Removal of a Disabled Parking Space
on Langford Avenue
(City Council on June 3, 4 and 5, 1998, adopted this Clause, without amendment.)
The East York Community Council recommends the adoption of the following report
(May10, 1998) from the Commissioner of Development Services, East York:
Purpose:
To report to the May 27, 1998, meeting of the East York Community Council on the proposed
removal of the disabled parking space adjacent to 172 Langford Avenue.
Funding Sources, Financial Implications and Impact Statement:
The proposed work can be accommodated in the Current Operating Budget.
Recommendations:
It is recommended that:
(1)the necessary By-laws be amended to remove the "Disabled Parking Only" parking space
on Langford Avenue and reinstate the space for Overnight Permit Parking use, and;
(2)the appropriate City Officials be authorized and directed to take the necessary action to
give effect thereto.
Background:
The Council of the Borough of East York, at its meeting on May 21, 1996, approved a
disabled parking space on Langford Avenue adjacent to 172 Langford Avenue, following a
request from Mr. Basile Giannoulakis, a disabled resident of 172 Langford Avenue.
On January 20, 1998, the Works and Emergency Services Department received a
memorandum from Councillor Prue's office on behalf of an East York resident stating that the
resident of 172 Langford Avenue that obtained the disabled parking space on Langford
Avenue has since passed away.
Discussion:
Works and Emergency Services staff sent a letter to Eleni Giannoulakis on April 7, 1998,
requesting confirmation that Basile Giannoulakis no longer resides at 172 Langford Avenue.
This was subsequently confirmed in a telephone conversation between staff and Mr. Gus
Giannoulakis on May10, 1998.
Since Mr. Giannoulakis has passed away, it is East York policy that the disabled parking
space be removed and have the parking space reinstated for overnight permit parking use.
Conclusions:
Works and Emergency Services staff have confirmed that Mr. Basile Giannoulakis has passed
away. Therefore, the disabled parking space that was installed for his use adjacent to his home
at 172 Langford Avenue should be removed and reinstated as an overnight permit parking
space.

Proposed Implementation of Parking
Restrictions on Broadway Avenue

The East York Community Council recommends the adoption of the following report
(May12,1998) from the Commissioner of Development Services, East York:
Purpose:
To report to the May 27, 1998, meeting of the East York Community Council on the proposed
implementation of a "One Hour Parking, 10:00 a.m. to 6:00 p.m., Monday to Friday"
restriction on Broadway Avenue, between Bayview Avenue and Bessborough Drive.
Financial Implications:
The proposed work can be accommodated in the Current Operating Budget.
Recommendations:
It is recommended that:
(1)the necessary By-law be amended to implement a "One Hour Parking, 10:00 a.m. to
6:00p.m., Monday to Friday" restriction on the north side of Broadway Avenue, from
Bessborough Drive to a point 56 metres west of Bessborough Drive, and;
(2)the appropriate City Officials be authorized and directed to take the necessary action to
give effect thereto.
Background:
The Works and Emergency Services Department received a concern on April 16, 1998, from
Mr. Bob Murray, 324 Bessborough Drive, regarding vehicles parking for extended periods of
time on Broadway Avenue, adjacent to his property. He requested that a "One Hour Parking"
zone be implemented in this area, similar to the parking restrictions on adjacent streets.
Discussion:
Broadway Avenue, between Bayview Avenue and Bessborough Drive, is regulated by a "No
Parking Anytime" restriction on the south side of the street and a "No Parking, 8:00 a.m. to
10:00 a.m., Monday to Friday" from Bessborough Drive to a point 56 metres west of
Bessborough Drive. The remaining area on the north side is regulated by a "No Parking
Anytime" restriction because of the proximity of the traffic signals at Bayview Avenue and
Bessborough Drive. The existing parking restrictions are illustrated in Appendix 'A'.
A study of the posted parking restrictions in the Broadway Avenue/Bessborough Drive area
revealed that parking is regulated by "One Hour Parking" or "No Parking Anytime"
restrictions except for the part block on Broadway Avenue adjacent to Mr. Murray's residence
at 324 Bessborough Drive. It would appear that motorists are attracted to this location because
there is no signed "One Hour Parking" restriction like the adjacent streets. Therefore, to
maintain consistency in the signed parking regulations in the area, it is recommended that a
"One Hour Parking, 10:00 a.m. to 6:00 p.m., Monday to Friday" restriction be implemented
on the north side of Broadway Avenue, between Bessborough Drive and a point 56 metres
west of Bessborough Drive.
The installation of this restriction is not expected to affect St. Augustine Church on Bayview
Avenue at Broadway Avenue since the church has an on-site parking lot for parishioners.
There is an existing "No Parking Anytime" regulation adjacent to the church grounds due to
the proximity of the traffic signals at Bayview Avenue and Broadway Avenue.
Conclusions:
Where parking is permitted on streets in the Broadway Avenue/Bessborough Drive area, it is
regulated by a "One Hour Parking" restriction, except for a portion on the north side of
Broadway Avenue, west of Bessborough Drive, adjacent to 324 Bessborough Drive.
To maintain consistency in the signed parking regulations in the area, and to reduce long-term
parking that is being experienced at this location, it is recommended that a "One Hour
Parking, 10:00a.m. to 6:00 p.m., Monday to Friday" restriction be implemented on the north
side of Broadway Avenue, between Bessborough Drive and a point 56 metres west of
Bessborough Drive.

