Scarborough Community Council recommends that:

1.         City Council request the Toronto Transit Commission to designate a project manager to work directly with relevant BIA's and resident associations to establish a steering committee to:

a.         minimize the impact to areas scheduled for transit construction;

b.         establish a defined process for communication to residents in advance of construction; and

c.         develop interim measures during the construction process to minimize the impact to local business owners and residents.

2.         City Council request the Toronto Transit Commission Sheppard LRT Construction team to provide Scarborough Community Council with quarterly progress reports, relative to the Scarborough District, for information.

This report responds to a concern about the need to expand the existing School Bus Loading Zone on Stamford Square. Transportation staff has confirmed the need for this expansion in order to facilitate safe and efficient drop-off and pick-up of young students within a designated School Bus Loading Zone servicing the school fronting onto 3176 St. Clair Avenue East.

It is recommended that Transportation Services extend the School Bus Loading Zone regulation on the south side of Stamford Square to the east by 25 metres.

This report responds to a concern about lack of parking regulations and Pay and Display machines on the north side of Danforth Avenue in front of the church at 3150 Danforth Avenue.  Staff has confirmed the need for parking regulations in order to prevent free parking in front of the church. Patrons of the church do not have access to church frontage on 3150 Danforth Avenue for parking purposes. Adjacent sections of Danforth Avenue are regulated by Pay and Display parking regulations; therefore patrons of the commercial area seeking to avoid paying for parking are attracted to this non-regulated area for periods exceeding 1 hour or more.

It is recommended that Transportation Services install “No Standing” corner restrictions at Danforth Avenue at St. Dunstan Drive and at Madelaine Avenue. The “No Standing” corner restrictions are recommended to ensure appropriate sight lines are maintained in particular for vehicles exiting the church parking lot located just west of Madelaine Avenue.

In addition, Transportation staff, recommend the installation of 1 hour maximum Pay and Display parking, 9:00 a.m. to 4:00 p.m., Monday to Friday and 8:00 a.m. to 6:00 p.m. Saturday. Transportation Services is seeking approval to install on-street Metered Parking using “Pay and Display” Parking Machines on the north side of Danforth Avenue in front of the church at 3150 Danforth Avenue.

A large format retail development is under construction on the both sides of Hakimi Avenue. Additional traffic regulation may be required after completion of these retail outlets.

This report details the minor on-street stopping regulation changes that are possible along the west side of Charlottetown Boulevard to allow 3-hour parking in front of residential homes during the daytime period.  It also describes the minor on-street standing and parking regulation changes required along the east side to ensure that the by-laws match the posted parking regulations, and to enhance both traffic safety and flow in front of Charlottetown Junior Public School in the on-street pick-up/drop-off zone.

Community Council’s approval of the standing and parking regulations along the east side would enhance traffic safety at these locations and allow enforcement by the Toronto Police Service. Approval of the stopping regulation amendments along the west side would allow casual parking to occur when the traffic activity related to the nearby school is minimal.

Scarborough Community Council:

1.         Directed Planning staff to schedule a community consultation meeting together with the Ward Councillor.

2.         Directed Planning staff to give notice of the Community Consultation meeting to landowners and residents within 120 metres of the site, and expanded to include an area bounded by Steeles Avenue East to the north, the GO Transit right-of-way to the east, McNicoll Avenue to the south and Kelvin Grove Avenue to the west continuing south to McNicoll Avenue, the additional cost to be borne by the applicant.

3.         Directed City Clerk's staff to give notice for the public meeting under the Planning Act according to the regulations under the Planning Act.

This application was made on or after January 1, 2007 and is subject to the new provisions of the Planning Act and the City of Toronto Act, 2006.

This applicant proposes to expand retail and service commercial uses to a portion of the subject lands that currently only allows industrial uses.  Also the applicant proposes to restrict the type and extent of retail and restaurant uses to those being ancillary to employment uses and small scale to serve area businesses.  Finally, the applicant proposes to increase the gross floor area of restaurant uses, reduce the minimum required parking standard and limit the size of individual retail and service commercial uses.  Current zoning uses permitted on the site would be maintained.

This report provides preliminary information on the above-noted application and seeks Community Council's directions on further processing of the application and on the community consultation process.

The application should proceed through the planning review process including the scheduling of a community consultation meeting.  A final report will be prepared and a public meeting will be scheduled once all identified issues have been satisfactorily resolved and all required information provided.

This application proposes to develop the subject lands for 16 townhouses.  Each townhouse will front onto Staines Road and access to the townhouses is proposed by a rear public lane.  The lands are located on the east side of Staines Road, immediately south of Steeles Avenue East.

