The City’s Multi-Unit Residential Acquisition (MURA) Program was launched in 2021 to support the acquisition, renovation and refinancing of rental homes by non-profit housing providers, including Indigenous housing providers, co-operatives and community land trusts. The program protects rental housing at-risk of redevelopment, converting units into permanently affordable non-profit rental housing.
Since 2021, MURA has awarded $165 million in funding to 21 community housing providers to preserve the affordability of more than 1,000 rental homes in 34 projects across the city.

Eligible properties include apartment buildings and multi-tenant houses (also known as rooming houses).
To support Toronto’s commitment to truth, justice and reconciliation, and create more “For Indigenous, By Indigenous” housing outcomes, 20 per cent of the annual MURA funding is provided to Indigenous-led housing organizations.
MURA is implemented through an annual open call for proposals process to select and pre-qualify non-profit housing providers. Once approved, groups are provided with a conditional letter of commitment for funding from the City. Funding for deposits and pre-acquisition work will be provided to pre-qualified organizations, allowing them to move quickly to secure properties available for purchase.

Through the 2022 MURA request for proposal process, the City awarded $24.6 million to six community housing providers.