Request for an All-Way
Stop Control at the Intersection
of Squires Avenue and Furnival Road

The East York Community Council recommends the adoption of the following report
(May 12, 1998) from the Commissioner of Development Services, East York:
Purpose:
To report to the May 27, 1998 meeting of the East York Community Council on the proposed
replacement of existing "Yield" signs with "Stop" signs on Furnival Road at Squires Avenue.
Financial Implications:
The proposed work can be accommodated in the Current Operating Budget.
Recommendations:
It is recommended that:
(1)the necessary by-laws be amended to replace existing "Yield" signs with "Stop" signs on
Furnival Road at Squires Avenue; and
(2)the appropriate City officials be authorized and directed to take the necessary action to
give effect thereto."
Background:
The Works and Emergency Services Department received a letter from Councillor Case
Ootes, East York, on behalf of a resident, dated March 5, 1998, requesting an all-way stop
control at the intersection of Squires Avenue and Furnival Road.
Discussion:
The intersection of Squires Avenue and Furnival Road is an offset intersection, where the
Furnival Road approaches are offset by 22.3 metres. Traffic is currently regulated by "Yield"
signs on Furnival Road. Their location is illustrated in Appendix A.
Staff conducted a traffic volume study at this intersection on a typical day to determine the
feasibility of implementing all-way stop control. The all-way stop warrant illustrated below
shows that the warrant is only 35% met. Therefore the all-way stop control is not justified at
this time.

Staff also investigated the possibility of considering this intersection as a Tee-type
intersection for all-way stop control. The all-way stop warrant for this scenario was only 26%
met.
Staff also studied the reported collisions at this intersection and found no reported collisions
during the period from January 1 to December 31, 1997.
Although there are insufficient traffic volumes to justify all-way stop control at this
intersection, this office is prepared to replace the existing "Yield" signs on Furnival Road with
"Stop" signs. This action is in accordance with East York policy to replace "Yield" signs with
"Stop" signs when a request by a resident is received.
Conclusions:
Traffic studies conducted by staff indicate that all-way stop control at the intersection of
Furnival Road and Squires Avenue is not warranted at this time. However, this office is
prepared to replace the existing "Yield" signs on Furnival Road with "Stop" signs, in
accordance with East York policy.

Community Festival Applications by the
Cypriot Community of Toronto Inc.
Wine Festival - June 27 and June 28, 1998
Summer Festival - August 1-3, 1998
(City Council on June 3, 4 and 5, 1998, adopted this Clause, without amendment.)
The East York Community Council recommends that:
(1)Section 3.2(f) of the former Borough of East York By-law No. 67-95 regarding
security provisions for the Wine Festival and the Summer Festival be waived provided
that the Cypriot Community of Toronto Inc. provides approximately five to ten security
officers from their membership who will oversee the security for each festival;
(2)requested the Chief of Police and the Chair of the Toronto Police Services Board to
advise the East York Community Council on the role of the police when requested to
respond and/or provide an evaluation on security measures in conjunction with
community festival applications in accordance with the former Borough of East York
By-law No. 67-95; and
(3)received the following communication (May 26, 1998) from the Cypriot Community
of Toronto Inc.:
(May 26, 1998) from the Cypriot Community of Toronto Inc. requesting that the City of
Toronto waive Section 3.2(f) regarding security provisions of the Borough of East York
By-law No. 67-95 which regulates and licences community festivals to accommodate the
Wine Festival scheduled for June 27 and June 28, 1998, and the Summer Festival scheduled
for August 1 - 3, 1998.