This report provides preliminary information on the above-noted application and seeks Community Council's directions on further processing of the applications and on the community consultation process.

The application should proceed through the planning review process including the scheduling of a community consultation meeting.  A final report will be prepared and a public meeting will be scheduled once all the identified issues have been satisfactorily resolved.

Scarborough Community Council recommends that:

1.         City Council amend the Official Plan substantially in accordance with the draft Official Plan Amendment attached as Attachment 3.

2.         City Council amend the Cliffside Community Zoning By-law No. 9364, as amended, substantially in accordance with the draft zoning by-law amendment attached to this report as Attachment 4.

3.         City Council authorize the City Solicitor to make such stylistic and technical changes to the draft Official Plan and Zoning By-law Amendments as may be required.

4.         City Council adopt the Urban Design Concept Plan and Urban Design Guidelines shown in Attachment 6.

5.         City Council direct Parks, Forestry and Recreation and Facilities and Real Estate staff in consultation with the Ward Councillor and the Chief Planner and Executive Director, City Planning Division to investigate park improvements and acquisitions within the Study Area with a focus on developing parkland, as identified in the Recommendation Section shown on Attachment 5, Section 2.8.

6.         City Council direct Toronto Water staff to investigate the sewer capacity within the Study Area to determine the availability of capacity and identify any infrastructure improvements which may be necessary to support the proposed intensification of this area and report back to Community Council on any capacity issues.

7.         City Council direct Transportation Services to consider within Ward 36, Kingston Road between Danforth Avenue and Midland Avenue as a priority area for the placement of street furniture under the City’s Co-ordinated Street Furniture Program.

8.         City Council direct the Chief Planner and Executive Director, City Planning Division to report back to Scarborough Community Council upon completion of the Kingston Road/Danforth Avenue:  Preliminary Planning for a Transit Project Assessment Study on possible land use options for the lands located on the northwest corner of Danforth Avenue and Kingston Road (identified as the Apex Site on Attachment 2).

9.         City Council direct the Chief Planner and Executive Director, City Planning Division, in consultation with the General Manager of Transportation Services and the Toronto Parking Authority to report back to Scarborough Community Council on a parking strategy for the Kingston Road Cliffside Community.

The Scarborough Community Council held a statutory public meeting on November 10, 2009, and notice was given in accordance with the Planning Act.

These City-initiated official plan and zoning by-law amendments are subject to the new provisions of the Planning Act and the City of Toronto Act, 2006.

This report summarizes and contains recommendations to implement the Avenue Study for the portion of Kingston Road between Danforth Avenue and Chine Drive.  City staff, the Ward Councillor, the City’s consultants, and members of the local community have worked together to put forward an implementation framework for new development and the improvement of the public realm on this portion of Kingston Road.  To implement this Avenue Study, the report recommends approval of amendments to the Official Plan and the Zoning By-law as shown on Attachments 3 and 4.  The report also recommends adoption of Urban Design Guidelines and outlines implementation strategies to achieve over time the revitalization of Kingston Road between Danforth Avenue to east of Midland Avenue (Chine Drive).

The proposed Official Plan Amendment identifies potential locations for new streets, lanes and lane/street widenings.

The proposed Zoning By-law Amendment deletes the current Highway Commercial (HC), Neighbourhood Commercial (NC), Community Commercial (CC), and Apartment Residential (A) zoning and replaces it with a Commercial-Residential (CR) Zone which permits a mixture of commercial, residential and institutional uses.  Standards regulating height, density, building setbacks, bicycle parking standards and Section 37 community benefit provisions are established in the proposed zoning by-law.  Permitted heights within the Commercial-Residential Zone vary from a minimum of 3 storeys to a maximum of 8 or 11 storeys, along with the application of a 45 degree angular plane from adjacent low density residential areas to ensure an appropriate height transition from existing neighbourhoods.

Scarborough Community Council referred the item to the Executive Director, Facilities and Real Estate, for report back with recommendations and budget considerations and including comment on renaming committee rooms on the gound floor of the Scarborough Civic Centre.

b.         Permit the Vancouver 2010 Olympic Torch Relay to use special effects pyrotechnics at Albert Campbell Square on December 17, 2009.

The 2010 Vancouver Olympic Torch Relay will be making a stop at Scarborough Civic Centre/Albert Campbell Square on December 17, 2009.

The “Albert Campbell Square Permit Guidelines”, Prohibited Activities Section 1, Clause (d) states: no person shall, within the limits of a square light or carry any candle or torch, except a light stick.  Under Fireworks, Section 1 states fireworks are not permitted in the Square.
