The 2025 TUHF Funding Cycle is now closed. The next funding opportunity will be announced in the fall of 2025.

TUHF provides funding opportunities for non-profit community-based organizations in Toronto to address HIV prevention and substance use. Funding is provided through one- and three-year projects under the following funding streams:
  1. Prevention of HIV through sexual transmission
  2. Harm reduction
  3. Child and youth resiliency

Toronto Public Health Commitment to Reconciliation with Indigenous Communities

In May 2024, the Board of Health directed the Medical Officer of Health to evaluate and reset the TUHF Indigenous funding stream, utilizing an Indigenous-led approach. TPH is committed to working towards reconciliation with Indigenous communities and being responsive to feedback from Indigenous service providers and Indigenous community members. In keeping with the direction from the Board of Health, further information on the 2025 TUHF Indigenous stream will be available soon.

The Toronto Urban Health Fund (TUHF) is a Toronto Public Health (TPH) program that provides funding for community-based HIV prevention and substance use initiatives.

TUHF funding is geared towards organizations and projects that:

  • Have trained and competent service providers
  • Are delivering quality services to high-risk individuals
  • Have access to prevention technologies and resources for high-risk individuals
  • Work with high-risk individuals to adopt proven health promotion practices

Projects funded through TUHF complements existing TPH programs to provide effective services that focus on HIV and substance misuse programming to populations and groups that TPH cannot access due to linguistic, cultural and geographic barriers.

TUHF has distinct eligibility requirements and applicants must meet all criteria to be eligible for funding. 

    1. Non-profit organization with Letters Patent
    2. Organization has an incorporation number
    3. Organization’s head office is in Toronto
    4. Project activities take place in Toronto
    5. Organization has signed Audited Financial Statement (within last two years)
    6. At least 50% of the organization’s Board of Directors reside in Toronto
    7. Proposal is requesting one-year and/or three-year project funding

    TUHF provides funding to incorporated not-for-profit community-based organizations. Resident groups, individuals, unincorporated organizations, and schools are not eligible for funding.

    If your incorporated organization does not have a recently signed Audited Financial Statement, you may have the option to receive funding through a Trustee or Sponsor.

    EOIs and Funding Proposals are reviewed using the following criteria:

    1. Evidence informed/ based
      Projects will use interventions that are evidence-informed, evidence-based, or those that can be evaluated. In other words, the interventions have been shown to work or you will demonstrate that it can work
    2. Reach
      Services that will reach high-risk populations. TUHF is looking to support a wide range of priority populations that are under-served or not currently accessing services in the City of Toronto.
    3. Addresses risks
      Services that address the risk of exposure to HIV or the harms associated with substance use.
    4. Improves health outcomes
      Interventions that have the potential to improve health outcomes
    5. Cost Effective
      TUHF has a limited amount of resources and cannot meet the demands in the community. TUHF aims to provide funding to projects that will have the most impact on under-served and high-risk populations

    Apply for TUHF funding through the online grants portal Toronto Grants, Rebates and Incentives Portal (TGRIP).

    TUHF application process is a two-stage process starting with the submission of an Expressions of Interest (EOI) followed by a funding proposal for successful EOI applicants.

    Toronto Public Health is pleased to announce that the Toronto Urban Health Fund application process has moved to a new online system called Toronto Grants, Rebates and Incentives Portal (TGRIP). This system is the central access point for all City funding applications used by many City Divisions which offer community grants.

    Through TGRIP, organizations can:

    • View, draft, collaborate and share their application with staff and/or volunteers at any time
    • Get access to their deadlines and applications from anywhere, at any time
    • View their draft, submitted, declined and funded applications in one place
    • Add contacts to their organization to give them access to their application information
    • Get access to all their funding history and related documents in one place at any time.

    How to Login to TGRIP

    To access TGRIP at any time, open a compatible browser (Firefox or Chrome ONLY) and go to cot.smartsimple.ca. Remember to save the website link as a favourite so you can easily return to it.

    1. Input your email address (i.e., your username) into the ‘Email’ field.
    2. Input your password into the ‘Password’ field.
    3. Click on the ‘Login’ bar/button.

    Passwords

    Passwords are case sensitive and are subject to rules that are intended to strengthen security.

    Passwords must:

    • Be at least 12 characters long;
    • Include one capital letter, one number, and one symbol; and
    • Not include part of your name or email.

    If you save your password, use a secure password manager. Take all reasonable measures to protect your security in TGRIP by:

    • Refraining from sharing your password;
    • Preventing the loss, disclosure, modification, and unauthorized use of your password; and
    • Controlling access to computers or devices containing your password.

    Forgot Your Password?

    You can reset your password at any time by clicking on the “Forgot Password?” link found on the log-in page.

    When you reset your password, the system will send a new temporary password to the email address you entered. The email will be sent from TGRIPNoReply@smartsimple.com. If you do not see the email in your inbox, check your ‘spam/junk mail’ folder.

    After logging in with the temporary password, change your password by choosing the Personal Settings menu, then choose the Password tab.

    After you type your new password, click the Change Password button. Refer to the information above about how to keep your password secure.

    TUHF funds are awarded through a competitive process. TUHF’s goal is to support projects that deliver evaluated and effective prevention services to high-risk, underserved, and high needs populations in the City of Toronto.

    The review of TUHF funding proposals is made by the TUHF Review Panel which supports the Board of Health in the allocation of TUHF funding.

    Review Panel members are recruited to review funding proposals from March to May each year. If you are interested in becoming a review panel member, please review the Terms of Reference for the TUHF Review Panel and submit a Review Panel application form.