(a)Draft Plan of Condominium Application submitted by Invar Building Corporation in
connection with 7 Overlea Boulevard.
The East York Community Council reports having :
(1)noted a typographical error in Condition No. 9 of the Conditions of Draft Approval
being submitted to the City of Toronto with respect to the Draft Plan of Condominium
Application in connection with 7 Overlea Boulevard and therefore the condition was
amended to correct this error and now reads as follows;
" 9.The thirty-six (36) visitor parking spaces on Parking Area No. 5 shall not be
unitized or made exclusive use components of the common element"; and
(2)received the following report (May 11, 1998) from the Commissioner of Development
Services, East York:
(May 11, 1998) from the Commissioner of Development Services, East York, advising that a
draft plan of condominium application was submitted by Invar Building Corporation in
connection with 7 Overlea Boulevard and advising of the recommended conditions of draft
approval which will be forwarded to the appropriate City official for approval pursuant to the
delegated authority and recommending that the report be received for information.

Mr. Milton Rusonik, Invar Building Corporation, Toronto, appeared before the East York
Community Council in connection with the foregoing.
(b)Ward Boundary Review Process.
The East York Community Council reports having:
(1)requested the City Clerk to determine the time frames proposed for public
consultation on the ward boundary review process and should the City Clerk deem it
necessary to schedule a meeting of the East York Community Council to hear the public
input prior to the next meeting of the East York Community Council, the City Clerk be
authorized to do so;
(2)requested the City Clerk to report to the upcoming public meeting on various
scenarios which would allow the appropriate division of the current Ward One, East
York, into three equal wards; and
(3) received the following communication (May 7, 1998) from the City Clerk:
(May 7, 1998) from the City Clerk, advising the East York Community Council of the
Council's request to have the CommunityCouncils hold meetings to invite the public's input
on the matter of ward boundaries, ward division and governance, and to report to the Urban
Environment and Development Committee.
(c)Existing Environmental Committees and the Environmental Task Force.
The East York Community Council reports having:
(1)requested the City Clerk to provide the East York Community Council with the
comments of the Environmental Task Force; and
(2)received the following communication (May 7, 1998) from the City Clerk:
(May 7, 1998) from the City Clerk, advising of The Special Committee to Review the Final
Report of the Toronto Transition Team's recommendation that each Community Council be
asked to advise the SpecialCommittee of the ongoing need for a general environmental
advisory committee for its community after receiving comments from the Environmental Task
Force.
(d)Request for a Disabled Parking Space in the vicinity of 470 Main Street.
The East York Community Council reports having deferred consideration of the
following report (May 11, 1998) from the Commissioner of Development Services, East
York, until December 1998:
(May 11, 1998) from the Commissioner of Development Services, East York, advising that
the Transportation Division was in receipt of a letter from Ms.JackieLaPointe, East York,
requesting the implementation of a disabled parking space adjacent to 470MainStreet and
recommending that:
(1)the necessary by-laws be amended to implement an alternate-side disabled parking space
on the west side of Main Street, from a point 131.8 metres south of LumsdenAvenue to a
point 137.6 metres south of Lumsden Avenue, and on the eastside of Main Street, from a
point 126.0 metres south of Lumsden Avenue to a point 131.8metres south of
LumsdenAvenue;
(2)this disabled parking space be removed when Mrs. Jackie R. LaPointe ceases to reside at
470 Main Street; and
(3)the appropriate City Officials be authorized and directed to take the necessary action to
give effect thereto.
(e)Implementation of a Disabled Loading Zone adjacent to 975 Cosburn Avenue.
The East York Community Council reports having referred the following report (May
10, 1998) from the Commissioner of Development Services, East York, to the Interim
Functional Lead for Transportation for a report to the June 24, 1998, meeting of the
East York Community Council on the following:
(i)feasibility of replacing the existing "Disabled Parking Only, 9:00 a.m. to 11:00 p.m."
zone adjacent to 975 Cosburn Avenue with a "Disabled Pick-up/Drop-off Only", zone
for the following hours:
Wednesdays 5:00 p.m. to 11:00 p.m.;
Saturdays 8:00 a.m. to 11:00 p.m.;
Sundays8:00 a.m. to 11:00 p.m.; and
(ii)addressing the disabled parking needs for the resident at 974 Cosburn Avenue:
(May 10, 1998) from the Commissioner of Development Services, East York, advising that
the Transportation Division had received a letter from the ChristadelphianEcclesia Church at
975 Cosburn Avenue, expressing concern with respect to the parking occurring in the disabled
parking zone adjacent to the church and recommending that:
(1)By-law No. 34-93 of the former Borough of East York be amended to replace the existing
"Disabled Parking Only, 9:00 a.m and 11:00 p.m." zone adjacent to 975Cosburn Avenue with
a "Disabled Pick-up/Drop-off Only, 9:00 a.m. to 11:00p.m." zone, and;
(2)the appropriate City Officials be authorized and directed to take the necessary action to
give effect thereto.

