Minutes of the Scarborough Community Council
Meeting No. 6
Friday, April 9, 1998.
The Scarborough Community Council met on Friday, April 9, 1998, in the Meeting
Hall of the Scarborough Civic Centre, commencing at 10:40 a.m.
Members Present:

132. 1998 Operating and Capital Budget for the Water and Water Pollution
Control Programs and Harmonization of Water and Sewer Rates
The Chair called the meeting to order and thanked the members for attending this
Special Meeting of the Scarborough Community Council called at short notice to
consider the 1998 Operating and Capital Budget for the Water and Water Pollution
Control Programs and Harmonization of Water and Sewer Rates; this issue having
been referred from the Budget Committee meeting held on April 3, 1998 with the
request that the Community Council convey its position on this matter for
consideration of the Budget Committee at a Special Meeting to be held on Monday,
April 20, 1998.
The Community Council received an overhead presentation by Finance Department
staff illustrating the impact of water rates on the Operating and Capital Budgets
and explaining the rationale for the harmonization proposal. The Director,
Environmental Services, Scarborough, also made a presentation on the historical
chronology of the water rates issue in the former City of Scarborough.
A. Councillor Balkissoon moved that the Budget Committee be
advised that Scarborough Community Council supports the following:
(1) that the rates in Toronto, East York and York remain
at a constant level for this year versus last year;
and that the additional revenue be used to
accelerate the meter program; and
(2) that the water harmonization fees in
Scarborough be deferred until harmonization
of all fees and service levels in the City is
reviewed and reported to Committees and
Council.
B. Councillor Altobello moved that the Budget Committee be
advised that Scarborough Community Council supports the
following:
That Council should consider the following issues when
setting the water and sewer rates for the City of Toronto:
(1) the age of the district infrastructure for
sewer and water systems;
(2) the condition rating of the district systems;
(3) the maintenance needs of the total system; and
(4) the rate of maintenance spending by district;
and further, that staff be directed to report back later in
1998 on the method of harmonizing the maintenance standards
and spending levels per district; and
in the meantime, the current levels of expenditure per
District be maintained as much as possible until Council has
made a decision on service level harmonization for
infrastructure maintenance.
C. Councillor Moeser moved that staff be requested to
report to Budget Committee with the following
additional information:
(1) the status of the various Reserve Funds
maintained by the former municipalities and
the Utility Commissions with regard to this
issue; and
(2) the impact of deferral of the
harmonization of rates on the overall
budget and the alternatives for
funding.
D. Councillor Duguid moved that the motion of Councillor Moeser
be amended by adding:
(1) that Economic Development staff be
requested to report to Budget
Committee on the impact of the
harmonization of rates on businesses;
and further,
(2) that Finance staff report on the
viability of harmonizing water and
sewer rates over a variety of time
periods with the residents in areas
experiencing increases receiving some
form of compensation from utility
reserve funds to offset the
increases.
E. Councillor Ashton moved:
(1) that any harmonization of water and
sewer rates be subject to the
implementation of a property tax
credit/discount mechanism for the
former City of Scarborough ratepayers
sufficient to reflect the quantum
dollar shift from tax supported
sewer/water infrastructure costs in
Scarborough; and
(2) the Chief Administrative Officer be requested
to report on a public information programme.
F. Councillor Kelly moved:
(1) that the harmonization of water and sewer
rates be supported; and
(2) the difference between the present $0.9062
cost to Scarborough residents and the
proposed $0.9416 level be phased in over
three years and paid for from the Reserve
Funds in the former municipalities.
Upon the question of the adoption of the foregoing motions A to E,
it was carried.
Upon the question of the adoption of the foregoing motion F, it was lost.
133. The Community Council adjourned its meeting at 12:10 p.m.
