Tom Moulton, Past President of the Ontario Water Works Association (OWWA), to present the award to the City of Toronto on receiving first place in the 2009 Water Taste Contest.

The Etobicoke York Community Council on April 21, 2009, referred a motion by Councillor Palacio to the Public Works and Infrastructure Committee recommending that:

1.         The General Manager, Transportation Services be directed to report to the September 14, 2009 meeting of the Public Works and Infrastructure Committee on the feasibility of the following recommendations to improve snow clearing operations in the Etobicoke-York District within existing resources:

a.         the feasibility of streets with slopes over a minimum incline/grade level be prioritized at the level of arterial roads;

b.         the feasibility of priority snow plowing on streets which have on-street parking or which are otherwise narrow, before any other district residential streets;

c.         the feasibility of prohibiting overnight parking on all district streets with no on-street parking, to facilitate plowing;

d.         the feasibility of alternating parking continuing throughout the winter months to accommodate snow plowing on both sides of the street, possibly beginning with a pilot project in several Wards;

e.         the feasibility of laneway plowing the centre of laneways wide enough to accommodate existing small-scale plows;

f.          the current status of the Seniors Sidewalk Snow Removal Program, including current wait times, and how this program can be upgraded and improved to ensure that seniors have their sidewalks cleared within 12 hours of a major snowfall;

g.         the feasibility of opening Toronto Parking Authority parking lots, civic centre, community centre and TDSB/TCDSB parking lots following large snowfalls that disrupt on-street parking and block access to residents’ driveways, to allow curb-to-curb snow plowing to take place; and

h.         the feasibility of high pedestrian traffic sidewalks and main streets being cleared within 12 hours of a major snowfall.

This report provides an update on the progress made in contingency planning and advancing the remedial work required to address the damaged section of the Coxwell Sanitary Trunk Sewer (the “CSTS”).  Additional condition assessment monitoring has revealed no further deterioration of the damaged section of the CSTS.

Work undertaken to-date has determined that a permanent by-pass tunnel around the damaged section of the CSTS is the preferred option; and a preliminary design of the permanent by-pass has been completed.  A design-build team is being selected through a two phase competitive procurement process.

Options for implementing a temporary by-pass, as well as options for in-situ repairs, have been assessed and determined not to be feasible due to technical limitations and implementation schedules similar to the construction of the permanent bypass.

Emergency measures to ensure public safety and to prevent wide spread flooding and sewer backup in the event the CSTS were to fail prior to the construction of the permanent by-pass have been implemented.

An estimated $4.7 million has been spent to date for professional engineering and legal services associated with this emergency.

The Public Works and Infrastructure Committee recommends that:

1.         City Council authorize and direct the General Manager, Solid Waste Management Services, to negotiate and enter into Collector and Hauler agreements with Ontario Tire Stewardship, substantially on terms and conditions summarized in Appendix “A” and Appendix “B”, respectively, with such modifications considered to be in the interests of the City by the General Manager, and otherwise on terms and conditions satisfactory to the General Manager and in a form satisfactory to the City Solicitor, in order to receive funding through the Used Tires Program Plan established by Ontario Tire Stewardship under the Waste Diversion Act.

2.         City Council authorize and direct the General Manager, Solid Waste Management Services, to negotiate and enter into a Collection Site Operator Agreement with Ontario Electronic Stewardship, substantially on terms and conditions summarized in Appendix “C”, with such modifications considered to be in the interests of the City by the General Manager, and otherwise on terms and conditions satisfactory to the General Manager and in a form satisfactory to the City Solicitor, in order to receive funding through the Waste Electrical and Electronic Equipment (WEEE) Program Plan established by Ontario Electronic Stewardship under the Waste Diversion Act.

3.         City Council grant the General Manager, Solid Waste Management Services, the standing authority to negotiate and execute any future amendments to the agreements described in Recommendations (1) and (2) as appropriate, and within the provincially approved model of 100% industry cost recovery, on terms and conditions satisfactory to the General Manager and in a form satisfactory to the City Solicitor.

4.         City Council adopt the exemption to the tire tipping fee of $150 per tonne applied at the City’s transfer stations, as set out in Appendix “A” of Schedule 1 of Toronto Municipal Code Chapter 441, Fees and Charges, for tire loads less than or equal to 100 kilograms.

The purpose of this report is to request City Council authority for the City of Toronto to enter into agreements with Ontario Tire Stewardship (OTS) as a Collector and Hauler of used tires and with Ontario Electronic Stewardship (OES) as a Collector of Waste Electrical and Electronic Equipment (WEEE).  The report also recommends that the General Manager have standing authority to enter into any amending agreements with OTS and OES as may become necessary.  Finally, the report requests an exemption to the tire tipping fee ($150.00 per tonne) at the City’s transfer stations for used tire loads less than or equal to 100 kilograms (10 used tires).

The Public Works and Infrastructure Committee recommends that:

1.         City Council authorize the General Manager of Solid Waste Management Services to enter into a contract for Waste Transportation/Haulage Services (Request for Quotation No.  6033-09-3077) from the City of Toronto’s Transfer Stations to the Green Lane Landfill, for a period of seven (7) years beginning January 1, 2011, with three (3) additional one year options, in accordance with all specifications and terms and conditions set out in the Request for Quotation with the lowest bidder Verspeeten Cartage Ltd., having submitted the lowest bid meeting specifications, in the total estimated amount of $132,007,621.79 including an allowance for a Fuel Surcharge, net of G.S.T.

This report requests authority to award Request for Quotation No. 6033-09-3077 for Waste Transportation/Haulage Services from the City of Toronto’s Transfer Stations to the Green Lane Landfill Site, for seven (7) years, with three additional one (1) year options to Verspeeten Cartage Ltd., the lowest bidder meeting all specifications and requirements.

This report also summarizes the material objection received from ECL Carriers GP Inc., a bidder that submitted a bid which was declared non-compliant.

The Public Works and Infrastructure Committee referred the letter (August 31, 2009) from Councillor Paula Fletcher to the General Manager, Toronto Water, for the appropriate action.

The Public Works and Infrastructure Committee referred the letter (September 22, 2009) from the Scarborough Community Council to the General Manager, Transportation Services, for a report to the Public Works and Infrastructure Committee.

The Scarborough Community Council on September 15, 2009, considered a letter (September 3, 2009) from Councillor Michael Del Grande regarding the different by-laws and fines related to bicycle issues and forwarded its recommendation to the Public Works and Infrastructure Committee.

The Public Works and Infrastructure Committee:

1.         referred the letter (September 23, 2009) from the Toronto Cycling Advisory Committee, together with all correspondence submitted on this item, to the General Manager, Transportation Services for consideration; and

2.         requested the General Manager, Transportation Services, to report to the Public Works and Infrastructure Committee meeting in January 2010 on the progress of the bike lane installation along the Hydro Corridor Lands in Ward 17.

The Public Works and Infrastructure Committee referred the letter (September 25, 2009) from the Toronto Pedestrian Committee to the General Manager, Transportation Services, for consideration.

The Toronto Pedestrian Committee on September 22, 2009, heard a presentation from Sergeant Timothy Burrows, Toronto Police Services, Traffic Services, in response to questions asked by the Toronto Pedestrian Committee on May 19, 2009, and by Jennifer Niece.

The Toronto Pedestrian Committee on September 22, 2009, considered a communication (August 6, 2009) from Councillor Joe Mihevc, requesting that the Committee request staff to review the Driver’s Education Manual and suggest changes to the Province that would better educate drivers on sharing the road with cyclists, pedestrians, and public transit vehicles with an eye towards a safer and more inclusive road environment for all users.
