(a) 1998 Capital Budget.



The Etobicoke Community Council reports having:



(1) recommended to the Budget Committee that funds in the order of $1.38 million, included under Transportation, Line 502, Etobicoke - Road Reconstruction Program, only be allocated for the reconstruction of Prince Edward Drive on the basis of the road width being no more than 24 feet, grass to grass;



(2) reiterated to the Budget Committee that the Assembly Hall Project was the Number One priority capital project for the former City of Etobicoke Council and the Etobicoke Community Council fully supports its inclusion in the 1998 Capital Budget;



(3) requested the Budget Committee to ensure that the Eatonville Public Library is built within the next two to three years; and





(4) requested the Commissioner of Works, Etobicoke District, to submit a report to the Community Council with respect to the reinstatement of boulevards which were eliminated during the construction of the subway system, with grass and trees, on the east and west sides of Kingsmill Road to Bloor Street West.



The Etobicoke Community Council had before it the following communications with respect to the 1998 Capital Budget:



(i) (undated) from Ms. S. Giovanella, President, Etobicoke Federation of Ratepayers' & Residents' Associations, providing general comments on the position of the Etobicoke Federation of Ratepayers' & Residents' Associations (EFRRA) with respect to the 1998 City of Toronto Budget, and requesting an allocation of funds to address the issue of noise generated by airport operations;



(ii) (February 10, 1998) from Ms. R. Busskamp, President, Lakeshore Arts, supporting the retention of the Assembly Hall restoration project in the 1998 Capital Budget;



(iii) (March 18, 1998) from Mr. P. Milczyn, Chair, Lakeshore Planning Council, supporting the provision of funds for the Assembly Hall restoration project in the 1998 Capital Budget;



(iv) (March 24, 1998) from Mr. J. Brown, on behalf of Burnhamthorpe Residents for Traffic Safety, regarding the issue of Mississauga Transit buses using Burnhamthorpe Road, and the need for capital funds to reconfigure Islington Subway Station to allow Mississauga Transit to access the subway system from Dundas/Bloor Streets;

(v) (March 18, 1998) from Mr. J. W. Lea, regarding the installation of a sidewalk on the north side of Burlingame Road, between Horner Avenue and Sunset Avenue;



(vi) (March 25, 1998) from Ms. D. J. Miller and others, requesting extension of the existing boulevards on Kingsmill Road to Bloor Street West;



(vii) (March 25, 1998) from Dr. M. J. Quigley, Director, and Ms. M. Campbell, President, Kingsway Park Ratepayers Inc., regarding the reconstruction of Prince Edward Drive;



(viii) (March 25, 1998) from Mr. and Mrs. D. Teed, regarding the reconstruction of Prince Edward Drive; and



(ix) (undated) from Mr. W. Evans, President, The Prince Edward Drive 40 Km Association, regarding the reconstruction of Prince Edward Drive.

The Etobicoke Community Council reports having received an overhead presentation from Ms. W. Liczyk, Chief Financial Officer and Treasurer, regarding the 1998 Capital and Operating Budgets.



The following persons appeared before the Etobicoke Community Council in connection with the foregoing:



- Dr. M. Quigley, Kingsway Park Ratepayers Inc.;



- Ms. M. Campbell, President, Kingsway Park Ratepayers Inc.;



- Mr. T. Tomlinson, Community of Rathburn-Grove Ratepayers (C.O.R.R.);



- Ms. S. Giovanella, President, Etobicoke Federation of Ratepayers' and Residents' Association (EFFRA);



- Mr. A. Cole, EFFRA Airport Committee;



- Ms. R. Busskamp, President, Lakeshore Arts;



- Ms. C. Bavis, Etobicoke, Ontario;



- Ms. R. Swarbrick, Etobicoke Citizens for Effective Government;



- Ms. D. J. Miller, on behalf of Residents of Kingsmill Road;



- Ms. Y. Lowcock, Etobicoke, Ontario; and



- Ms. E. Bidwell, on behalf of York Condominium Corporation No. 340.
