE OF TRAFFIC SIGNS ON

ARTERIAL ROADS AND EXPRESSWAYS WITHIN THE CITY OF TORONTO

FOR THE PERIOD APRIL 1, 2000 TO MARCH 31, 2002,

CONTRACT No. T-95-99, TENDER CALL No. 282-1999.

Recommending that:

(1) Contract No. T-95-99, Tender Call No. 282-1999, for installation and maintenance of traffic signs on arterial roads and expressways within the City of Toronto for the period April 1, 2000 to March 31, 2002, be awarded to Mark-All Services Inc., in the amount of $1,201,914.95, including all taxes and charges, being the lowest Tender received; and

(2) the appropriate City Officials be authorized and directed to take the necessary action to give effect thereto.

10. F.G. GARDINER EXPRESSWAY - CONCRETE SUBSTRUCTURE REPAIRS

SHERBOURNE STREET TO JARVIS STREET

CONTRACT No. T-33-99, TENDER CALL No. 9-1999.

Recommending that the cost of Contract No. T-33-99, Tender Call No. 9-1999 for the concrete substructure repair to the F.G Gardiner Expressway from Sherbourne Street to Jarvis Street, be increased by $26, 046.11 to a total of $4,521,690.46 (GST inclusive) to cover the costs incurred for work done under this Contract including additional unforeseen repair work.

11. MISSISSAUGA TRANSIT BUSES ON

BURNHAMTHORPE ROAD.

Respecting the recommendation of the Urban Environment and Development Committee that a by-law by enacted prohibiting Mississauga Transit buses from using Burnhamthorpe Road east of Highway 427, and that the Minister of Transportation be requested to approve the passing of such a by-law, which was adopted by Council on April 13, 14 and 15, 1999; advising the Committee that the Minister has refused to approve the by-law on the grounds that it is not in the best interests of either the City of Toronto or the City of Mississauga to approve such a by-law at this time, and that the Minister has suggested that the Greater Toronto Services Board could assist the parties to arrive at a workable solution to this matter, and forwarding a copy of the Minister's response; and recommending this report be received for information.

12. PEDESTRIAN ISSUES.

Advising that the Toronto Community Council, on November 9, 1999, had before it a communication (November 23, 1999) from Ms. Joan Doiron and Ms. Rhona Swarbrick, Co-Chairs, Toronto Pedestrian Committee, respecting pedestrian issues; and forwarding the material received by the City Clerk, Toronto Community Council, respecting this matter to the Works Committee, the Strategic Plan Working Group and the Official Plan Reference Group.

13. PILOT WET/DRY COLLECTION PROJECT IN CONJUNCTION WITH

THE MIXED WASTE RECYCLING AND ORGANICS PROCESSING FACILITY.

Advising that the Committee, at its meeting on December 1, 1999, had before it a report (November 15, 1999) from the Commissioner of Works and Emergency Services responding to a request from the Committee to report on a proposal for a pilot wet/dry collection project in conjunction with the Mixed Waste Recycling and Organics Processing Facility; and further advising that the Committee:

(1) deferred consideration of the aforementioned report and following motion until its next meeting, scheduled to be held on January 12, 2000:

Moved by Councillor Layton:

"That the source-separated organics pilot project proceed first"; and

(2) requested the Commissioner of Works and Emergency Services to submit a report to such meeting on:

(i) a breakdown of the estimated costs for the project; and

(ii) the volume of mixed waste and source-separated organic tonnage that can be handled by the pilot facility and by the expanded facility.

14. GARBAGE PACKERS.

Advising that City Council on April 13, 14 and 15, 1999, directed that Clause No. 6 contained in Report No. 4 of The Works and Utilities Committee, headed "Garbage Packers", be struck out and referred back to the Works and Utilities Committee for further consideration; and that Council also adopted the following recommendation:

"It is recommended that the Chair of the Works and Utilities Committee, Councillor Shiner and the Commissioner of Works and Emergency Services meet to discuss this matter prior to it being again considered by the Works and Utilities Committee."

