The Toronto Poverty Reduction Strategy is the City of Toronto’s long-term strategy to address immediate needs, create pathways to prosperity, and drive systemic change for those living in poverty in the City.

The Strategy’s Second Term Action Plan (2019-2022) made good progress towards the Strategy’s 17 City Council-approved recommendations. Coming out of the COVID-19 pandemic and into the Third Term (2023-2026) of the Strategy, income inequality has continued to grow as Toronto becomes increasingly unaffordable for many residents.

Third Term actions are underway to tackle issues of affordability and support the immediate needs of those living in poverty, and those residents at risk of falling into poverty, in Toronto. These include:

While Third Term actions were not shared through the same format as the first two terms, via an Action Plan, the Poverty Reduction Office will continue to communicate actions and impacts to community.
