The City of Toronto has implemented road safety improvements on Douro Street from King Street West to Strachan Avenue and on Wellington Street West from Strachan Avenue to Blue Jays Way, to increase safety for all road users.
Implemented improvements include:
August 14, 2024 Update: A portion of the existing bi-directional cycle track on Douro Street between King Street and Shaw Street is being relocated to the east side of Douro Street south of King Street to accommodate construction staging for the development at 1071 King Street (TE12.39). The cycling detour is intended to be completed and open for cycling by the week of August 20th.
October 26, 2023 Update: The bikeway is now open for use by cyclists. With improvements also made to pedestrian areas along the bikeway, people walking and cycling are being asked to follow/obey all signs.
September 6, 2023 Update: The City is in the final stages of completing road safety improvements on Douro Street and Wellington Street West between King Street West and Blue Jays Way. Below is a breakdown of the status of works in each segment of the project area:
Segment A: Douro Street and King Street West to Strachan Avenue and Niagara Street
Bicycle signals were added and activated at Douro Street/Wellington Street West and Strachan Avenue. The City is continuing installation of the barriers to complete the bikeway on September 6 and 7. This work is expected to be completed within a week.
Segment B: Niagara Street to Bathurst Street
Final remaining line markings will be added to complete the bikeway within the next week.
Segment C: Bathurst Street to Portland Street
Signal upgrades will be implemented at the intersection on Thursday, September 7, 2023
Segment D: Portland Street to Spadina Avenue
Centreline bollards will be added to the bikeway to ensure that motor vehicles cannot enter the bikeway or park there. This is anticipated to happen next week.
Segment E: Spadina Avenue to Clarence Square
Curb cuts have been completed and a crossride for people cycling as well as detection and push button activation is currently being installed at the Spadina Avenue crossing. Signal upgrades are planned to be completed and activated next week.
Segment F: Clarence Square to Blue Jays Way
The City has completed watermain replacement work and the concrete bikeway barrier work and will be repaving the road this week. Infrastructure for the bi-directional bikeway is also currently being installed. The signal upgrades at Wellington Street West and Blue Jays Way will be coordinated with the completion of the installation. It is anticipated that this will be completed in the next two weeks.
Following the completion of works mentioned in each segment, it is anticipated that the entire cycling facility will become fully available for use by mid-September 2023.
September 5, 2023 Update: Work is ongoing between Douro Street from King Street West to Strachan Avenue to complete the Douro Street and Wellington Street Road Safety Improvements project. On Wednesday Sept 6 and Thursday Sept 7, the City will resume installation of cycling facilities on Douro Street between King Street West and Strachan Avenue. As of Wednesday Sept 6 at 8 a.m., there will be no parking between Shaw Street and Strachan Avenue. Any vehicles remaining after 8 a.m. on Wednesday will be relocated nearby. People driving and cycling are asked to share the roadway. Thank you for your patience as we continue to build Toronto’s Cycling Network.
August 25, 2023 Update: The final stage of construction to complete the Douro Street and Wellington Street Road Safety Improvements will resume this Sunday (August 27, 2023) to Thursday (August 31, 2023). There will be NO PARKING starting Sunday at 9:00 pm on Douro Street between Shaw Street and Strachan Avenue during construction. Any vehicles remaining after 9:00 pm on Sunday August 27, 2023 will be relocated nearby. In the mean time people driving and cycling are asked to share the roadway and exercise caution while travelling along this corridor. Thank you for your patience as we continue to build Toronto’s Cycling Network.
August 15, 2023 Update: From August 16 or August 17, 2023, work to install protected two-way cycle tracks on Douro Street from King Street West to Strachan Avenue will begin. During installation, parking will periodically be unavailable until September 3, 2023 between Shaw Street and Strachan Avenue. For more information, please see the construction notice.

April 28, 2022 Update: On April 7, 2022, City Council adopted IE28.7– Cycling Network Plan- 2022 Cycling Infrastructure Installation- First Quarter, authorizing the installation of Douro-Wellington Cycling Connections project and all required Chapter 886, 910, 925, and 950 By-law amendments, on the following sections of roadway, as generally described in Attachment 4 – Douro-Wellington Cycling Connections By-Laws:
a. Bathurst Street (Front Street West to Richmond Street West);
b. Clarence Square (Spadina Avenue to Wellington Street West);
c. Douro Street (King Street West to Strachan Avenue);
d. Wellington Street West (Strachan Avenue to Blue Jays Way).
March 30, 2022 Update: On March 29, 2022, Infrastructure and Environment Committee (IEC) endorsed IE 28.7- Cycling Network Plan- 2022 Cycling Infrastructure Installation- First Quarter. There were no amendments related to the Douro-Wellington Cycling Connections project
March 22, 2022 Update: City staff will present recommendations for this project to the Infrastructure & Environment Committee (IEC) meeting on March 29, 2022. In April 2024 City Council adopted the Douro Street Construction Staging Area for the development at 1071 King Street (TE12.39). The staging area closes Douro Street South of King Street to motor vehicles, but maintains a bi-directional cycling detour from the existing Douro cycle track, around the staging area on the east side of Douro Street to connect with King Street. Details of the detour can be found in the Council Report.
The preparation of the cycling detour is intended to be completed and open for cycling by the week of August 20th.

In November 2019, Transportation Services consulted on the installation of new uni-directional bike lanes and associated traffic changes on Douro Street and Wellington Street between King Street and Niagara Street. The majority of participants were in strong support of the project, and the uni-directional bike lanes were installed in 2020.

In 2022 on Wellington Street between Strachan Avenue and Draper Street and between Spadina Avenue and Blue Jays Way, watermain replacement and resurfacing is programmed. There will also be watermain replacement and sewer rehabilitation on Portland Street which intersects with Wellington Street.
In addition to these City infrastructure improvements, there are ongoing residential developments at the Wellington/Bathurst intersection, as well as on the section between Draper Street and Spadina Avenue. The infrastructure and residential developments present opportunities to make further changes to the existing bikeways along Wellington Street.
