REPORT NO. 1 OF THE ADMINISTRATION COMMITTEE
Clause No. 1 - "Recommendations to Divide the 22 Provincial Ridings into 44 City Wards".
The Clause was amended by adding thereto the following:
"It is further recommended that:
(1) the ward boundary division for the Provincial Riding of Eglinton-Lawrence (Ward 8) be as shown on the attached Map
Option 8-1;
(2) the ward boundary division for the Provincial Riding of St. Paul's (Ward 11) be as shown on the attached Map Option
11-3 (revised);
(3) the ward boundary division for the Provincial Riding of Scarborough Centre (Ward 19) be as shown on the attached
Map Option 19-1;
(4) the City Clerk be requested to submit a report to the Administration Committee with respect to City Council
establishing an Electoral Boundary Commission to consider the federal changes that are expected to occur following the
next census, to be held in 2001/2002; and
(5) the Province of Ontario be requested to repeal the provisions of the Fewer Municipal Politicians Act that take away
from the City of Toronto only, the ability to determine the size of its Council and ward boundaries, and restore to Toronto
the ability to deal with these matters under Sections 14 and 29 of the Municipal Act."

"WHEREAS Councillor Dennis Fotinos, by memorandum dated December 23, 1999, has indicated his intention to resign
his seat on the City of Toronto Council; and
WHEREAS such resignation is not effective until accepted by Council; and
WHEREAS Councillor Fotinos is requesting Council to accept his resignation at its special meeting scheduled for January
19, 2000; and
WHEREAS the Municipal Act requires Council to forthwith declare a Member's seat vacant when it has become vacant
under Section 38 of the Act; and
WHEREAS the Administration Committee on January 11, 2000, considered a report dated October 21, 1999, from the
City Clerk, on a proposed policy on filling vacancies on City Council; and
WHEREAS the recommendations of the Administration Committee on the City Clerk's report will be before City Council
for consideration at its meeting scheduled for February 1, 2 and 3, 2000;
NOW THEREFORE BE IT RESOLVED THAT the resignation of Councillor Dennis Fotinos be accepted by Council
and the office of Councillor, Ward 21, Davenport, be declared vacant;
AND BE IT FURTHER RESOLVED THAT the method of filling the vacancy in Ward 21, Davenport, be considered by
Council at its meeting to be held on February 1, 2 and 3, 2000, in conjunction with the recommendations of the
Administration Committee pertaining to a policy for filling Council vacancies;
AND BE IT FURTHER RESOLVED THAT the City Clerk be requested to ensure that the same procedure is followed
administratively as was followed in the case of the office staff for former Councillors who have vacated their offices, until
such time as a new Councillor for Davenport is in place."

"WHEREAS the Ontario Municipal Board (OMB) issued its Decision on an Appeal by Shane Baghai respecting its
proposed development at 9 Jackes Avenue; and
WHEREAS the Decision ordered a height of not more than 3 to 4 storeys; and
WHEREAS the import of the Decision is reflected in the current planning recommendations for the Yonge/St. Clair Part II
Plan, which has been endorsed by Toronto Community Council; and
WHEREAS this Decision reflected the wishes of the opponent neighbours and reduced the number of proposed floors by
more than half; and
WHEREAS the solicitor representing Shane Baghai has filed an application for a review of its original Decision, under
Section 43 of the OMB Act; and
WHEREAS should the OMB see fit to schedule a motion in respect of such request, such motion may be scheduled on 10
days notice to the parties; and
WHEREAS this date could occur prior to the next meeting of City Council;
NOW THEREFORE BE IT RESOLVED THAT:
(1) City Council direct the City Solicitor to appear at the OMB to oppose this application; and
(2) authority be granted for the City Solicitor to retain outside expert witnesses as necessary."

CONDOLENCE MOTIONS:

"WHEREAS it is appropriate that we honour Colin Vaughan, one of our City's most respected TV journalists and a
well-known national reporter, who died on January 1, 2000; and
WHEREAS our City has lost one of its strongest voices, Colin Vaughan. He cared about the City of Toronto. He cared as
a journalist, he cared as a TV commentator, he cared as a politician, he cared as an Architect; and
WHEREAS he embodied the spirit of our City. He was full of pride about Toronto, he was full of passion and he was full
of spirit. Colin loved life; and
WHEREAS, Colin Vaughan was a Toronto fixture on City-TV, in newspapers and magazines;
NOW THEREFORE BE IT RESOLVED THAT I, Mel Lastman, Mayor of the City of Toronto, seconded by Councillor
Case Ootes, Deputy Mayor of the City of Toronto, move that City Council offer its official condolences to the family of
Colin Vaughan and recognize his memory by a moment of silence. Colin may be gone, but one thing I can assure you, he
will never be forgotten."

"WHEREAS the Members of City Council are deeply saddened to learn of the sudden passing of Ken Romanada, an
employee of the City Clerk's Division, Central Records, on Wednesday, January 12, 2000; and
WHEREAS Ken started working with the former City of Toronto in February, 1984, as a Pool Chauffeur, then as a Mail
Clerk, and, in 1986, was promoted to the Records and Archives Division where he worked until his death; and
WHEREAS Ken will be sadly missed by his family and friends, all his co-workers at the City, and the many organizations
where he volunteered his time: Scouts Canada, North Toronto Hockey Association, North Toronto Soccer Club, and minor
league baseball, to name a few; and
WHEREAS Ken's passion for life impacted everyone he met on a daily basis, whether it was the commitment he
demonstrated to his job; coaching and umpiring in children's leagues; the Leadership program with the Scouts or the
boundless love he expressed for family and friends every day; and
WHEREAS Ken's humour and 'salt of the earth' attitude towards life enabled him to comfortably approach and speak to
everyone he met, whether it was the Mayor of our City, City Councillors, patrons of Central Records or tourists on the
Square;
NOW THEREFORE BE IT RESOLVED THAT the City Clerk be directed to convey, on behalf of the Members of City
Council, our sincere sympathy to the Romanada family, especially his wife Shirley, and his children, Samantha and
Matthew."

"WHEREAS eighteen-year-old Joshua Fleuelling, a resident of Scarborough Malvern, suffered cardiac arrest on Friday
January 14, 2000; and
WHEREAS, despite the efforts of Toronto Paramedics and other medical staff, Joshua tragically passed away; and
WHEREAS Joshua's death has highlighted concerns regarding the crisis in Toronto's emergency rooms, and the
redirecting of ambulances; and
WHEREAS the residents of the City of Toronto are deeply saddened by the tragic death of Joshua Fleuelling;
NOW THEREFORE BE IT RESOLVED THAT City Council offer its sincere condolences to the Fleuelling Family;
AND BE IT FURTHER RESOLVED THAT City Council reassure the Fleuelling family and the people of the City of
Toronto that every effort will be made to assist and co-operate in any investigation into the circumstances surrounding
Joshua's death."

"WHEREAS on December 15, 1999, there was a massive flood that occurred in the coastal area north of Caracas,
Venezuela; and
WHEREAS the Members of City Council have learned with the deepest regret of the deaths of at least 50,000 men,
women and children, with over 400,000 people made homeless as a result of this flood; and
WHEREAS City Council recognizes the terrible toll that this tragedy has taken on the families and friends of the flood
victims and on those residing in Venezuela and the Venezuelan-Canadian community of Toronto;
NOW THEREFORE BE IT RESOLVED THAT the City Clerk be directed to convey, on behalf of the Members of City
Council, an expression of sincere sympathy to the families and friends of the flood victims in municipalities in the coastal
area north of Caracas, Venezuela and to the residents of Caracas."