foregoing:

-Mr. Russell Dawes, Toronto, representing the Christadelphian Ecclesia Church.
(f)Official Plan and Zoning By-law Amendment Applications submitted by Katmandu
Investment Corporation in connection with 1590 O'Connor Drive.
The East York Community Council reports having:
(1)concurred with the recommendation contained in the following report (May 12,
1998) from the Commissioner of Development Services, East York; and
(2)requested the Executive Director and Chief Planner to report to the July 22, 1998,
meeting of the East York Community Council on the status of Official Plan and Zoning
By-law Amendment Applications for 1590 O'Connor Drive and the O'Connor
Employment Area Study and to advise whether the September public meeting will
consider both the applications and the area study:
(May 12, 1998) from the Commissioner of Development Services, East York, advising that
Official Plan and Zoning By-law Amendment Applications were submitted to develop the
property at 1590 O'Connor Drive with a housing development consisting of 72semi-detached
dwellings and 34 live-work townhouse units located along the site's O'Connor Drive frontage
and recommending that the East York Community Council convene a simultaneous evening
public meeting for this application and for the larger O'ConnorEmployment Area Study and
that staff be directed to set up this meeting within a three to four month time frame.

Mr. Murray Goldman, The Goldman Group, Toronto, appeared before the East York
Community Council in connection with the foregoing.
(g)Request to Purchase Property Abutting 169 Hopedale Avenue.
The East York Community Council reports having:
(1)recommended to the Corporate Services Committee the following:
(i)that the land abutting 169 Hopedale Avenue be declared surplus;
(ii)acceptance of the offer to purchase the City owned lands abutting 169 Hopedale
Avenue; and
(iii)that, if the City of Toronto agrees to sell this land, any proceeds from the sale be
used exclusively and uniquely to improve Arthur Dyson Parkette;
(2)received the following report (February 2, 1998) from the Acting Commissioner of
Parks, Recreation and Operations, East York; and
(3)received the following communications (May 26, 1998) from Mr. Nick Antonoglou,
East York and (May 24, 1998) from Ms. Anne Allin, East York:
(i)(February 2, 1998) from the Acting Commissioner of Parks, Recreation and Operations,
East York, requesting input on a real estate matter concerning lands abutting 169 Hopedale
Avenue and recommending to the Corporate Services Committee that:
(1)the City of Toronto decline the offer to purchase city owned lands abutting 169Hopedale
Avenue; and
(2)the appropriate City Officials be authorized to give effect thereto.
(ii)(May 26, 1998) from Mr. Nick Antonoglou, East York, opposing the sale of the property
abutting 169 Hopedale Avenue; and

(h)Tenant Protection Act.
The East York Community Council reports having received the following
communication (May 20, 1998) from the City Clerk, regarding the municipal
responsibilities under the Tenant Protection Act and acknowledges the recommendation
of the Urban Environment and Development Committee to delegate the responsibility to
hear public input on condominium conversion applications to the Community Councils:
(May 20, 1998) from the City Clerk, advising of the recommendations of the Urban
Environment and Development Committee regarding the Tenant Protection Act and
explaining the municipal responsibilities under the Act.