Recommending that:

(1) Council authorize the appropriate officials to tender the sale of 30 one-person side load garbage packers currently in the City's fleet; and

(2) Council authorize the appropriate officials to issue a Request for Proposals for the purpose of purchasing ten 25 cubic yard high density tandem axle rear load replacement vehicles.

16. SUMMER TWICE-A-WEEK GARBAGE COLLECTION.

Recommending, based on Council's direction to phase in twice-per-week summer garbage collection across the City over a three-year period, that:

(1) twice-a-week summer curbside garbage collection operate from the last week of June to the last wek of August (ten weeks) annually;

(2) for 2000, twice-a-week summer curbside garbage collection be provided in North York, as well as the west section of Toronto which has been receiving this service;

(3) for 2001, twice-a-week summer curbside garbage collection be implemented in the remainder of the Toronto Community; and

(4) for 2002, twice-a-week summer curbside garbage collection be implemented in Etobicoke, East York, York and Scarborough.

17. 3Rs PILOT PROJECTS - FINDINGS AND ACTIONS.

Responding to the request of the Committee at its meeting on October 6, 1999, for a report on the 3Rs pilot projects undertaken by the former Metropolitan Toronto; providing a brief summary of the findings of the pilot projects and an update on actions resulting from the following pilots:

(1) - Enhanced Diversion from Apartments;

(2) - Maximum Diversion from a Curbside Route;

(3) - Curbside Collection of Textiles;

(4) - Intensive Household Hazardous Waste Promotion and Collection;

(5) - Backyard Composter Distribution;

(6) - Multi-Residential Composter Distribution;

(7)(8) - Residential and Commercial Organics Waste Collection;

(9) - Residential Diaper Collection;

(10) - Kensington Vermicomposting Pilot;

(11) - Commercial Wet Waste Collection;

(12) - Kraft Bag Leaf and Yard Waste Collection; and

(13) - Waste Watcher Volunteer Program;

and recommending that this report be received for information.

18. COMPLIANCE PROGRAM WITH MONETARY CONCESSION -

COCA-COLA BOTTLING LTD.

Recommending that a Compliance Program with Monetary Concession be granted to Coca-Cola Bottling Ltd., 46 Overlea Boulevard, as described therein, to allow for payment of their assessed surcharge less 50 percent for eleven months, subject to Coca-Cola's investment of the avoided surcharge payment in the purchase and installation of an on-site pretreatment system.

19. CITY OF TORONTO PARTNERSHIP IN THE PROPOSED

WATER INFORMATION NETWORK (WIN).

Responding to the Committee's request for a report on the communication from Mr. Kevin Mercer, Ms. Lois Corbett and Ms. Anne Mitchell inviting the City of Toronto to become a founding institutional partner to help establish Toronto's Water Information Network; and recommending that decision on city funding for the proposed Water Information Network be deferred until clear goals, deliverables, timelines and budget requirements have been established.

20. CHILDREN'S WATER INSTITUTE.

Respecting the Children's Water Institute, a non-profit organization set up to educate children about water pollution and water conservation; advising of the possibility of the Toronto District School Board and the Toronto and Region Conservation Authority hosting an event to be held for Earth Day at Black Creek Pioneer Village; and suggesting that the Committee formally request Works staff to see what assistance could be offered by the City.

21. R2000 - 5TH WORLD CONGRESS ON INTEGRATED RESOURCES MANAGEMENT AND TRADE SHOW: JUNE 5 TO 9, 2000 -

REQUEST FOR FUNDING.

Advising the Economic Development and Parks Committee had before it a report (November 9, 1999) from the Commissioner of Economic Development, Culture and Tourism recommending that:

(1) the request from the organizers of the R2000 World Congress for $200,000.00 be declined with the provision that other forms of in-kind assistance may be obtained from the City of Toronto; and

(2) the appropriate City officials be authorized to take the necessary action to give effect thereto.

and further advising that the Economic Development and Parks Committee concurred with the recommendations of the Commissioner of Economic Development, Culture and Tourism embodied in the aforementioned report, and referred the report to the Works Committee for consideration.

22. MANAGED COMPETITION IN PUBLIC WORKS SERVICES
