(Enviro-Glass Recycling Inc.), for the purchase of white goods and scrap metals at a total estimated annual revenue of
$151,762.80; and
(3) the current non-contracted collection areas of the North York and Toronto Community Council areas continue to be
collected in-house using City forces.

Advising that the Works Committee, at its meeting on December 1, 1999, had before it a report (November 15, 1999) from
the Commissioner of Works and Emergency Services responding to a request from the Committee to report on a proposal
for a pilot wet/dry collection project in conjunction with the Mixed Waste Recycling and Organics Processing Facility; and
further advising that the Committee:
(1)deferred consideration of the aforementioned report and following motion until its next meeting, scheduled to be held
on January 12, 2000:
Moved by Councillor Layton:
"That the source-separated organics pilot project proceed first"; and
(2)requested the Commissioner of Works and Emergency Services to submit a report to such meeting on:
(i)a breakdown of the estimated costs for the project; and
(ii)the volume of mixed waste and source-separated organic tonnage that can be handled by the pilot facility and by the
expanded facility.

remaining facilities still burning waste oil to cease this practice;
(3) the Commissioner of Works and Emergency Services be requested to report back to the Works Committee one year
following the distribution of information to facilities still burning waste oil and prior to Council's consideration of enacting
the By-law to Prohibit the Burning of Used Motor Oil; and
(4) the appropriate City officials be authorized and directed to take the necessary action to give effect thereto.

(westbound) bridge at Kipling Avenue; advising that the bridge is in need of immediate rehabilitation and that further
studies are required to determine the best solution for a long-term reconfiguration of the Six Points interchange that
addresses the City's development, urban design and transportation objectives; noting, however, that the most recent plans
for the reconfiguration of the interchange, that were endorsed by the former City of Etobicoke, maintain the existing
bridge; and recommending that the contract for the repair of the Dundas Street West (westbound) bridge over Kipling

Responding to a communication from Councillor Layton, Don River, that was before the Committee at its meeting on
November 3, 1999, regarding the effects of City and Toronto Transit Commission construction projects on small
businesses; advising that two recent District 1 construction projects that received community complaints have been
examined to determine what steps can be taken on future projects to mitigate the negative effects during construction on
small businesses and the adjacent community, and outlining four strategies that can be implemented; and recommending
that this report be received for information and forwarded to the Toronto Association of Business Improvement Areas
(TABIA) for their review and comment to the Commissioner of Works and Emergency Services.

remaining debris at the site is decomposing and causing odour and health problems in the neighbouring South Riverdale

(2)the Medical Officer of Health report on any health impacts from the fire; and
(3)the Commissioner of Works and Emergency Services and the Medical Officer of Health provide a full report on who
is responsible for the fire, who will pay for the damages and how this can be prevented in the future.

(1)that the City's goal be a clean City, to be achieved through excellent service to residents and customers;

only on designated days and encouraged to not litter the parks and boulevards;
(3)that "same day service" for the pick-up of garbage, trash, yard waste and recyclables in residential areas be
implemented, wherever possible;
(4)that provision be made in the 2000 Operating Budget for once-a-week recycling pick-up in residential areas; and
(5)on an interim basis, the City of Toronto introduce a residential street cleanup component to the flowerpot collection

51.REVERSE VENDING MACHINE PILOT PROJECTAND INCREASED RECYCLING IN PUBLIC

malls and public places, as requested by the Committee at its meeting of September 8, 1999; advising that discussions have
been held with Urban Intelligence Inc. and their client TOMRA Systems Inc. concerning a pilot project to test reverse
vending machines, and outlining draft terms of reference for the pilot project, together with possible host sites; further
advising that following completion of the project, staff will report back on the results including diversion, costs, revenues
and host site experience; noting that the use of recycling containers in malls is mandated by Ministry of the Environment
regulations and is the responsibility of the malls' property management; further noting that the City is replacing existing
litter bins in most areas of the City with new three-compartment bins, and in addition, the WDO is funding a "Roving
Recyclers" campaign to promote the use of the City's OMG Media bins; and recommending that this report be received for
information.

Providing information on the City of Toronto's 1999 residential waste diversion performance, and advising that in 1999,
approximately 257,000 tonnes of residential waste were diverted from landfill, representing an increase of approximately
11,000 tonnes in the total amount diverted and a residential diversion rate of 25 percent; further advising that the 25
percent diversion rate is expected to increase in subsequent years, as staff test ways to increase recovery in the current
programs and implement new waste diversion programs; and recommending that this report be received for information.
